Partisan Intelligence Activism Will Reemerge in 2024
U.S. intelligence personnel likely will resume the activism they prominently displayed in 2016-2021 as the presidential campaign season deepens. They then were driven by ideology and special interests, which now are stronger. Many of the former senior intelligence officers then critical of Donald Trump have badly damaged their credibility, so new politicizers with new messages may emerge, especially after July, when Trump presumably will be formally renominated.
The agencies themselves, as matters of policy, will not be activist. The culprits will be former intelligence officers with deeply partisan views, who have few restrictions on their public activities, and current employees who leak. Agency leaders do not directly control these activities, but some past and current leaders established policies that continue to strongly encourage tendencies toward political activism.

President Obama was the major instigator of the politicization of U.S. intelligence. His Executive Order (EO) 13583 of August 18, 2011, “Establishing a Coordinated Government-wide Initiative to Promote Diversity and Inclusion in the Federal Workforce,” summarized his explicitly political agenda, which soon became known as “Diversity, Equity, and Inclusion” (DEI). Director of National Intelligence (DNI) Dennis Blair converted an early version of Obama’s diversity agenda into Intelligence Community policy in 2009, before Obama’s government-wide mandate.
DEI policies appeal to two general groups of intelligence people. First, leftists like them for ideological reasons. While liberals embrace DEI as a fairness issue, cultural Marxists know that DEI, an offshoot of critical race theory, is designed to be divisive in organizations and societies that embrace it. Second, the policy overtly favors privileged demographic groups -- minorities, women, LGBTQ+ people, and later disabled persons -- in hiring, promotions, and assignments. DEI thus is materially helpful for these people, who now comprise large and growing shares of the intelligence workforce.
For these people, DEI policies are self-evidently good on philosophical and personal material grounds. Some even imagine that DEI policy-induced ideology and its associated personal benefits are key components of national security. Others argue that it is essential that CIA and other agencies “look like” the country they represent. They do not ignore people who disagree with them. Instead, they actively reject the views of people Hillary Clinton called “deplorables.”
CIA director John Brennan (2013-2017) was especially aggressive at implementing Obama’s agenda. But his favoritism and blatant politicking soon generated a backlash. The favoritism toward women and minorities was not just unfair to White men, some people argued, it damaged the performance of intelligence. In response, DNI James Clapper and others asserted, always without evidence, that DEI policies actually enhance the agencies’ performance. An academic study of such assertions found no evidence to support them. Many more current and former intelligence officers now say instead that there has been major damage. A study of these claims is now underway. Stay tuned!
The purposeful changes in policies, demography, and organizational culture at CIA, especially, led intelligence officers who strongly supported Obama’s agenda to react viscerally in 2016 when Donald Trump’s arrival on the national political scene seemed to threaten the “progress” Obama had made. Quiet when Hillary Clinton seemed likely to win the presidency and continue Obama’s policies, former intelligence officers heeded Brennan’s call for political activism to defend the “progress,” as did evidently many current employees in the form of leaks.
Of the former intelligence officers prominent in 2016-2021, no one was louder than former deputy CIA director Michael Morell. He started the blatant violations of longstanding, very functional CIA norms against political activism with his op-ed endorsing Clinton in August 2016. And he instigated the worst abuse of intelligence credibility, the open letter signed by 51 former intelligence officers that claimed, just before the 2020 election, that the New York Post’s accurate story about incriminating evidence on Hunter Biden’s laptop computer had “all the classic earmarks of a Russian information operation.” Morell later told the House Judiciary Committee the letter was instead an influence operation instigated by the Joe Biden campaign to fool voters just before the election. One of the people approached to sign the letter told me the pitch received was explicitly to help Biden, not to enlist intelligence expertise.
Trump and his appointees incomprehensibly did nothing to reverse the policies Obama initiated, but President Biden’s even stronger executive order of June 2021 expands Obama’s agenda to DEIA -- diversity, equity, inclusion, and accessibility. The diversity offices at each agency now are creators of ideological orthodoxy, and its enforcers. The diversity office of the Office of the Director of National Intelligence publishes a quarterly newsletter called The Dive, which conveys this orthodoxy to the intelligence workforce. For example, its Winter 23/24 issue tells employees to avoid specific words that might offend American Blacks, Africans, and Muslims. It contains an article by a man who explains how being a cross-dresser at work makes him a better intelligence officer. He supports the mandatory transgender awareness training that DNI Avril Haines imposed on all intelligence officers in 2023. And it has a story about a deaf person who had a good deployment abroad, aided by two sign language translators. The receiving element got one intelligence officer for the price of three -- no problem in Biden’s world of DEIA. (Thanks to The Daily Wire for getting this pub declassified and released!)
The Dive’s words are not mere suggestions. Intelligence officers generally are smart people who read between lines for incentives to follow. They know that the diversity offices have become go-to places for people of privileged demographic groups if they feel they have not been treated appropriately -- or as they would like. Like Soviet communist party commissars, CIA diversity officers reportedly relieve managers who misbehave, per DEIA orthodoxy, leading managers now to approve or even reward substandard work, or quit as managers.
Even more damaging may be the impact on analysis. History indicates clearly that biased organizational cultures within intelligence services lead to analytic errors, and intelligence agencies’ leaders in recent years have been candid in acknowledging their ideological agenda and aims to change organizational cultures. We do not yet know what major intelligence failures of the future may be a direct result of the ideological biases of reengineered organizational cultures.
The ideology and interests that directly generated the politicization of intelligence in 2016-2021 by many accounts are much stronger than they were in 2016. Intelligence officers have been quiet in recent years because many of them like Biden’s DEIA policies and others are afraid to express opposition to them. History suggests strongly that activism will resume if Trump again appears to threaten their politics and interests.
Citizens can help fight such activism. Current and former CIA people, especially, with the help of the anti-Trump media, misrepresented their actions and motives and manipulated voters in 2016-2020. In defense, voters should learn about disinformation techniques. Watch for politicization by formers and call out them and the left-leaning media that promote them. Resist believing bogus stories. But remember that while inappropriate partisanship seems certain to reemerge, many fine intelligence officers still quietly maintain traditional norms of apolitical public service. These people deserve our thanks. The intelligence agencies are important. They need reform, not elimination.

The Soros Activist at the Heart of California’s $800 Billion Slave Reparations

In 2021, the Equal Justice Institute celebrated a settlement with the University of California in which the system agreed to stop using SAT and ACT test scores, objective merit-based metrics, in college admissions, until 2025. The racialist lawsuit claimed that test scores violate the California Constitution’s Equal Protection Clause as “indicators” of race.
The “SAT is a barrier to equal opportunity”, Lisa Holder, a counsel with the Equal Opportunity Institute, claimed.
Like a lot of destructive leftist activists, Lisa Holder received a Soros Justice Fellowship from the radical billionaire’s Open Society Foundation. The similarity in the names of the Equal Justice Society and Soros’ Open Society Foundation is more than strictly coincidental as Soros was one of the EJS’ founding donors.
Beyond drawing six figures in compensation from the Equal Justice Society, Lisa Holder has her own law practice that focuses on racial issues and occasionally draws a check for teaching at UCLA.
Holder is also a member of California’s Reparations Task Force which has proposed to bankrupt the state and its taxpayers with as much as $800 billion in racial reparations in a state that was never a slave state. Among the various aging machine politicians (along with Kamala’s minister) who staff the task force, she may be the most important and effective racial campaigner on it.
Lisa Holder had fought to end California’s ban on racial discrimination through affirmative action in a proposition backed by $1 million from George Soros’ Open Society Policy Center, along with former Microsoft CEO Steve Ballmer, the wife of Netflix CEO Reed Hastings and major corporations and nonprofits. Despite all the billionaires and companies in her corner, Californians turned down the proposition to legalize racial discrimination.
What voters wouldn’t go for, California’s extremist one-party legislature did. Holder claims credit for drafting two bills, AB 241 and 242, which mandated indoctrination in racist woke ideologies for doctors, lawyers and judges. Implicit bias training has been linked to all sorts of racist ideas and discriminatory practices associated with critical race theory including ‘white privilege’. It has also been shown to encourage medical professionals to dispense treatment and prioritize triage based on race rather than medical need potentially using racial discrimination to kill people.
AB 242 claimed that “all persons possess implicit biases”, but that “most people have an implicit bias that disfavors African Americans and favors Caucasian Americans” and “other socially stigmatized groups, such as Native Americans, immigrants, women, people with disabilities, Muslims, and members of the LGBTQ community”.
Conveniently, Lisa Holder is also “recognized racial justice scholar and equity consultant”.
The reparations proposal is a whole lot bigger than legalizing racial discrimination through affirmative action or forcing doctors and lawyers to hear about their white privilege.
Racial reparations had also been a longtime Soros cause. In 2021, former Los Angeles Mayor Eric Garcetti, since dispatched as Biden’s ambassador to India after an aide’s sexual misconduct scandal, revealed that the Soros network had offered funding for a racial reparations program in Los Angeles. The billionaire’s extremist network has also funded a variety of reparations activists including Nkechi Taifa, a senior policy analyst in the Soros network, described as a “principal player and catalyst in the reparations movement” and a “founding member of the National Coalition of Blacks for Reparations in America” (N’COBRA)
Taifa is also a commissioner with the National African-American Reparations Commission (NAARC). Another NAARC commissioner, Cheryl Grills, is also a member of the California Reparations Task Force. Jeremiah Wright, the bigoted Obama mentor who cheered 9/11, is an honorary member of NAARC.
While it was a foregone conclusion that the panel would vote themselves millions of dollars, the real controversy within the reparations movement and the dozens of organizations that have sprung up to lobby for free money was whether it would be limited to the descendants of slaves or would be given out to all black people or perhaps all Africans: which might include Elon Musk.
The California task force brought in members from both camps. The National Coalition of Blacks for Reparations in America has vocally argued that all black people should get reparations. NAARC claims support for this position from BLM and other racist hate groups. That is also N’COBRA’s position. However groups like the National Assembly of American Slavery Descendants and the American Descendants of Slavery have forcefully made the argument that only the descendants of slaves should be eligible for a check. This is at least legally tenable.
In January, the split commission voted to limit reparations to descendants of slavery by 5 to 4. That is the position of the more established black community and it was championed by chairwoman Kamilah Moore, but opposed by Lisa Holder and Nkechi Taifa. And the debate is still going on with pro-race activists claiming that tracing genealogy is unworkable and that black immigrants should be eligible for reparations because America is so fundamentally racist.
With a $22.5 billion deficit in the state, the difference between limiting reparations to those who can prove that they descended from slaves and everyone with the right skin tone could be massive. The $800 billion estimate widely discussed is based on the state’s over 2 million black residents. Limiting reparations to the descendants of slaves would produce a smaller, but likely still wildly unworkable number.
Cheryl Grills of NAARC condemned the “preoccupation with a dollar figure”, but the dollar figure remains the best argument for those advocating for limiting reparations to those whose ancestors were enslaved along with their contention that purely race-based reparations would be shut down by the courts. The Soros network’s activists however remain committed to universal reparations and $800 billion in payouts.
While the debate has largely played out within the black community, the intervention of the Soros network on the side of the most destructive and impossible position is typical.
The Soros networks, like all leftists, seek destruction, not healing, and making reparations as universal and as unworkable as possible would stimulate the most outrage and anger.
And that would further divide the races and tear apart not only California, but America.
George Soros has dedicated his life to dividing people of all nations and backgrounds. With California’s racial reparations, the activists he has supported have turned black people against each other.

All This Failure Is Deliberate
Societal chaos is what leftists have been scheming since the French Revolution.

I recently had a reader ask, “Why is Joe Biden still President?” While I’m sure there was some facetiousness in his query, it’s actually worth pondering. The simple answer is, he was elected (ahem) for a four-year term and still has about a year and a half left. So, he is President because our Constitution allows him to be, and he hasn’t died yet. But let’s examine the question a little deeper.
Everything Biden has done has been a disaster. The economy is teetering. The border is non-existent. The banking system and the dollar are crumbling. Our enemies are taking advantage of the weakness they perceive in the White House. Crime is out of control in most of our once-great cities. Traditional morality and decency are in the toilet. Our children are being butchered and groomed for the hedonistic pleasure of a cadre of sexual deviants. Women athletes are losing hard-earned rights because of the “transgender” movement, something that almost no one had heard of five years ago. Government spending is without restraint and, as a result, inflation has soared, and America’s middle class is being squeezed into near oblivion. The education system continues to produce semi-literates who will do—what?—in the future. No patriot wants to join the military anymore. The list of Joe Biden’s cataclysms is endless, but my space in this column isn’t, so I mention only a few of the most egregious catastrophes this man and his ideology have foisted upon the nation. Why is he still President indeed?
Biden is President, but he is far from in control. The Marxist, Leftist global movement, whatever groups are ultimately behind it, are using Biden and the Democratic Party as pawns in the supreme game of human domination. Biden does everything he is told to do. He is nothing but a puppet, a “useful idiot” as I explained recently—totally unable to think for himself. The Far Left, the Marxist Left, manipulates him and his ideological band. Biden doesn’t realize it, but some Democrats do.
But this is why Biden—health permitting—will win the Democratic nomination next year. Why would the Leftist oligarchy want anyone else, since he is doing exactly what they want him to? When he has expanded his usefulness, he will be tossed “into the dustbin of history.” They will have no further need for him, and probably won’t even give him a gold watch.
What is critical to understand is that all the failures of the Biden administration are choreographed. They are deliberate, exactly what Soros, the WEF, the Deep State, i.e., the Marxist Left covet. They WANT failure. We must understand that. Some of them are intelligent enough to know that Leftist policies never succeed because they contradict basic human nature, economic laws, history, science, God, and every other reality. This is the horror we are witnessing in America and around the world today—designed, intended collapse. Those who are engineering this are aware of it and, again, need the failure. As societies crumble and dissipate into total chaos, someone, echoing Hitler, will have to step forth and restore order again. The Left certainly doesn’t intend for Donald Trump or Ron DeSantis to do it. The Marxist Left will be able to assume all power, and the people will gladly give it to them in order to restore some measure of peace and stability to their lives. The masses will obey whatever orders are given to them under the threat of terror, and out of fear of a resurrection of the madness that brought about the totalitarian state in the first place. Most Americans sense something is dreadfully wrong, but don’t know enough history to understand it. That is a supreme tragedy.
This societal chaos and ultimate takeover are what Leftists have been scheming, actually, since the French Revolution. It is the world Utopia, with them in charge, of course. The movement was provided greater emphasis and philosophic buttressing by Marx, and while it failed in the Soviet Union, it’s working in China. And it is about to conquer the United States, especially if Biden (or any Democrat) is given four more years in the White House.
What I’m basically describing is George Orwell’s novel, 1984. Orwell portrayed the end result; what we are witnessing today is the movement that will terminate in a 1984-type society. Again, it is deliberate, planned, and, so far, working almost to perfection. They will win unless our will is stronger than theirs. With Ronna McDaniel and Mitch McConnell in control of the (supposed) opposition party, one is not hopeful. The enemy and its goals must be comprehended in order to be defeated, and the Republican establishment in Washington is utterly clueless.
We bemoan the deterioration and destruction of our country. But do you think Barack Obama and George Soros are sorrowful about the current trends in America? Of course not. It is exactly what they desire and designed. Things are going according to blueprint. Oh, there are a few obstacles (traditional, conservative Americans), but they are mostly old geezers who will die off in the next decade or two. Then who will stand in the gap to defend traditional America? I tremble for our children and grandchildren. With the millions of illegals now in, and soon to enter, the country, there is a ready-made mass of humanity to organize into a revolution. There aren’t enough “crops” for them all to “pick.” What are they going to do? They will soon discover that America, because of Leftist policies, isn’t what they were promised it would be. Most of them can’t speak the language well enough to perform skilled labor. They will live on the streets, or in shantytowns, Venezuelan-retreads; huddled together, miserable, waiting for a Lenin or Mao to lead them. They will be a revolution waiting to be organized, waiting to happen.
Ten years ago, we would never have believed this could happen in America. Too many still don’t believe it. By the time they do, it will be too late.
