ICE Confirms They Allowed 78,000 Migrants to Enter the Country Illegally

The U.S. Immigration and Customs Enforcement (ICE) announced a plan to locate and begin proceedings against the 78,000 migrants the agency willfully let enter the country.

ICE will begin “Operation Horizon” on Monday, which is the agency’s plan to begin the deportation process for 78,000 migrants who the agency did not immediately process for deportation, according to a CBS report.

Typically, when migrants are not immediately deported or held in detention, they are released and regularly provided with “notices to appear.” These are notices for the migrant to appear in a court hearing to determine whether they must face deportation or remain in the country.

However, immigration officials stopped providing migrants with notices to appear in March of this year, citing a lack of resources and a massive influx of migrants crossing the border.

ICE’s data shows they apprehended over 1.7 million migrants during the fiscal year 2021, which ended in September. In addition, Syracuse University researchers found that immigration courts within the country had a backlog of 1,457,615 pending cases.

Instead of giving these migrants the formal Notice to Appear, officials gave them “notices to report.” Notices to report are different from notices to appear because they are less formal and do not begin an official court proceeding. Rather, these informal notices to report instruct the migrants to arrive at their closest ICE office within 60 days.

CBS reported on an internal government document regarding these notices, saying, “issuing a Notice to Appear takes between 60 and 90 minutes.”

According to CNBC, “as of September, CBP had released over 107,000 migrants with notices to report rather than formal notices to appear in court.” However, they added that close to 28 percent of the migrants did not report to ICE within the allotted 60-day grace period.

Under Operation Horizon, ICE will send legal documents to 78,000 migrants who were released into the country on “prosecutorial discretion.” Among these documents are notices to appear.

“U.S. Immigration and Customs Enforcement is mailing charging documents to place noncitizens in removal proceedings who have been paroled or released under prosecutorial discretion by Customs and Border Protection (CBP),” the agency told CBS. “Noncitizens are being directed to their closest ICE Field Office and will be processed using the information collected by CBP as evidence of citizenship and removability.”

Once at the ICE field offices, ICE agents will review their case files, collect fingerprints, take photos, and “determine whether migrants will be fitted with ankle bracelets or enrolled in other programs designed to ensure their compliance with reporting requirements.”

Critics of the plan attack it over the possibility of mailing documents to incorrect addresses. Danilo Zak, National Immigration Forum policy and advocacy manager, said, “Down the line, several months or a year down the road, they could move to a completely different address and won’t even receive the ‘Notice to Appear’ in court.”

The agency promised to enforce these rules with sanctions against those who do not comply. “Action will be taken against those that do not appear consistent with the law and Department priorities,” ICE told CBS.

Texas Police, National Guard Nab Teen Human Smuggler at Border

A human smuggler in Roma, Texas, received a surprise from a group of Texas Department of Public Safety Highway Patrol Troopers and Texas Army National Guard soldiers when he was arrested Tuesday night. As the smuggler ferried migrants across the Rio Grande, authorities sprang into action.

The incident was highlighted in a tweet by Fox News’ Bill Melugin.

Authorities generally refrain from conducting such operations out of fear that watercrafts could capsize with children on board.

According to the Fox News report, the smuggler was transporting only adult males. As reported by Breitbart Texas, smugglers generally operate with impunity almost nightly. In many cases, the inflatable rafts are filled with mostly family units and very young children–making any attempt to intervene risky.

In Tuesday’s arrest, the 17-year-old smuggler attempted to fight off the troopers but was ultimately subdued. The smuggler will be charged with assault on a public servant, resisting arrest, and smuggling of humans. One migrant within the group, 45-year-old Jose Ramos Portillo of El Salvador, also resisted arrest. He was later determined to be a previously deported felon convicted of sexual assault. Ramos faces charges of resisting arrest.

The situation in Roma, like in many border cities, has residents and law enforcement frustrated at the almost daily episodes of smuggling activity. On Monday, Breitbart Texas observed one frustrated citizen using a rope and makeshift grappling hook hoping to deflate a raft.

The arrests of migrants along the southwest border are projected to exceed 1.8 million this fiscal year, surpassing what was also an all-time record in FY2021.

If you go to buy PVC pipe fittings at Home Depot or any other hardware store the non-english-speaking Chinese are in there grabbing it all up so they can water their pot in cheap "greenhouses". Los Zetas Cartel Smuggler Arrested in Rio Grande by Texas Police

LAREDO, Texas — Law enforcement from the Border Patrol, Webb County Attorney’s Office of Investigations, and a county constable raced into the Rio Grande to stop a fugitive from escaping to Mexico. On Tuesday, the officers rushed into the murky water to apprehend Jose Francisco Paz-Ruiz, a known member of the Cartel Del Noreste faction of Los Zetas, according to police.

Earlier in the day, Border Patrol Special Intelligence Unit (SIU) officers received word that Paz, also an illegal immigrant, was in the Laredo area. Multiple law enforcement agencies moved to arrest him for outstanding warrants. Paz was spotted traveling in a black Chevrolet pickup truck.

Paz began driving toward the Rio Grande as law enforcement closed in on him. As they attempted to stop his vehicle, Paz pulled over, exited, and immediately ran into the river, several hundred feet from the Mexican bank.

Authorities pursued Paz on foot. They were able to grab Paz before he reached the midpoint, which marks Mexican jurisdiction.

Paz is well known to local authorities. In February 2018, according to a news report, Paz was arrested for allegedly leaving the scene of a vehicle collision. Paz also left the scene of a accident he was involved in on December 23, 2017, injuring a cab driver.

During the 2017 case, Paz’s wife told authorities she accompanied him to smuggle migrants. Paz, at the time of the accident, was fleeing from the Border Patrol.

Paz was turned over to County Constable Precinct #2 and booked into the Webb County Jail.
