Sen. Hawley: Mayorkas’ Testimony About DHS Disinformation Board ‘Completely Contradicted’ by Whistleblower’s Docs

DHS Sec. Alejandro Mayorkas’ previous testimony about his department’s planned Disinformation Government Board are “completely contradicted” by newly-obtained DHS documents, Sen. Josh Hawley (R-MO) told a Senate hearing on Thursday.
“We see that, in fact, this Disinformation Board, from the beginning, was meant to track and go after political speech that this administration did not favor,” Sen. Hawley said, discussing the contents of DHS documents he says he obtained from “a patriotic whistleblower.”
Mayorkas had previously testified that he had no knowledge of any documents relating to the Disinformation Governance Board and that the board would have no actual authority and would not focus on the domestic speech of Americans. The Board has, reportedly, been put on hold to public backlash, but the DHS is continuing its mission.
“As we look through the documents, you see that what the secretary told the committee about the Disinformation Board’s operation is just not true,” Sen. Hawley told the hearing – noting that Sec. Mayorkas had actually signed one of the documents he denied having knowledge of:
“He repeatedly told this committee that the Disinformation Board would be just a working group. Just a working group.
“That’s not what the documents say. There is a charter, a proposed charter – that the secretary himself signed, personally – on February 24, 2022, that described the disinformation board as having the authority to set up guidelines.”
In fact, Hawley said, the charter Mayorkas signed gives the Board substantial authority to “counter” the speech of people who raise questions issues such as COVID and election integrity, Hawley said:
“It has governance authority over how the department will classify what is ‘disinformation,’ over what the response to disinformation should be, over who is doing what in terms of ‘countering’ disinformation – which, remember, includes questions about COVID, or questions about election integrity or questions about masks.
“The idea that this is just a working group is, frankly, completely contradicted by the documents that the whistleblower turned over to us – and that the secretary, himself, signed.”
“For the secretary to sit in that chair and tell me that he is not aware of any documents related to the Disinformation Board – when he has signed charters, when he has personally reviewed memoranda dating back months – is misleading, at best,” Hawley said.
The documents also reveal “a Big Tech-Administration alliance” to track the speech of Americans who use social media, Hawley said:
“There is also information in these documents about attempted coordination, planned coordination, by the Disinformation Board with the Big Tech monopolies.
“There are meeting notes here, proposed plans of action for members of the Disinformation Board, members of the administration, to meet with Big Tech executives to discuss sharing information about disinformation and tracking analytics of American citizens who are using the Big Tech companies’ platforms and engaging in so-called ‘misinformation.’
“This is a Big Tech-Administration alliance to track speech. It’s here in the documents.”
At the end his remarks, Sen. Hawley had the purported DHS documents he obtained read into the record, without objection.

A Republican Study Committee (RSC) budget proposal would create an immigration plan to secure the American border, curb illegal immigration, and reform America’s legal immigration system to boost wages and grow the middle class, Breitbart News has learned exclusively.
The RSC releases an annual budget to showcase its ideas for how a budget should be crafted but also to outline their policy solutions to fix the problems facing the nation. The RSC is the only non-committee congressional group to release a budget proposal every year.
The RSC, led by Rep. Jim Banks (R-IN), has moved to propose the policy solutions that would better the American people and advance an America First agenda.
This section of the RSC budget could serve as a model for a House Republican model should they take back the House during the 2022 midterm elections.
An RSC policy document held that Republicans, if they obtained the House majority, should hold public health bureaucrats such as Anthony Fauci accountable.
In this section, the RSC details how their budget would secure the border, crack down on illegal immigration, and fix the incentives in the legal immigration system to aid American workers.
The RSC explained:
- Immigration policy should protect our national security by protecting the American people from terrorism, cartels, and other threats to their safety.
- Immigration policy should prioritize American workers, help grow our middle class, raise wages, and enhance economic opportunity for all lawful residents.
- Immigration policy should respect the rule of law, along with immigrants that honor our legal immigration processes, rather than incentivize law breaking.
- Immigration policy should aim to assimilate legal immigrants into the American family so they too can take pride in our values, history, and heritage.
Immigration experts hailed the proposal crafted by Banks, Budget and Spending Task Force Chairman Kevin Hern (R-OK), and the rest of the RSC.
RJ Hauman, head of government relations for the immigration group Federation for American Immigration Reform, said in a statement:
The Republican Study Committee’s (RSC) Fiscal Year 2023 budget blueprint correctly recognizes that the border crisis continues to threaten national security, public health, wage levels, employment security, and poses unsustainable strains on government resources. As FAIR has long noted, every immigration policy decision by the federal government must serve the interests of American citizens, families, and workers. The RSC understands this, while the party in power does not. FAIR applauds Chairman Banks, Budget and Spending Task Force Chairman Hern, and the entire RSC membership for their leadership on the immigration issue amid a historic crisis. Republican leaders and the entire conference should take note of what this blueprint contains going into the 118th Congress. They will have a mandate to immediately legislate unflinchingly, and must ensure that our immigration laws protect and serve the interests of the American people as they were meant to do.
In addition, the RSC mentioned that its border proposal has introduced “dozens, if not hundreds, of bills to fix America’s immigration system and to fix the crisis at the southern border.”
The RSC stated that these bills to address America’s border and illegal immigration crises include:
The RSC Budget supports Rep. Clay Higgins’ (R-LA) bill, the Finish the Wall Act, which, among other things, would complete wall construction projects proposed by President Trump. The RSC budget would also implement Rep. Matthew Rosendale’s (R-MT) bill, REMAIN in Mexico Act of 2021 to require the Biden administration to continue to implement President Trump’s Migrant Protection Protocols. This budget would also implement Rep. Mike Johnson’s (R-LA) bill, the Closing Asylum Loopholes Act, which would increase the “credible fear” standard to reduce fraud in the asylum process and preserve the programs for those truly in need. Additionally, the RSC Budget supports hiring more immigration judge teams to handle backlogs and make it easier to secure our borders and ports of entry.
The RSC Budget would prohibit federal funds from going to cities or jurisdictions operating as sanctuaries for illegal immigrants. Guy Reschenthaler’s (R-PA) No Sanctuary for Criminals Act, which would block federal grants from flowing to these jurisdictions. The RSC Budget also supports legislation that would allow victims of illegal alien crime to sue sanctuary jurisdictions for damages. The RSC budget supports Rep. Randy Feenstra’s (R-IA) bill, Sarah’s Law, to ensure that federal authorities can detain, until ICE can process them, any illegal alien that commits a crime that results in the death of another person.
This budget also supports the following common-sense measures to support border security and protect the American homeland:
- Rep. Vicky Hartzler’s (R-MO) bill, Eradicate Crossing of Illegal Tunnels (EXIT), which would expedite the approval process that U.S. Customs & Border Patrol (CBP) agents must undergo to destroy tunnels at the border used for illegal crossings and the transportation of narcotics.
- Rep. Dan Meuser’s (R-PA) Immigration Transparency and Transit Notification Act of 2022, which would require the HHS Secretary to notify Federal, state and local health officials of any jurisdiction before placing an illegal immigrant there.
- Rep. Tom McClintock’s (R-CA) Illegal Immigrant Payoff Prohibition Act, which prohibits settlement payments to illegal aliens in connection with their inadmissibility.
- Rep. Dan Bishop’s (R-NC) Immigration Detainer Enforcement Act, which would give explicit authority to local law enforcement agencies to hold detained illegal immigrants for 48 hours to allow DHS to assume custody.
- This budget supports defunding the United Nation’s International Organization of Migration,
- Rep. Ted Budd’s (R-NC) Stopping Traffickers and Their Accomplices Act, which would require abortion providers to report suspected human trafficking to the National Human Trafficking Hotline.
The budget would also slash the Emergency Refugee and Migration Assistance Fund, which the conservative group believes operates as a “slush fund for liberal bureaucrats to subsidize Biden’s open borders agenda.”
Roy Beck, the president of NUMBERS USA Education & Research Foundation, said in a statement:
The RSC Budget contains a sweeping but practical blueprint for immigration policies that would provide a fairer playing field for American wage-earners and would begin to narrow current economic disparities that are destabilizing our society. The greatest beneficiaries would be Americans of all races and ethnicities in the economic underclass. The many specific line items truly justify the authors’ claim to “prioritize American workers, help grow our middle class, raise wages, and enhance economic opportunity for all lawful residents.” Adoption of the budget proposals would create conditions that should result in bringing back into the job market millions of Americans who have abandoned it, or been abandoned by it. And they would remove barriers to the aspirations of American students in many careers. Most of the provisions are not speculative in that they either have been proven effective in the past or have been recommended by a succession of federal commissions over the last half-century. They would greatly reduce the illegal foreign worker competition by eliminating the major incentives for foreign citizens to enter the country illegally or to overstay their visas. And the budget provisions, if implemented by a President, would end the chaos at our borders. If adopted in full, the immigration budget items would be one of the greatest steps ever taken by Congress for a more equitable and harmonious society.
The RSC proposal also put forward numerous reforms to the legal immigration system to improve Americans’ lives, including:
- Ending the diversity lottery visa program
- Limiting chain migration to the spouses and children of U.S. citizens and legal permanent residents
- Support the intent of the 14th Amendment to only confer citizenship, at birth, to someone born of at least one U.S. citizen
- Add bonding requirements to certain visas with high overstay rates to mitigate visa overstays
- Require employers to use E-Verify to ensure that potential employees are legally eligible to work in the United States
Additionally, the budget would ban business deductions for wages paid to illegal immigrants. “Wages illegitimately paid to support illegal immigration should not qualify as a legitimate business expense,” it charged.
The proposal would also implement reforms to the H-1B Visa program to end “corrupt practices.” It would specifically implement Banks’ American Tech Workforce Act to ensure that businesses cannot undercut American wages by higher foreign H-1B workers at a lower wage:
The bill would also replace the current lottery system used in the program, which outsourcing firms abuse by flooding the system with applications to make it more likely they receive H-1B slots. Instead, the bill would award H-1B visas to companies willing to pay the highest wages for their workers. Finally, the bill would limit the ability of Big Tech firms to contract with third-party companies to fill positions with H-1B workers for jobs that are eventually outsourced.
The RSC proposal is especially powerful considering that a coalition of multinational corporations and the United States Chamber of Commerce have continued to lobby Biden to loosen the rules for foreign H-1B visa workers to pack the labor market with more foreign workers.
“There are about 650,000 H-1B visa foreign workers in the U.S. at any given moment. Americans are often laid off in the process and forced to train their foreign replacements,” Breitbart News’s John Binder noted.
Goldman Sachs has also moved to cut roughly $100 billion from Americans’ wages by importing 2.5 million extra foreign workers.
The H-1B program has often been abused to the detriment of white-collar Americans.
The RSC budget also said the United States should deny admission and permanent residence status to any individual likely to abuse the American welfare system.
Many leading conservatives helped craft the RSC budget proposal, including Rep. Kevin Hern (R-OK), who is the RSC Budget and Spending Task Force chair and is also running to replace Banks for RSC chairman. Other task force members include:

We also believe it is morally reprehensible for liberal elites in the Biden Administration to use the hard-earned dollars of the American people to enact an open borders agenda,” the RSC budget explained.

More than 7-in-10 households headed by immigrants in the state of California are on taxpayer-funded welfare, a new study reveals.
The latest Census Bureau data analyzed by the Center for Immigration Studies (CIS) finds that about 72 percent of households headed by noncitizens and immigrants use one or more forms of taxpayer-funded welfare programs in California — the number one immigrant-receiving state in the U.S.
Meanwhile, only about 35 percent of households headed by native-born Americans use welfare in California.
All four states with the largest foreign-born populations, including California, have extremely high use of welfare by immigrant households. In Texas, for example, nearly 70 percent of households headed by immigrants use taxpayer-funded welfare. Meanwhile, only about 35 percent of native-born households in Texas are on welfare.
In New York and Florida, a majority of households headed by immigrants and noncitizens are on welfare. Overall, about 63 percent of immigrant households use welfare while only 35 percent of native-born households use welfare.
President Trump’s administration is looking to soon implement a policy that protects American taxpayers’ dollars from funding the mass importation of welfare-dependent foreign nationals by enforcing a “public charge” rule whereby legal immigrants would be less likely to secure a permanent residency in the U.S. if they have used any forms of welfare in the past, including using Obamacare, food stamps, and public housing.
The immigration controls would be a boon for American taxpayers in the form of an annual $57.4 billion tax cut — the amount taxpayers spend every year on paying for the welfare, crime, and schooling costs of the country’s mass importation of 1.5 million new, mostly low-skilled legal immigrants.
As Breitbart News reported, the majority of the more than 1.5 million foreign nationals entering the country every year use about 57 percent more food stamps than the average native-born American household. Overall, immigrant households consume 33 percent more cash welfare than American citizen households and 44 percent more in Medicaid dollars. This straining of public services by a booming 44 million foreign-born population translates to the average immigrant household costing American taxpayers $6,234 in federal welfare.

Study: Amnesty Will Cost ‘Hundreds of Billions’
President Joe Biden’s amnesty plan will spike Social Security spending by “hundreds of billions” over the next few decades, according to a forecast by the Center for Immigration Studies (CIS).
The February 22 report, titled “Amnesty Would Cost the Social Security and Medicare Trust Funds Hundreds of Billions of Dollars,” says:
The new taxes paid by the average amnesty recipient amount to only half of the $94,500 noted above. The net effect of amnesty is therefore $140,330 [in Social Security benefits] minus $47,250 [in paid taxes], which is about $93,000 per recipient. In any large-scale amnesty, in which millions of illegal immigrants gain legal status, it is easy to see how the net cost could reach into the hundreds of billions of dollars.
The predicted $93,000 per person cost would be a financial burden for taxpayers — but would be a giveaway to business groups because the Social Security payments will be converted into purchases of consumer products, healthcare services, medical drugs, apartments, and food.
At least 11 million people — perhaps 20 million — are living illegally in the United States. The number rises as people overstay their visas, evade deportation orders, or sneak over the border — but it also falls as some migrants get deported, leave, or find ways to get green cards via the rolling “Adjustment of Status” process.
But taxpayers’ expenses are also economic gains for business groups and investors. In January 2020, a coalition of business groups sued deputies for President Donald Trump after he reduced the inflow of poor migrants into the U.S. consumer market, saying:
Because [green-card applicants] will receive fewer public benefits under the Rule, they will cut back their consumption of goods and services, depressing demand throughout the economy …
The New American Economy Research Fund calculates that, on top of the $48 billion in income that is earned by individuals who will be affected by the Rule—and that will likely be removed from the U.S. economy—the Rule will cause an indirect economic loss of more than $33.9 billion … Indeed, the Fiscal Policy Institute has estimated that the decrease in SNAP and Medicaid enrollment under the Rule could, by itself, lead to economic ripple effects of anywhere between $14.5 and $33.8 billion, with between approximately 100,000 and 230,000 jobs lost … Health centers alone would be forced to drop as many as 6,100 full-time medical staff.
CIS promised a more detailed report:
This is just a rough estimate. We are currently working on a detailed model that will provide more precise costs for both Social Security and Medicare. Again, however, any reasonable calculation will produce a large cost, simply because amnesty will convert so many outside contributors into actual beneficiaries.
For years, a wide variety of pollsters have shown deep and broad opposition to labor migration and to the inflow of temporary contract workers into jobs sought by young U.S. graduates.
The multiracial, cross-sex, non-racist, class-based, intra-Democratic, and solidarity-themed opposition to labor migration coexists with generally favorable personal feelings toward legal immigrants and toward immigration in theory — despite the media magnification of many skewed polls and articles that still push the 1950’s corporate “Nation of Immigrants” claim.
The deep public opposition is built on the widespread recognition that migration moves money from employees to employers, from families to investors, from young to old, from children to their parents, from homebuyers to real estate investors, and from the central states to the coastal states.
However, Biden’s officials have been broadcasting their desire to change border policies to help extract more migrants from Central America for the U.S. economy. On February 19, for example, deputies of DHS Secretary Alejandro Mayorkas posted a tweet offering support to migrants illegally working in the United States and to migrants who may wish to live in the United States.

Biden’s HHS Nominee Does Not Rule Out Taxpayer-Funded Healthcare for Illegal Aliens
President Joe Biden’s nominee to lead the Department of Health and Human Services (HHS), California Attorney General Xavier Becerra, dodged a question on whether he would push to provide American taxpayer-funded healthcare benefits to illegal aliens.
This week, during a hearing before the Senate Finance Committee, Becerra was asked by Senator Steve Daines (R-MT) about his previous support for decriminalizing illegal immigration and providing illegal aliens with taxpayer-funded healthcare benefits.
Becerra, though, dodged the question by saying he would follow the parameters of the Affordable Care Act, commonly known as Obamacare, which he said allows “very rare” cases of illegal aliens to receive benefits.
The exchange went as follows:
DAINES: You’re on record for pushing for allowing illegal immigrants to receive taxpayer-funded healthcare and for decriminalizing illegal entry into the United States. This coupled with President Biden’s radical plan for granting citizenship to those who are here illegally would potentially lead to hundreds of thousands, if not potentially millions, more people flooding into our country. [Emphasis added]
As you know, in 2016, California passed a law requiring covered Californians to apply for … waivers to allow illegal immigrants to purchase health insurance in the marketplace. This waiver was withdrawn after President Trump’s election. [Emphasis added]
My question is this: Will you attempt to use the waiver authority contained in the Affordable Care Act to grant healthcare benefits to illegal immigrants? [Emphasis added]
BECERRA: Senator, I can tell you that where the law, as it stands now as I see it, it does not allow those who are unauthorized in this country to receive taxpayer-paid benefits except in very rare circumstances and it will be my job to make sure that we are following and enforcing the law. And I can commit to you that that is what we will do. [Emphasis added]
In a letter to Biden, 11 Senate Republicans and 64 House Republicans asked the president to withdraw Becerra’s nomination to be HHS Secretary, citing his support for taxpayer-funded healthcare benefits for illegal aliens, among other issues.
“Mr. Becerra seeks to decriminalize illegal immigration, which would extend expensive government benefits like Medicaid to anyone who illegally crosses our borders,” the letter states.
A Politico report this week suggested Becerra is eyeing plans to provide illegal aliens with taxpayer-funded healthcare benefits should he lead HHS.
“He’s one of those individuals that had exceedingly deep convictions about the need to cover the undocumented individuals in all of our communities,” former Rep. Charles Gonzalez (D-TX) told Politico of Becerra.
Should Becerra become HHS Secretary, he could let illegal aliens onto Obamacare exchanges while pressuring states to pursue similar policies to those in California. Likewise, Becerra could open Obamacare exchanges to particular subgroups of illegal aliens, like those enrolled in the Deferred Action for Childhood Arrivals (DACA) program.
As Breitbart News reported, forcing taxpayers to provide healthcare to all illegal aliens would cost citizens anywhere between $23 billion to $66 billion every single year — potentially a $660 billion bill for taxpayers every decade, without adjusting for inflation and the increasing number of illegal aliens.
Cost is only the first issue facing taxpayers. Medical experts have admitted providing healthcare to illegal aliens would ensure a never-ending flood of illegal aliens arriving at the southern border with “serious health problems” and local hospitals would have to cover the costs.
