Democrat Dean Phillips: Biden Impeachment Inquiry ‘Perhaps Makes Him Unelectable’
The impeachment inquiry into President Joe Biden “perhaps makes him unelectable,” said Democrat Rep. Dean Phillips (D-MN), who is running against the president for the Democrat 2024 presidential nomination.
Phillips’ willingness to target Biden over the impeachment inquiry demonstrates a political vulnerability for the president, as he looks to faceoff again against former President Donald Trump as the likely GOP nominee.
“I don’t see the evidence of it, but yes, when your own son and your own brother are clearly, at the very least unethical and at worst, doing illegal things — my goodness, of course the country pays attention to it,” Phillips told Semafor.
Phillips also questioned whether impeachment proceedings would coalesce Democrats around Biden as Republicans mostly united behind Trump during his two impeachment proceedings.
“People do believe that it perhaps makes him unelectable — somehow, it conflates him with the Trump family’s indiscretions,” Phillips said.
The House is set to vote to formalize an impeachment inquiry on Wednesday, enabling investigators to enforce subpoenas and giving them the power to gather additional evidence, House Speaker Mike Johnson (R-LA) said Tuesday.
The full House vote will be a test for House Republicans, who hold a slight majority over House Democrats. The measure will need nearly all Republican support.
- Rep. Kevin McCarthy (R-CA) opened an “impeachment inquiry” on September 12, but lawmakers did not vote to approve the measure.
- If the impeachment inquiry receives majority support on the House floor, the inquiry will be formally adopted, a status that Johnson says will help the House’s inquiry obtain information blocked by the White House.
“The American people have a right to know whether the president − through his family − traded official acts for foreign dollars, whether the president is compromised and whether Joe Biden abused his power as president to impede or obstruct the investigation into Hunter Biden,” Johnson wrote in a Tuesday USA Today op-ed. “As we have done all along, House Republicans will continue to follow the facts where they lead.”
House investigators opened a probe into the Biden family in November 2022. They revealed Joe Biden received money from James and Hunter Biden. They also showed that nine additional Biden family members received payments from the family’s foreign business ventures, including two of Joe Biden’s grandchildren.

Hunter Biden: Father ‘Not Financially’ Involved in Foreign Business Deals
President Joe Biden is “not financially” involved in the multitude of the Biden family’s business deals, Hunter Biden told reporters on Wednesday behind the Capitol Building, refusing to sit for a subpoenaed interview with impeachment inquiry investigators at 9:30 a.m.
The claim Joe Biden was “not financially” involved contradicts House Speaker Mike Johnson’s (R-LA) list of evidence that argues the president was financially involved in the family business:
- Joe Biden received “direct monthly payments” from Hunter Biden’s “Owasco PC” business account, which received “payments from Chinese-state linked companies and other foreign nationals and companies.”
- An FBI FD-1023 form alleges Joe Biden accepted a $5 million bribe while vice president.
Johnson also listed instances of Joe Biden’s involvement in the business outside of financial affiliation:
- Joe Biden spoke with Hunter Biden’s business associates at least 22 times.
- Joe Biden lied about his involvement in the business.
- Investigators flagged the Justice Department’s “deviations” in the five-year investigation into Hunter Biden.
“My father was not financially involved in my business, not as a practicing lawyer, not as a board member of Burisma, not my partnership with a Chinese private businessman, not my investments at home or abroad, and certainly not as an artist,” Hunter Biden claimed.
“I’m here today to answer at a public hearing any legitimate questions Chairman Comer and the House Oversight Committee may have for me,” he said. “I’m here today to make sure that the House committee’s illegitimate investigations of my family did not proceed on distortions, manipulated evidence, and lies.”
Upon refusing to sit for a closed-door interview, House Oversight Committee Chair James Comer (R-KY) and Judiciary Committee Chair Jim Jordan (R-OH) said they would hold Hunter Biden in contempt of Congress. The punishment is up to a $100,000 fine and imprisonment if prosecuted and convicted for contempt of Congress.
“We’re disappointed that [Hunter Biden] didn’t show up,” Jordan told reporters after Hunter spoke. “We’ll also…look at contempt proceedings as we move forward!” When asked why the House GOP will not only hold a public hearing with Hunter Biden, Jordan said, “Because there’s a way you do investigations and a way you don’t.”

Contempt of Congress Proceedings Initiated Against Hunter Biden, Potential Imprisonment and Fine
House Oversight Committee Chair James Comer (R-KY) and Judiciary Committee Chair Jim Jordan (R-OH) initiated contempt of Congress proceedings against Hunter Biden after the president’s son failed to appear for a subpoenaed closed-door deposition Wednesday.
If prosecuted and convicted for contempt of Congress, Hunter Biden’s punishment could be up to a $100,000 fine and imprisonment.
- A deposition is a standard procedure used by congressional investigators. Democrats used depositions in their investigations regularly, including the Adam Schiff (D-CA) impeachment inquiry and the partisan January 6 Committee.
- House Oversight Committee Ranking Member Jamie Raskin (D-MD) emphasized the importance of standard, closed-door depositions.
“We will not provide special treatment because his last name is Biden,” Comer and Jordan wrote. “As our committees were today prepared to depose Hunter Biden, he chose to make a public statement on Capitol Hill instead where he said his father, Joe Biden was not financially involved in his family’s business dealings.”
“Exactly how was Joe Biden involved?” they questioned. “Evidence shows Joe Biden met with Hunter’s business associates and his name was at the center of the family business strategy.”
“Today, the House will vote on an impeachment inquiry resolution to strengthen our legal case in the courts as we face obstruction from the White House and witnesses,” the Republicans wrote. Today’s obstruction by Hunter Biden reinforces the need for a formal vote.”
