Migrant Dead, 7 Others Rescued in Failed California Border Crossing Attempt

San Diego Sector Border Patrol agents rescued seven migrants from a drainage culvert after they illegally crossed the border from Mexico into California. The agents also found the body of a man who drowned in the culvert.

San Diego Sector agents patrolling the border east of the San Ysidro Port of Entry on January 29 discovered a man clinging to a closed grate inside a drainage culvert, according to information released this week by sector officials. The culvert filled with water due to debris clogging the grate.

The agents quickly worked to open the grate clogged with trash and other debris. As the grate came open, the water rushed out, ejecting the man and another migrant, officials reported.

Emergency crews from the San Diego and Chula Vista Fire Departments arrived and helped get ten Mexican nationals out of the cross-border drainage culvert. Agents reported two of the migrants as being non-responsive. Six others required rescue efforts.

Border Patrol agents successfully revived a non-responsive female migrant. The second non-responsive victim, a male, could not be revived and was pronounced dead at the scene.

Agents arranged transportation of the distressed migrants to a local hospital where they were treated and released for processing at a nearby Border Patrol station. They arranged transportation of the deceased man to the county coroner’s office.

As the agents provided first aid to the migrants, another 16 people rushed through the opened culvert. The agents identified three of these as Guatemalan nationals. The balance came over as Mexican nationals. All were declared illegally present in the United States. These 16 migrants were transported directly to the Border Patrol station for processing.

“While I am grateful for the life-saving efforts of our agents and partners, this serves as a grim reminder of the inherent dangers of crossing the border illegally,” San Diego Sector Chief Patrol Agent Aaron Heitke said in a written statement. “As our agents provided life-saving measures to the first abandoned group, the smugglers callously directed a second group into the culvert in an attempt to overwhelm agents – who nonetheless, got the job done.”

Officials did not disclose if the migrants were expelled under Title 42 coronavirus protection protocols or if they were released into the general public.

Mexican Border City Murder Expected to Trigger Wave of Gulf Cartel Violence

The murder of a businessman related to the top leadership of the Gulf Cartel is expected to trigger a new wave of violence. The criminal organization is expected to attempt to settle the score.

The victim was not an active member of the cartel but had several enemies within the criminal organization that his family helped rule.

The murder of Enrique Homero “El Kike” took place on Saturday shortly after 3 a.m. outside of a house on Valle De Los Lirios Street in the San Miguel neighborhood. The attack occurred as he moved to enter his home. A group of gunmen riding in a black Honda shot him at least six times. According to statements made by relatives, the gunmen shouted that the murder was a revenge of sorts.

The Tamaulipas government disclosed no official information about the murder. Law enforcement sources revealed that authorities are looking at several suspects. One of the main suspects is reported to be Evaristo “El Vaquero” Cruz — a top lieutenant within the Gulf Cartel who has a history of tensions with the late Cardenas and had previously threatened him.

The murdered Cardenas is the nephew of Osiel Cardenas Guillen, the former supreme leader for the Gulf Cartel. Osiel Cardenas, the victim’s uncle, was the last drug boss to rule over the entire criminal organization before the Gulf Cartel broke up into several factions. He is also credited with starting Los Zetas as his personal guard.

Enrique Cardenas’ father, Homero “El Orejon or Majadero” Cardenas Guillen was a top regional leader for the Gulf Cartel in Matamoros. He died in 2015 in Monterrey during a surgical procedure.

In 2009, Homero Cardenas coordinated the smuggling of cocaine shipments for the Gulf Cartel from Matamoros into Brownsville. Four years later, he was promoted for a brief time to the top leadership position within the criminal organization. He stepped down after much opposition from the Gulf Cartel faction in Reynosa.

Despite his criminal past, law enforcement sources in Mexico claimed that Enrique Cardenas was not under investigation and was not considered an active member of the Gulf Cartel. According to statements from relatives and family friends, Cardenas left his criminal life behind after getting married and starting a family. The man known as Kike was a longtime owner of a junkyard where he bought and sold car parts and lived off the rents of various properties inherited from his father.

Four Killed, One Kidnapped During Three Separate Shootings in Cancun

Four men died in two separate shootouts and a fifth person has been kidnapped in the tourist resort town of Cancun, Quintana Roo. One of the shootings took place outside of a popular hotel in the region’s ritzy tourist area.

A group of gunmen killed two victims during a shooting incident Saturday morning outside of the Iberostar Hotel in Cancun. Two other murders and a kidnapping took place in the inner city — away from the tourist areas. Preliminary information released by the Quintana Roo Attorney confirmed the double murder and claimed authorities are carrying out a manhunt. Local news outlets described one of the victims as a security guard, but no information has been released about the other victim.

Earlier in the day, four men riding in two motorcycles shot and fatally wounded a man who as he walked along 111th Street, the local newspaper Noticaribe reported. The unidentified victim sustained ten gunshot injuries including three to this head. The victim died on the street as emergency medical personnel attempted to help him.

Shortly before 4 a.m., Quintana Roo state authorities responded to reports of a shootout in the Bonfil neighborhood, Noticaribe reported. At the scene, a group of gunmen in one vehicle clashed with two other men in a second vehicle and exchanged gunfire.

The gunmen kidnapped the driver and shot the passenger of the vehicle before driving away. Even though state authorities set up checkpoints and a manhunt, the kidnapping victim has not been rescued.

253 Migrants Apprehended in One Hour Along Texas Border with Mexico

Rio Grande Valley Sector Border Patrol agents apprehended two large groups of migrants during a one-hour period earlier this week near Mission, Texas. Agents also apprehended 56 others in a stash house and a failed human smuggling attempt.

Late Thursday night, McAllen Station Border Patrol agents apprehended a group of 166 migrants who surrendered to them after illegally crossing the border from Mexico just south of Mission. The group consisted of family unit aliens and unaccompanied alien children, according to information obtained from Rio Grande Valley Sector Border Patrol officials.

While screening this group of migrants, another group of 87 migrants approached the agents and surrendered. This group also consisted of families and unaccompanied minors, officials stated.

Prior to this, Border Patrol agents in this area had only been finding groups of 50 or less migrants, MyRGVNews reported. Rapid expulsions of the migrants under the Title 42 coronavirus protection protocol put in place by the Centers for Disease Control and Prevention deterred larger groups from attempting the dangerous and seemingly pointless border crossings. That program, along with other Trump administration programs effectively ended “Catch and Release” and reduces illegally border crossings by up to 85 percent, officials previously told Breitbart Texas.

Changes in policy by the Biden administration that ended the Migrant Protection Protocols and an apparent change in Mexican policies regarding the Title 42 expulsions appear to have exacerbated the situation in the Rio Grande Valley area.

On Wednesday, Border Patrol agents began releasing migrants families into the communities of McAllen and Brownsville, Texas. The migrants are being released into these border towns without being tested for COVID-19, local officials stated.

In response, Texas Governor Greg Abbott authorized state health officials to send 10,000 COVID-19 test kits to the City of McAllen, Breitbart Texas reported.

“(Border Patrol agents) were just dropping them off at the bus station without testing them. Obviously, that’s very alarming to all of us in that they’re coming from Central America and through Mexico and to be released into the United States without being tested for COVID is really unconscionable,” Texas State Senator Juan “Chuy” Hinojosa (D-McAllen) said.

U.S. Customs and Border Protection officials responded that Border Patrol agents have never been responsible for testing migrants for COVID-19.

A statement from CBP explains:

CBP uses a combination of onsite contract medical personnel and referrals to local health systems to provide medical support for persons in custody who require medical attention. CBP personnel conduct initial inspections for symptoms or risk factors associated with COVID-19 and consult with onsite medical personnel, the U.S. Centers for Disease Control and Prevention (CDC), or local health systems as appropriate. Onsite medical personnel can provide basic assessment and supportive treatment, but suspected COVID-19 cases are referred to local health systems for appropriate testing, diagnosis, and treatment.

On Friday morning, agents patrolling near Linn, Texas, attempted to stop a Ford F150. The driver refused to yield. While the agents attempted to radio a description of the vehicle to local police for assistance, the driver drove off the roadway and into a rancher’s fence. The driver and the smuggled migrants bailed out of the truck, officials stated.

A search of the area led to the apprehension of “ten subjects who were identified as being illegally present in the United States,” the statement continues. Agents did not find the driver.

One day earlier, the Roma, Texas, Police Department attempted to stop a Chevrolet Malibu spotted driving away from a suspected human smuggling stash house. The officer chased the vehicle until the occupants baled out. The responding officers and agents apprehended the driver and migrants. An interview led to a raid on the suspected stash house where three more migrants were found.

Thirty-eight more migrants were found in another human smuggling stash house in Starr County, Texas, on Wednesday.

Between Wednesday and Friday, Rio Grande Valley Sector agents apprehended more than 300 migrants in these incidents alone.

Biden Executive Order Gives Return to Normalcy for Cartel Human Smugglers, Says Fmr. Border Patrol Agent

Over the last few weeks, the new Biden Administration has made clear that “Build Back Better” in terms of border security will entail more dismantling than building. On Tuesday, President Joe Biden revoked procedures designed to swiftly adjudicate asylum applications and end “catch-and-release.”

The “Executive Order on Creating a Comprehensive Regional Framework to Address the Causes of Migration, to Manage Migration Throughout North and Central America, and to Provide Safe and Orderly Processing of Asylum Seekers at the United States Border” immediately revokes the following:

(1)  Executive Order 13767 of January 25, 2017 (Border Security and Immigration Enforcement Improvements).

(2)  Proclamation 9880 of May 8, 2019 (Addressing Mass Migration Through the Southern Border of the United States).

(3)  Presidential Memorandum of April 29, 2019 (Additional Measures to Enhance Border Security and Restore Integrity to Our Immigration System).

(4)  Presidential Memorandum of April 6, 2018 (Ending “Catch-and-Release” at the Border of the United States and Directing Other Enhancements to Immigration Enforcement).

(5)  Presidential Memorandum of April 4, 2018 (Securing the Southern Border of the United States).

The latest immigration-related order directs the Secretary of Homeland Security to promptly review and determine whether to terminate or modify the program known as the Migrant Protection Protocols (MPP), also known as the “Remain in Mexico” program. This also puts the COVID-19 immediate expulsion program potentially on the same chopping block.

Nestled in the order are strategies to address and manage the root causes of irregular migration. The new order directs efforts to combat corruption, counter and prevent violence by criminal gangs, trafficking networks, and other organized criminal organizations. Put more succinctly: American tax dollars are headed for Honduras, Guatemala and El Salvador. This financial windfall is sure to excite incumbent political leaders down south.

The order does not address the organized criminal networks on both sides of the U.S. southern border. Transnational criminal organizations (otherwise known as cartels) will also see a windfall, given their financial reliance on migrants moving north no matter the occupant of the White House.

The business of human trafficking generates an enormous amount of money. Many migrants are charged thousands of dollars for a chance to enter the United States. They have little say in where and how they cross. The arrangements with human traffickers are not reversible. They are hostages until payment is made in full and satisfaction is not guaranteed.

Those who do not have the means to pay immediately are effectively indentured. The only way out of this abusive cycle is if one becomes injured en route—in which they are abandoned. Their remains are often found floating in the Rio Grande or decaying on a south Texas ranch.

In one 24-hour period Wednesday, the Laredo Sector thwarted two human smuggling attempts in commercial vehicles and recovered 183 migrants. The Border Patrol in Laredo alone reports a 133% increase in commercial vehicle smuggling since October 2020. In these two attempts, the migrants were crammed into semi-tractor trailers. This method affords little ventilation and no social distancing.

Dismantling the border security structure instead of modifying existing law is not “building back.” It is business-as-usual for smugglers.

Mexican Cartel Kidnaps Teen in Texas Border City

Drug smugglers believed to have ties to the Cartel Del Noreste faction of Los Zetas are now linked to the kidnapping of a teen male in Laredo, Texas. Authorities arrested one suspect and are seeking other members of the group.

The kidnapping took place last week in Laredo when a Texas woman received a phone call from a Mexican mobile number. A male speaker said her son was kidnapped. According to a criminal complaint filed by the FBI, the teen was picked up at his home by a friend and did not return. The unknown caller said the woman’s son had stolen drugs from them and she needed to pay $30,000 for his release or he would be killed.

The kidnappers sent the woman a video of her son showing cuts and bruises, indicating some level of torture. The woman contacted the FBI, who began assisting in a ransom negotiation. The teen later managed to escape a cartel stash house through an open window. The teen led the FBI and Laredo Police to an apartment on Seymour Avenue where one of the captors remained.

Authorities arrested Hector Jose Lopez and leveled federal kidnapping charges. The man remains in custody pending further hearings in Laredo.

While court documents do not identify the criminal organization, though Laredo is the main drug and human smuggling gateway used by the Cartel Del Noreste faction of Los Zetas. In Mexico, CDN-Los Zetas are linked to numerous kidnappings, murders, and large scale gun battles.

A large group of migrants, most likely seeking asylum in the United States, were spotted heading north via a rail route known as La Bestia. The train departed Tierra Blanca, Guanajuato, and will likely arrive at the U.S.-Mexico Border within days, according to Breitbart Texas sources.

Mexican immigration officials and municipal police in Tierra Blanca watched as hundreds boarded and departed. Their exact destination is unknown, but history suggests the Rio Grande Valley is most likely.

Tierra Blanca is one of many stopping points along the route known as La Bestia. Migrants are usually fed by sympathetic residents at waypoints. Some are charged a tax or “piso” by local cartels before they can continue their journey.

The interest in forming large caravans has increased during the most recent American presidential election cycle. Recent presidential actions are creating excitement for Central Americans, despite appeals from the Biden Administration to not take trips north at this time.
