California unemployment fund 'insolvent' due to $55B fraud, businesses to pay
(The Center Square) - California’s unemployment insurance fund is “structurally insolvent” due to $55 billion in fraud and overpayment during COVID-19 crisis, leading to a growing $21 billion unemployment benefits loan from the federal government the state is unable to pay down.
While the state seeks loan forgiveness from the Acting United States Secretary of Labor, who was California’s Secretary of Labor during the COVID-19 era and oversaw the state’s fraudulent payments — including nearly $1 billion to felons in prison filling out fraudulent paperwork — California Democrats have proposed quintupling unemployment insurance taxes and nearly doubling unemployment benefits.
In 2020 California borrowed $17.8 billion to continue payments from its unemployment insurance fund, a number that is projected to reach $20.8 billion by the end of 2024 due to insufficient payments. With unemployment projected to grow from 804,000 Californians in 2022 to 930,000 Californians by 2025, benefits payments are projected to grow — barring any legislative changes from $5 billion in 2022 to $6.8 billion by 2025. While California’s unemployment insurance fund already faced poor solvency before the COVID-19 crisis, $55 billion in fraud and overpayments have led the state’s non-partisan Legislative Analyst’s Office to declare the program “structurally insolvent.”
“The administration’s UI Trust Fund forecast shows that UI benefit payments exceeded state payroll tax contributions by $1.3 billion in 2023,” wrote the LAO in January. “The administration anticipates this imbalance will increase to about $1.6 billion annually in 2024 and 2025. Historically, benefit payments have only exceeded contributions during major economic downturns – most recently, during the pandemic and Great Recession.”
If a state’s unemployment insurance fund owes money to the federal government for two consecutive years, federal law automatically imposes an escalating tax increase on employers to pay back the loan. This tax increase amounts to $21 per worker per year, meaning that in the fifth year of tax increases, the tax will have increased $105 over the baseline level.
This $21 increase per worker per year amounts to an additional $400 million per year in increased revenue. However, these growing payments still are not enough to reduce the principal owed to the federal government due to the fund’s inability to fund existing claims, let alone pay back debt. This leaves the state with two options: debt forgiveness from the federal government, and/or increasing unemployment taxes in excess of the automatic federal increases.
Acting U.S. Secretary of Labor Julie Su’s office announced at the end of 2023 the potential waiving of state repayment to the federal government for ineligible benefits, with the California state auditor noting the state submitted a letter in February 2024 requesting federal approval from Su — who administered California’s $55 billion paid in ineligible benefits — for debt forgiveness.
Should federal forgiveness not go through, the state is considering quintupling unemployment taxes from 0.1% to 0.5%, and nearly doubling weekly maximum benefits from $450 to $700, which would require a ⅔ vote in each chamber of the legislature to pass. However, the author of SB 1434, State Sen. Maria Durazo, D-Los Angeles, just canceled the bill’s first hearing, perhaps due to the pending decision letter from the U.S. Department of Labor.
Durazo’s office did not respond to media inquiries by the time of publication.

San Diego to Receive Additional $39 Million for Illegal Immigrants
Migrant activists in San Diego, California, are celebrating the additional $39 million in federal funding for illegal border crossers, but others feel the money is being misspent.
Almost $20 million of the funding is from the Department of Homeland Security. It is targeted to support migrants as they wait for the outcome of their immigration proceedings court cases after federal officials dropped them off in the county, KGTV reported on April 12.
Rep. Juan Vargas (D-CA) celebrated the funding, saying, “This funding will help make sure they have the resources they need to continue their important work to provide migrant communities with food, shelter, and other critical services.”
County Board of Supervisors Chairwoman Nora Vargas also highlighted the funding and insisted that the cash would be used to create a more sustainable migrant transition center.
The city’s last migrant welcome center closed down on February 22 when it ran out of money, leaving all newcomers to be disgorged from Border Patrol buses onto the streets, left to their own devices.
But the buses operated by Biden’s Border Patrol kept coming.
Just since December, Border Patrol has dropped 42,000 illegals in San Diego County, overwhelming the city and local non-governmental organizations.
Not every county official was excited that Biden opened up the funding spigot.
District Five Supervisor Jim Desmond blasted the plans, saying the money was being misspent.
“I’d rather see that money have gone towards securing the border and making sure the border patrol stops people or we only allow enough people in that we can manage,” Desmond insisted.
Desmond has been speaking out for months.
In September, for instance, he said the American immigration system “has failed” as Biden’s border crisis continues.
“We’re not the immigration department. We don’t have these types of resources available,” he said of San Diego’s part in the crisis. “The best cure would be, when we’re at capacity, stop letting people in for a while. We need a better system. Our immigration system has failed. It is broken. This is not the way to run an immigration system.”
In February, Desmond blasted the Biden administration for the continued crisis.
“The federal government must manage the mess they’ve created,” Desmond said. “We need the border to be secure and the laws to be upheld, including asylum cases to be heard on a case-by-case basis, not just mass released. But, in the meantime, if the federal government allows this to take place, they must fund the chaos they’ve created.”
The San Diego Sector reported the second-largest number of migrant apprehensions in March. With just over 33,000 apprehensions, the number is up from approximately 31,560 apprehensions in February. The February apprehensions were up by more than 85 percent from one year earlier.

Tax Day: Illegal Immigration Costs American Taxpayers over $150 Billion
As Tax Day passes on Monday, the cost of illegal immigration to American taxpayers has hit an unprecedented level on President Joe Biden’s watch.
The latest estimates, published by the Federation for American Immigration Reform (FAIR) last March, show that millions of illegal aliens residing across the United States cost taxpayers more than $150 billion annually.
The FAIR report stated:
At the federal, state, and local levels, taxpayers shell out approximately $182 billion to cover the costs incurred from the presence of more than 15.5 million illegal aliens, and about 5.4 million citizen children of illegal aliens. That amounts to a cost burden of approximately $8,776 per illegal alien/citizen child. The burden of illegal immigration on U.S. taxpayers is both staggering and crippling, with the gross cost per taxpayer at $1,156 every year. [Emphasis added]
Illegal aliens only contribute roughly $32 billion in taxes at the state, local, and federal levels. This means that the net fiscal cost of illegal immigration to taxpayers totals approximately $150.7 billion. [Emphasis added]
In state and federal welfare costs, alone, illegal aliens cost taxpayers nearly $14 billion every year. Meanwhile, annual state and federal medical costs for illegal aliens total a whopping $42 billion.
Despite the cost burn of illegal immigration on taxpayers, special interest groups are currently lobbying Washington, DC, lawmakers to expand the Additional Child Tax Credit (ACTC) with a loophole for illegal aliens to secure the tax credit.
“Currently, the law does not require either the parents or dependent children to be citizens or otherwise have lawful status (such as legal permanent residence) in order to claim the ACTC,” FAIR reported:
It only requires that the dependent children have social security numbers. That means illegal alien parents can file tax returns using an Individual Taxpayer Identification Number and claim the credit for qualifying children. [Emphasis added]
Researchers with the Center for Immigration Studies said that under Biden, the nation’s illegal alien population has grown by nearly four million from late January 2021 through February of this year — making up about half of the nation’s foreign-born population growth.
Today, the foreign-born population has reached an unprecedented 51.4 million. For comparison, the foreign-born population in the U.S. just 34 years ago stood at fewer than 20 million.

Harris Gave Plea Deal to Illegal Alien Months Before He Killed Drew Rosenberg

In the first week of November
2010, then-San Francisco District Attorney Kamala Harris won her statewide race
to become California’s Attorney General. Two weeks later, Angel Dad Don
Rosenberg lost his son Drew, 25-years-old, at the hands of an illegal alien.
On November 16, 2010,
second-year law student Drew Rosenberg was killed in San Francisco by Roberto
Galo, an illegal alien from Honduras who had been granted Temporary Protected
Status (TPS) to stay in the United States.
Galo hit Drew, who was
riding his bike, and ran him over twice before attempting to flee the scene of
the crash. Galo stopped his car on Drew’s abdomen, prompting a group of
bystanders to help lift the car off of him.

A year before Drew’s
death, then-San Francisco Mayor Gavin Newsom (D) implemented a policy that
allowed unlicensed drivers about 20 minutes to find a licensed driver to drive
their car so that it would not be impounded by the city.
The policy ensured
illegal aliens, driving without licenses, could be pulled over, cited, and
fined without having to deal with having their car impounded. As District
Attorney, Harris seemed to follow the Newsom policy, Rosenberg said.
“It was a decision by
the city of San Francisco that if you’re here illegally, you don’t have to
follow the law,” Rosenberg told Breitbart News. “And as district attorney, it
was Kamala’s job to say, ‘You can’t do that — you can’t tell people that they can
drive without a license.'”
Months before Drew was
killed, in June 2010, Galo was pulled over by San Francisco police officers for
driving the wrong way down a one-way street. Galo was arrested and charged with
driving without a license and driving without insurance.
Harris’s office offered
Galo a plea deal that would allow him to escape the more serious charges of
driving without a license and driving without insurance by pleading guilty to
driving the wrong way. Rosenberg said Galo had taken a driver’s test on three
occasions and failed each time.
In a 2013 post, detailing his son’s
case in great length, Rosenberg wrote:
The inspector told us
it was a slam dunk felony vehicular homicide. There were no skid marks from
Galo’s car as he never attempted to stop. He also told us that Galo had
been caught driving without a license, driving the wrong way on a one way
street and driving without insurance in June 2010. The case would now be in
the hands of the San Francisco District Attorney’s Office. [Emphasis added]

On July 27, 2010 Galo
appeared in traffic court for his June 14 charges. The DA’s office had
cut him a deal: Plead guilty to driving the wrong way on a one way street and
the charges for driving without a license and driving without insurance would
be dropped. At this point Galo had already been driving again for 45
days. Of course he took the deal. The DA’s office
refuses to tell us if he ever paid the ticket for the wrong way violation.
Rosenberg said he
eventually discovered — after a year of asking the district attorney’s office —
that Galo paid the $220 ticket.
Through his own
findings in the case, Rosenberg learned that Galo was able to almost
immediately begin driving in San Francisco again after his car was impounded
for the June 2010 arrest and charges.
The very next day, Galo
apparently signed the car title over to Digna Guzman, who quickly got herself
and Galo insured on the car. That same day, Guzman was able to get the car from
impound and Galo began driving, Rosenberg said.
In a letter to Harris
dated February 21, 2011, who was now attorney general, Rosenberg pressed her
office about why Galo had been offered such a plea deal and was allowed to get
his car from impound so quickly against state law.
Rosenberg wrote to
Harris:
I am not writing you as
the Attorney General. I am writing to you because you were the District
Attorney of San Francisco when Roberto Galo was first arrested in June. You
were the District Attorney when this tragedy occurred. You were the District
Attorney when the preliminary hearing fiasco occurred. The staff of the
District Attorney’s office was under your control and responsibility. And
what I have recently learned is that when Roberto Galo was caught
driving without a license, without insurance and driving the wrong way down a
one way street, your DA’s Office offered and Galo accepted a plea on the lesser
charge of driving the wrong way down a one way street . Your
DA’s Office dropped the charge of driving without a license and without
insurance charges. Why would your DA’s Office do that? Could there
have been an easier conviction? My son is dead because the DA’s did not
(and continues to believe) that driving without a license is a big deal.
[Emphasis added]

Although no one will
confirm, it certainly appears that the policy of the San Francisco
District Attorney’s office is not to prosecute unlicensed drivers unless
they are in a fatal collision. Since you were the District Attorney, I
have to believe that this was your policy and your department
implemented it. [Emphasis added]
Galo was convicted of
voluntary manslaughter. He spent 43 days in jail for
killing Drew.
The Rosenberg case is
not the first time Harris has been involved in such a matter. As Breitbart
News reported, Harris failed to
prosecute illegal alien MS-13 Gang member Edwin Ramos in a traffic violation
months before he went on to murder 48-year-old Tony Bologna and two of his
sons — 20-year-old Michael and 16-year-old Matthew.
Angel Mom Danielle
Bologna publicly pleaded with Harris to seek the death penalty against
Ramos. Harris refused and instead
sought a life sentence.
Similarly, Harris
implemented a jobs program as San Francisco District Attorney. Harris’s “Back
on Track” program allowed 18 to 30-year-olds to plead guilty to drug felonies
so long as they agreed to spend a year in the program, living where they chose.
The program was open to illegal aliens like
then-20-year-old Alexander Izaguirre,who had pled guilty to selling
cocaine. Months after Izaguirre was put in Harris’s Back on Track program,
he robbed then-29-year-old Amanda Kiefer before jumping into an SUV to run
her over.
Kiefer suffered ear
bleeding and a fractured skull as a result of the attack.
Not until a year after
Kiefer’s assault did Harris acknowledge that her Back on Track program for
convicts had provided jobs to illegal aliens. Once she learned of their
inclusion, Harris allowed illegal aliens to finish their time in the program.

Lessons from 2016.
The 2020 election battle
has left millions of voters in a state of confusion. For a sense of clarity,
they might recall a significant race from 2016.
“Voters in Oceanside,
Calif., have chosen a dead man over a woman, re-electing Gary Ernst as city
treasurer despite the fact that Ernst died in September,” reported National
Public Radio on November 10, 2016. Challenger Nadine Scott charged that
Oceanside councilman Jerry Kern urged voters to choose the dead man so he could
hand-pick a successor. Kern acknowledged as much a week after the death of
Ernst, telling ABC news, “vote for him anyway, because that way we can get
somebody that’s qualified there.” That presages a key feature of the 2020
election.
As their candidate for
president of the United States, Democrats selected Joe Biden, 77, a 47-year
Senate veteran and loser in 1988 and 2008 presidential bids. In 2020, Biden
says he’s running for the Senate, doesn’t know his location and claims 200 million
Americans have died from Covid. And so on.
Joe may be above ground,
but to all but the willfully blind he is completely incapable of carrying out
the duties of the presidency, the most difficult job in the world. Democrats
selected Biden for the same reason Jerry Kern urged votes for dead man Gary
Ernst. They wanted to get somebody else in the office.
That would be Kamala
Harris, supposedly qualified as an intersectional “woman of color.” Harris is a
favorite of the “composite character”
president formerly known as Barry Soetoro, who called her the “best looking attorney
general in the country.” That invites a look at the way Harris
became attorney general of California, and its relevance to the current
campaign.
Democrat queenmaker
Willie Brown also thought Harris, 30 years his junior, was good looking. In a
daring act of poontronage, Brown set up Harris in
lucrative sinecures and backed her runs for San Francisco district attorney and
state attorney general in 2010.
Harris was so lightly
regarded that the Sacramento Bee, a veritable Democrat newsletter, backed
Republican Steve Cooley. On election night Cooley claimed victory, but
pro-Harris SEIU drones harvested enough ballots to give Harris a “lead” of less than one percent, and the race was called
in her favor. It was blatant, voter fraud of the same brand Democrats now
deploy. They halt crucial vote counts that favors Trump and dredge up ballots
for Biden, many delivered by the postal workers union that endorsed
Biden, who helpfully clarified the issue.
In an October 24 video, Biden bragged that he
had created, “the most extensive and inclusive voter fraud organization in the
history of American politics.” The Democrat front-man got help from
California Gov. Gavin Newsom, a crony of Nancy Pelosi. In March, Newsom
deployed emergency powers to order ballots sent to every registered voter,
which includes at least one million illegals registered to vote through the DMV
“motor voter” plan.
On November 2,
a judge ruled Newsom’s order “an unconstitutional
exercise of legislative power,” too late to stop the illegals from
voting. At this writing the massive fraud continues, and evokes other
memories of 2016.
“Last time, in 2016, the
establishment was not ready for Donald Trump,” writes Roger Kimball at
American Greatness. “This time they knew it was not only possible but probable,
and they prepared accordingly.” That includes the massive voter fraud openly
touted by Biden and the bait-and-switch hailed by Nancy Pelosi, who announced
that the bid to deploy the 25th Amendment had nothing to do with
Trump. Victor Davis Hanson was already onto it.
From day one, the
Democrats would begin the process of deposing Biden in favor of Harris.
Biden was simply the front man, and he knew pollsters would rig the numbers to
show him with a massive lead. The establishment media confirmed they had
learned nothing.
Fox News polls were among
the worst and on election night, as Kimball noted, Fox refused to call Florida
for Trump even after he had won the state. They called Arizona for Biden when
it still in play, with lines at the polls. Two days after the election, Fox
refused to call Alaska and other states for Trump, even though the president’s
win was clear.
Mark Levin, Jesse Waters,
Judge Jeannine and Tucker Carlson are on to the Democrats’ scam, but the most
astute of all may be Tyrus. As he announced on the
Greg Gutfeld show in 2016, the Democrats “got their asses kicked” but “claimed
they gained more yards.” In 2020 Trump is again kicking ass but Democrats bring
in fake ballots by the truckload.
As in 2016, Democrats

The Democrats dismiss any mention of the innumerable
irregularities that tainted the general election as little more than crackpot
conspiracy theories. This is a convenient way to avoid addressing serious
questions raised by serious observers, but it will further undermine confidence
in key institutions that form the foundation upon which the republic stands.

before Election Day. This trend will dramatically accelerate if Americans don’t
get answers to questions such as the following: Why would the voters deliver
the Democrats a comprehensive down-ballot drubbing yet hand the White House to
the worst presidential candidate in living memory?
The only bellwether county out of the 19 that Biden won is located
in Washington state, which long ago went to all mail-in ballots and one-party
rule. We are expected to believe that this is a coincidence.
The last time a Democrat “won” the presidency while his party
sustained a double-digit loss in the House was in 1960, during an election
tainted by probable vote fraud in Illinois and Texas. Still, we’re expected to
believe that Joe Biden achieved the same feat in 2020 with no skulduggery?
Moreover, as Juan Williams admits in the Hill,
“President Trump set a record last week by attracting the highest percentage of
the non-white vote of any Republican presidential candidate in the last 60
years.” Yet we are expected to believe that, despite the worst showing among
minorities of any Democratic nominee since JFK, Biden surpassed Barack Obama’s
record-breaking turnout by 10 million votes?
Biden’s “victory” seems even more implausible after an audit of
his performance in remarkably predictive bellwethers. The Wall Street
Journal reports that Biden had a
nearly perfect record of losses in counties whose election results have
presaged presidential winners for decades: “From 1980 through 2016, 19 of the
nation’s more than 3,000 counties voted for the eventual president in every
election. Only one … backed President-elect Joe Biden last week.” So, a
candidate who campaigned from his basement lost 95 percent of these counties
yet won the election? What of the fabled bellwether Ohio? Last month, the New
York Times advised that if Trump didn’t win there it was over:
Four years ago, Mr. Trump built a particularly balanced coalition
among Ohio’s white voters, winning across education levels. But his support in
the state has waned over the past four years, particularly in the suburbs …
Columbus’s growth, and the expansion of suburbs and exurbs into what used to be
rural and blue-collar areas, might have once spelled an opportunity for
Republicans. But under Mr. Trump the Republican Party has lost its footing
among specifically these kinds of voters — and the growth in Franklin County
plays into Mr. Biden’s hands.
Well, not so much. President Trump trounced Biden in Ohio, winning
the state by 8.2 percent. Suddenly, AP demoted the state to a bit player in
presidential politics:
As Ohio goes, so goes the nation. That’s the way it had been in
presidential elections for more than half a century, until this year, when
Republican Donald Trump won a decisive victory in the state while losing the
presidency to Democrat Joe Biden. Biden becomes the first president elected
without carrying Ohio since fellow Democrat John F. Kennedy in 1960. Trump’s
statewide victory — his second, after carrying Ohio in 2016 — brings an end to
Ohio’s role as a presidential bellwether and even puts its future as a
battleground state in doubt.
What we are expected to believe here is that the bellwether
counties discussed by the Wall Street Journal and the
Buckeye State have been left behind by the rest of the nation in the long march
toward the mandatory lockdowns and mask mandates that Biden wants to impose on
the electorate. In reality, Trump won Ohio and the vast majority of these
counties because absentee ballots were managed transparently according to
long-standing and coherent guidelines in place long
before the election. The only bellwether county out of the 19 that Biden won is

one-party rule. We are expected to believe that this is a coincidence.
This brings us to ground zero for election fraud — Pennsylvania.
The Commonwealth illegally changed its election rules before and during the
voting process. Essentially, the Commonwealth Court and the Secretary of the
Commonwealth ignored the General Assembly and the U.S. Constitution to rig the
election on behalf of Joe Biden. The American Spectator’s Paul
Kengor and Jeffrey Lord have covered this chicanery here, here, here, and here. We are expected to
believe that such stories are conspiracy theories, despite videos showing
Democrat election officials evicting Republican election observers from
vote-counting locations and erecting physical barriers to prevent them from
watching.
Finally, we come to the Smartmatic/Dominion software that was used
to tabulate votes in the swing states of Arizona, Georgia, Michigan, Nevada,
Pennsylvania, and Wisconsin. As this Fox interview with Trump attorney
Rudy Giuliani reveals, this software was developed in Venezuela and banned from
the U.S. a decade ago. It’s now been brought back into the country under the
aegis of a subcontractor. Its major design feature is that it allows the vote
counters to calculate how many votes they need to win. Jeffrey Lord has
more here. The Democrats want
you to believe this is a conspiracy theory. It isn’t. The Democrats knew they
couldn’t beat Trump honestly, so they’re stealing the election.
In the end, to accept Joe Biden as our legitimate Chief Executive,
we must believe the voters hammered the Democrats in congressional, state, and
local elections, yet decided to elect the “leader” of their party president. We
must believe that he dramatically underperformed among minority voters, yet
received 10 million more votes than Barack Obama. We must believe that
virtually all of the reliable election bellwethers were wrong. We must believe
that all of the elections in the swing states were conducted honestly and that
the Venezuelan software used to tabulate the votes was secure. All of
this beggars belief. Joe Biden may be inaugurated in
January, but he certainly wasn’t elected president.
