Biden Admin Advances Plan To Punish Israelis for Alleged Crimes Against Palestinians

State Department says it will impose sanctions on Israeli individuals and families but won't say how it will determine guilt

The Biden administration is advancing plans to punish Israelis it claims are involved in attacks against Palestinians, capitulating to far-left forces in the Democratic Party who have been leaning on the administration to take a harder line against Israel as the Jewish state conducts its war against Hamas.

The United States will impose sanctions, including U.S. travel restrictions, on a number of Israelis who the administration claims are involved in attacks on Palestinians. These individuals "and their immediate family members" will face punishment for "undermining the peace, security, or stability in the West Bank," where so-called Israeli settlers have clashed with Palestinians in recent weeks, according to a State Department spokesman who outlined details of the policy to the Washington Free Beacon.

The State Department would not publicly provide the names of those it plans to sanction, citing privacy concerns, or explain how U.S. officials determined guilt for these alleged crimes, which have yet to be prosecuted in an Israeli court. It is the first time in decades the United States is imposing punitive measures on Israelis living in the West Bank and signals cracks in the Biden administration's initial full-throated support for Israel as the country confronts Hamas terrorists.

The policy is already facing pushback from Republican foreign policy aides in Congress and from former Trump administration officials who see President Joe Biden as wrongly prioritizing sanctions on Israel. Biden's administration has not reimposed sanctions on Iran-backed terror groups like the Houthis—which have repeatedly fired missiles on U.S. forces in the region.

The State Department would not say how many Israelis it plans to sanction for alleged crimes, but recent reports put it at "several dozen."

"The Department is considering application of the policy to the appropriate targets," the State Department spokesman told the Free Beacon. "These restrictions are applied based on a case-by-case review of credible information pertaining to their" alleged involvement in attacks on West Bank-based Palestinians.

The policy will include Israelis believed to be "involved in violence against persons, especially U.S. persons, or property," according to the State Department. "It also includes those involved in unduly restricting civilians' access to essential services and basic necessities, such as food, water, electricity, or medical supplies."

It is unclear how the State Department will determine an individual's guilt and what information about these alleged crimes it will rely on. The State Department would not provide the Free Beacon with a list of Israelis it is sanctioning, or information on whether punitive measures will be applied before these Israelis face prosecution in an Israeli court.

"Individuals may be identified under this policy if they have been involved in or meaningfully contributed to undermining" security in the West Bank, the State Department spokesman said.

Secretary of State Antony Blinken, when announcing portions of the sanctions policy on Tuesday, accused "extremist settlers" of committing violence against Palestinians and said the Biden administration will "seek accountability for all acts of violence against civilians in the West Bank."

Blinken also said the United States is leaning on the Palestinian Authority government in the West Bank to "curb Palestinian attacks against Israelis," but did not announce any punitive measures.

Biden has also publicly chastised "extremist settlers" in the West Bank, saying in October that he is "alarmed" about reports of violence.

Joel Rayburn, the former U.S. special envoy for Syria during the Trump administration, criticized the new policy on X, formerly Twitter, noting that the Biden administration has yet to issue any sanctions against Yemen's Houthi rebels as they continue to attack American military forces in the region.

"As long as he's turning his attention to sanctioning people in the Middle East, can [Blinken] also maybe return the Houthis to the foreign terrorist organization list, now that the Houthis are attacking cargo ships and U.S. Navy vessels in international waters?" Rayburn wrote.

One senior Republican congressional aide, who works on foreign policy matters, in comments to the Free Beacon described the administration's policy as backwards.

"The Biden administration is eager to give visas to sanctioned terrorists who want to mass murder Israelis, including top officials from the Iranian regime and the Palestine Liberation Organization," said the source, who was not authorized to speak on record. "Now they want to sanction Israelis and exclude them from the United States. It shows you what their priorities are and who they want to target."

The Biden administration has been under immense pressure from far-left voices in the Democratic Party who want it to more forcefully condemn Israel, which is waging war on Hamas following the terrorist group's Oct. 7 slaughter of more than 1,200 people.

State Department employees, for instance, recently signed an internal memo condemning the Biden administration's ongoing support for Israel's war effort. Democratic leaders in Congress, including members of the far-left "Squad," have demanded the United States begin conditioning U.S. military aid to the Jewish state as punishment for the death of civilians in the Gaza Strip.

President Joe Biden admitted the Iran-backed Houthis are “terrorists,” after revoking former President Donald Trump’s designation of the group as terrorists early on in his administration.

On Friday, a reporter asked Biden, “Are you willing to call the Houthis a terrorist group, sir?”

The president responded, “I think they are.”

Biden in February 2021 reversed Trump’s designation of the group as terrorists, which had cut them off from the international banking system.

The Biden administration argued that the move would hurt Yemeni civilians and hindered negotiations with the group, which was locked in a war with U.S.-backed Saudi Arabia.

Former Trump Pentagon chief of staff Kash Patel told Breitbart News in an interview last month that designating the Houthis as terrorists was important in order to squeeze their funding and deter further attacks in Saudi Arabia, where U.S. troops are stationed.

“So you shut them down financially and you are able [to] target them as terrorists. And then if they meet the threshold, you’re able to take out their leadership — people who are actually terrorists,” he said.

“When you remove the designation, like the Biden administration did, you allow them access to the global banking system, you allow them to travel freely, you allow them to engage in business with our allies,” he said. “So you allow them to get money, get funded. You allow Iran to pay them, and we don’t have a recourse. Since they’re not a designated terrorist organization, operationally and intelligence-wise, they’re not a priority to take out, they’re not a priority for intelligence collection purposes.”

The Houthis have been steadily firing missiles and sending attack drones at U.S. military and international commercial warships in the Red Sea, claiming they are in retaliation for the Israeli offensive against Hamas. They have attacked ships at least 26 separate times since November, according to the Pentagon.

Biden last week ordered strikes against Houthi targets meant to degrade the group’s ability to continue the attacks, and vowed further action if necessary. More than 150 munitions were fired at 16 different locations, the Pentagon said. Five Houthis died from the strikes, according to the group.

When asked on Friday if Biden would continue bombing if the Houthi attacks did not stop, he said, “We will make sure that we respond to the Houthis if they continue this outrageous behavior, along with our allies.”

A reporter later followed up with Biden on his acknowledging Houthis as “terrorists,” asking, “how soon are you willing to designate them as such?”

Biden called it “irrelevant.”

“It’s irrelevant whether they’re designated. We’ve put together a group of nations that are going to say that if they continue to act and behave as they do, we’ll respond.”

The Houthis fired an anti-ship cruise missile at a U.S. Navy destroyer on Sunday, according to U.S. Central Command.

Pro-Palestinian protesters swarmed the White House fence on Saturday, forcing the Secret Service and D.C. Police to get involved.

The protesters were seen shaking the fence as they yelled, “Fuck Joe Biden.” Secret Service agents dressed in riot gear were seen behind the fence. Take a look:

At one point, the protesters shook the fence so hard that they forced it back.

In another instance, protesters climbed the Rochambeau Statue in Lafayette Square to wave Palestinian flags.

The protesters were later dispersed.

According to The Guardian, thousands of protesters swarmed Washington DC on Saturday “to call for a permanent ceasefire in Gaza and to protest US aid to Israel.”

“The protest, called a march on Washington for Gaza, was promoted as likely to be the largest pro-Palestinian demonstration in the US since the 7 October attack on southern Israel by Hamas fighters emerging from Gaza, which killed almost 1,200 people and led to a massive military response from Israel, backed by the US government,” noted the outlet.

Houthis Vow to ‘End U.S. Hegemony Forever’

The Iran-backed Houthi terrorists of Yemen said on Monday that American and British airstrikes will not deter them from attacking civilian ships in the Red Sea. Instead, they vowed to “end U.S. hegemony forever” with retaliatory action.

“The acts of aggression by the U.S. and UK will not go unanswered, and we will make them serve as a lesson for the entire world,” Houthi Information Ministry adviser Tawfiq al-Hamiri told Russia’s Sputnik News.

“We are preparing for a response that will end the U.S. hegemony forever,” he promised.

The Supreme Political Council of the Houthi regime announced that “all American-British interests have become legitimate targets” after the U.S. and UK bombed dozens of targets in Yemen late last week.

“Attacks to stop Israeli ships or those heading to the ports of the occupied Palestine will continue,” Houthi chief negotiator Mohammed Abdulsalam insisted on Monday.

The U.S.-British strikes were intended to neutralize the terrorist threat posed by the Houthis to international shipping with constant missile launches, drone attacks, and hijacking attempts over the past three months.

 The Houthis claim these actions, which they have no international legal authority to implement, were intended to support the Palestinians of Gaza by forcing Israel to halt its operations against the Hamas terrorist organization. The Houthis have not restricted their attacks to Israeli-registered ships or vessels heading to Israel, contradicting their rhetoric.

The shipping lanes the Houthis menaced are among the busiest in the world. Rerouting vessels around the Red Sea has caused global shipping prices to skyrocket, created dangerous delays in supply chains, and sharply reduced revenue for Egypt’s Suez Canal.

On Monday, Qatar’s national energy company announced it suspended shipments of liquefied natural gas (LNG) through the Red Sea due to the deteriorating security situation. QatarEnergy is the second largest exporter of LNG in the world, with many customers in Europe, so continuing disruptions could pose serious problems – although Bloomberg News noted that Europe is currently “well stocked” and industrial demand is currently “subdued.”

“The Houthis haven’t attacked any vessels carrying gas since they started harrying ships in mid-November, but Qatar’s reluctance to transit the passage highlights the sharp increase in risks following the U.S.-led strikes,” Bloomberg said.

Reuters cited tracking data that said at least 15 oil tankers have changed course to avoid the Red Sea since last week’s U.S.-British strikes.

U.S. Central Command (CENTCOM) said on Monday that the Houthis launched an “anti-ship ballistic missile” that struck the MV Gibraltar Eagle, a container ship flagged in the Marshall Islands and owned by a U.S. company. 

The missile caused a small fire in the ship’s hold, but no injuries or major damage were reported, and the ship was able to continue on its way.
