More than 7-in-10 households headed by immigrants in the state of California are on taxpayer-funded welfare, a new study reveals.

The latest Census Bureau data analyzed by the Center for Immigration Studies (CIS) finds that about 72 percent of households headed by noncitizens and immigrants use one or more forms of taxpayer-funded welfare programs in California — the number one immigrant-receiving state in the U.S.

Meanwhile, only about 35 percent of households headed by native-born Americans use welfare in California.

All four states with the largest foreign-born populations, including California, have extremely high use of welfare by immigrant households. In Texas, for example, nearly 70 percent of households headed by immigrants use taxpayer-funded welfare. Meanwhile, only about 35 percent of native-born households in Texas are on welfare.

In New York and Florida, a majority of households headed by immigrants and noncitizens are on welfare. Overall, about 63 percent of immigrant households use welfare while only 35 percent of native-born households use welfare.

President Trump’s administration is looking to soon implement a policy that protects American taxpayers’ dollars from funding the mass importation of welfare-dependent foreign nationals by enforcing a “public charge” rule whereby legal immigrants would be less likely to secure a permanent residency in the U.S. if they have used any forms of welfare in the past, including using Obamacare, food stamps, and public housing.

The immigration controls would be a boon for American taxpayers in the form of an annual $57.4 billion tax cut — the amount taxpayers spend every year on paying for the welfare, crime, and schooling costs of the country’s mass importation of 1.5 million new, mostly low-skilled legal immigrants.

As Breitbart News reported, the majority of the more than 1.5 million foreign nationals entering the country every year use about 57 percent more food stamps than the average native-born American household. Overall, immigrant households consume 33 percent more cash welfare than American citizen households and 44 percent more in Medicaid dollars. This straining of public services by a booming 44 million foreign-born population translates to the average immigrant household costing American taxpayers $6,234 in federal welfare.

A group of mostly west coast Republicans is negotiating with Democrats on a plan to give amnesty to potentially millions of illegal aliens who work on United States farms.

report from National Public Radio (NPR) details how Sen. Mike Crapo (R-ID) is working with Sen. Michael Bennett (D-CO) on finalizing another version of the Farm Workforce Modernization Act to provide green cards, and eventually naturalized American citizenship, to as many as 2.1 million illegal aliens working on U.S. farms.

The American Farm Bureau Federation, the largest lobbying group for Big Agriculture, is deeply involved in the intricacies of the farmworker amnesty, which would also allow more United States farms to outsource agricultural jobs to foreign H-2A visa workers.

For over a year now, the top Senate negotiators on the bill – Democrat Michael Bennet of Colorado and Republican Mike Crapo of Idaho – have struggled to nail down a compromise for a handful of provisions. They’ve made progress, but the biggest hurdle is the lawsuit provision. It proposes to expand employee protections known as the Migrant and Seasonal Agriculture Workers Protections Act. As of last week, Senate negotiators have reached tentative deals on a few provisions that had been holding them up – proposals that they say would help save employers money amid rising costs. For example, they agreed to freeze H-2A wages at current levels for the next year, and they are nearing a deal that would allow year-around employers to hire more workers than what the House proposed. Crapo is not willing to put his name on a bill unless there is buy-in from a significant number of Republicans and unlocking support, or at least neutrality, from the Southeast is crucial, according to sources familiar with negotiations. [Emphasis added]

Reps. Mike Simpson (R-ID), Dan Newhouse (R-WA), and Doug LaMalfa (R-CA) have been lobbying fellow House Republicans on backing the farmworker amnesty and H-2A visa expansion.

House Minority Leader Kevin McCarthy (R-CA), though, has repeatedly said that he will not bring any amnesty plan to the House floor if Republicans take back the chamber following this year’s midterm elections.

Last year, as Breitbart News reported, 30 House Republicans helped Democrats pass the farmworker amnesty which ultimately stalled in the Senate. Rep. Elise Stefanik (R-NY), the House GOP Conference Chair, was one of those 30 Republicans.

The U.S. Chamber of Commerce is one of the biggest backers of the farmworker amnesty and H-2A visa expansion.

These negotiations come after the Department of Justice released a 54-count indictment last year against 24 individuals, many of them illegal aliens, for operating a “modern-day slavery” scheme that utilized the H-2A visa program to traffic foreign workers into U.S. farm jobs — allegedly raping, kidnapping, and threatening them in the process.

This year a Florida-based company was accused of operating a Missouri farm that imported foreign H-2A visa workers to cut labor costs, denying them pay, and housing them in an old jail. In 2021, a handful of black Americans filed suit against United States farms along the Mississippi Delta for allegedly replacing them with imported H-2A visa workers from South Africa.

California Makes History: First State in U.S. Giving Food Stamps to Illegal Aliens

The sanctuary state of California will make history by becoming the first state in the nation to give food stamps to illegal aliens.

This week, Gov. Gavin Newsom (D) announced a budget deal with Democrat state legislators that includes providing food stamps, paid for by California’s taxpayers, to illegal aliens 55 and older — the first initiative of its kind in the United States.

An executive with the group Nourish California told the Fresno Bee that the policy is historic for the state, saying, “California is once again making history by removing xenophobic exclusions to our state’s safety net.”

Expansion of the state’s CalFresh food stamps program will cost California’s taxpayers more than $35 million and about 75,000 illegal aliens are expected to enroll every year.

The move comes as Newsom’s budget deal will also ensure that California is the first state in the nation to provide taxpayer-funded health insurance to all of its 3.3 million illegal aliens.

Offering taxpayer-funded health insurance to its entire illegal alien population, the largest in the nation, is expected to cost California’s taxpayers about $2.4 billion annually. The plan is scheduled to begin in 2024.

President Trump revealed on Tuesday that his executive order pausing most legal immigration in the midst of the Chinese coronavirus crisis will not keep farmers from fast-tracking foreign workers into the country.

During his daily press briefing, Trump said the upcoming executive order to pause immigration to the U.S. will exempt foreign workers arriving through the H-2A visa program that delivers an endless flow of cheap labor to farmers.

“The farmers will not be affected,” Trump said.

Trump said his administration is actually making the process easier for farmers to more quickly get H-2A foreign visa workers into the U.S. — referring to the State and Agriculture Departments’ orders to waive visa requirements and allow visa-holders to stay in the country for more than three years.

“No, the farmers will not be affected by this at all,” Trump said. “If anything, we’re going to make it easier, and we’re doing a process for those workers to come in to go to the farm where they’ve been for a long time.”

Trump said a pause on immigration is necessary, though, to make sure at least 22 million unemployed Americans are not forced to compete against cheaper, foreign workers for U.S. jobs.

“I want our citizens to get jobs. I don’t want them to have competition,” Trump said. “I want the American worker and our American citizens to be able to get jobs. I don’t want them to compete right now.”

The H-2A program allows American farms to import a limitless number of foreign workers and pay them below-average U.S. wages. American farms do not wholly rely on H-2A foreign visa workers to fill agricultural jobs, as the foreign workers make up only about ten percent of the total U.S. crop farm workforce. Last year, U.S. farmers hired roughly 250,000 H-2A foreign visa workers.

In 2017, H-2A foreign visa workers picking crops were paid about two percent less than their American counterparts. Likewise, foreign visa workers operating agricultural equipment were paid 23 percent less than the national average U.S. wage. The largest wage discrepancy comes with H-2A foreign visa workers who take jobs as first-line supervisors for farming and fishing. They are paid about 95 percent less than their American counterparts.
