Decoding the Heinous Train Rape in Philadelphia

It was around 9.15 pm on October 13, 2021, in northeast Philadelphia. Around 11 passengers were on board a SEPTA train, most probably on their way home. Among the passengers was a woman who had accidentally boarded the wrong train.

According to charging documents obtained by the Philadelphia Inquirer, a homeless man by the name of Fiston Ngoy entered the train a minute later and attempted to strike up a conversation with the woman. He subsequently moved to the seat next to her.

Ngoy then spent nearly 45 minutes that included 27 stops harassing the woman, groping her, and touching her breast, according to an arrest affidavit obtained by the Philadelphia Inquirer. The woman struggled to restrain Ngoy. He eventually ripped her clothes off and raped her.

Thankfully, an off-duty SEPTA employee who boarded the train later witnessed the violence in progress and called 911.

According to the Daily Mail, Ngoy entered the US from the Congo on a student visa in 2012 but remained after his visa was terminated in 2015 and was protected from deportation by the immigration system despite multiple convictions as recent as this May.  

Court records show that Ngoy had multiple arrests dating back to 2015 and two misdemeanor convictions, one for controlled substances and one for sexual abuse.

He pleaded guilty to the sex charge in 2017 and was sentenced to 120 days in jail, and was then placed in immigration detention in January 2018.

However, Ngoy was never deported, because an immigration judge granted him a 'withholding of removal' in March 2019, after an appeals board found that his sex crime was not a “serious crime” that made him eligible for removal. 

Since then, Ngoy has been free and required only to check in periodically with Immigration and Customs Enforcement under an order of supervision. 

He was arrested twice more in the past year, for disorderly conduct 

An innocent woman was accordingly subjected to unspeakable violence, because of a failed immigration system and the irresponsibility of an immigration judge.

To say this is outrageous is an understatement.

This once again proves the urgent need to ensure fix the broken immigration system and to deport criminal illegal aliens immediately.

However, that wasn’t the only outrage on display that fateful day.

What astounded many including law enforcement officials is that the passengers around allowed the assault to occur.

Nobody expected passengers to physically confront and restrain the rapist. That would have been brave, but also very risky; if the man had been armed, he could have started indiscriminately shooting out of desperation, causing the loss of many lives.

There are a few probable reasons why people didn’t intervene the moment Ngoy began touching the women despite the protest.

The perpetrator, as we know, is a Black man.

Consider a scenario where some men on board the train had intervened and restrained the perpetrator the moment he started behaving inappropriately. Let’s also imagine the scenarios where one among them was Caucasian.

How would the mainstream media have reacted?

What are the odds that the men would have been called racist with MSNBC’s Joy Reid leading the charge?

What are the odds that the actions of the perpetrator would have been downplayed and the protectors were called a modern-day lynch mob? 

What are the odds that they and their families would have been hounded till the end of time rendering them unemployable?

What are the odds that activist lawyers and politicians, looking to score easy points, would have dragged them through the legal system, twisted their statements, tarnished their image forever, and destroyed all they had with mounting legal bills for defense?

What are the odds that they would have been lauded and applauded for being heroes?

We all know the answers to the above questions.

To protect our fellow human beings should always be our first instinct.

However, in the current climate, people do think twice, because the risks can be life-destroying.

In fact, it is not beyond the realm of possibility that quickly calling 911 could have been regarded as a racist act.

The narrative probably would have been that a person of color was merely attempting to talk to a woman, but a racist called 911, and the racist police restrained him.

They once again would probably have been subjected to coordinated harassment and cancellation would probably follow.

Preventing a crime is the best way to fight crime. But since the incident had never occurred, it could be spun the narrative to actually make the preventer look like the perpetrator.

Another possible reason for people's reticence to call 911 is that nobody wants to get mixed up with the police unless it is absolutely necessary.

However, we still haven’t reached the bottom of the barrel.

The passengers in the train reportedly recorded videos of the unspeakable act of barbarity with their cellphones.

Were they filming so they can present it as evidence for the police? A slim possibility of that being the case, but nevertheless a possibility.

Considering the heinousness of the crime it is unlikely that any media outlet or agency would pay for these videos, as they usually do for rare video footage.

The other most probable reason is what psychiatrists call bystander apathy.

This is related to the bystander effect, a phenomenon in which people witness someone else in peril, but do nothing to intervene or offer assistance.

One of the primary reasons for apathy is the lack of human contact.

Apathy was already a serious problem, and Covid19 lockdowns have made matters worse.

When there is no face-to-face contact for prolonged periods of time, human compassion and understanding begin to erode.

In current times, face-to-face meetings have been replaced by social media where people receive gratification via likes, emoticons, or terse comments. Where users frequently join online lynch mobs and follow trends without thought, and where each tries to be more outrageous to gain attention. 

Perhaps the people filming the videos thought they could share it in some form on social media or on private chat groups -- i.e., it was something sensational that would keep them occupied for a few days.

We thus have three serious issues.

The first is the lack of enforcement of immigration laws; the fault here lies solely with the government.

The second is the fear of the public to prevent a crime because they do not want to be subjected to scrutiny and be called racist.  The fault here lies with the proclivity of those in the position of power to view every occurrence from the prism of race or identity.

The third is general apathy such that they film the crime instead of stopping it; the fault lies with social media addiction.

Tragically a young woman may have suffered certainly because of the first and probably because of the second and third.

Sometimes you need to hit rock bottom before you rise and take remedial action.

If there is any positive to be derived from this appalling incident?  Let's hope it serves as a wake-up call.


Illegal Alien, Released into U.S., Charged with Raping Woman on Pennsylvania Train

An illegal alien, released into the United States by the federal government, is accused of raping a woman on a Pennsylvania train as passengers filmed on their cellphones and did not intervene.

Fiston Ngoy, a 35-year-old illegal alien from the Republic of the Congo, was arrested and charged with raping a woman on a Southeastern Pennsylvania Transportation Authority (SEPTA) train on the evening of October 13.

According to a report by Fox News’s Alex Pfeiffer and Adam Shaw, Ngoy originally arrived in the U.S. on an F-1 student visa in 2012. By 2015, though, Ngoy’s visa was terminated and he began living as an illegal alien after failing to self-deport.

Since then, Ngoy has allegedly accumulated a criminal record including pleading guilty to sexual abuse and was ordered released into the U.S. by a federal immigration judge in 2019, according to Fox News:

Meanwhile, court records show that he racked up “multiple arrests and two misdemeanor convictions, one for controlled substances and one for sexual abuse.” Ngoy pled guilty in 2017 in Washington D.C. to the sexual abuse misdemeanor and was sentenced to 120 days in prison and nine months probation. He was put in immigration detention in Jan. 2018. However, he was never deported because he received a “withholding of removal” from an immigration judge in March 2019 after the Board of Immigration Appeals found that his misdemeanor sex offense was not a “serious crime” that would have made him ineligible for such a stay. [Emphasis added]

As a result, Ngoy was released and only had to report into Immigration and Customs Enforcement (ICE) under an order of supervision (OSUP). OSUPs involve conditions being placed on those who have been temporarily released from custody until they are able to be deported, typically involving regular check ins. [Emphasis added]

According to the Upper Darby Police Department, Ngoy raped the woman whom he did not know as passengers did not intervene and as some took out their cellphones to seemingly film the assault.

“Were they watching? I don’t know. Again, we’re still going through the video but there was a lot of people, in my opinion, that should’ve intervened,” Upper Darby Police Superintendent Tim Bernhardt told local media.

“Somebody should’ve done something. It speaks to where we are in society,” Bernhardt continued. “Who would allow something like that to take place? So it’s troubling but again, we’re working on that and we’re trying to identify anyone that we saw coming on and off the El at that time.”

The New York Post's October 19 front-page story detailing the planeloads of young illegal migrants being secretly flown into Westchester County Airport has directly and inconveniently brought the southern border story into the wealthy suburban bedroom communities of New York.  It also underlined the increasing ferocity of the progressive left's illegitimate assault on traditional America.

The story is particularly revelatory, because illegal immigration has up until now not been something that residents of suburban New York, Connecticut, or New Jersey particularly worried about.  But Westchester County Airport is located in Rye Brook, N.Y. and abuts affluent residential neighborhoods in Purchase, N.Y.; Greenwich, Conn.; and beyond.

When the clandestine flights were first made public in August, Democrat county executive George Latimer at first professed ignorance, and the local media were happy to bury the story.  He would only say the U.S. Department of Health and Human Services had authorized the flights.  However, the New York Post's new front page story of the secret, early-morning flights of thousands of illegals, bolstered by multiple photographs, revealed the magnitude of the resettlement activities.

At this writing, Latimer had not released a statement, but the presence of county police at the airport clearly indicates that his administration is aware of the secret flights and resettlement.

Christine Sculti, his Republican opponent for county executive in the November 2 election, responded to the New York Post's story.  "This is the second time Mr. Latimer has stonewalled on these critical public health, safety and transparency issues.  I join residents who are rightfully fed up with his failure to stand up to the White House and his failure to protect the interests of the residents of Westchester County."

Clearly, the secret flights into regional airports were designed as a way for the White House to disguise the large number of illegals being welcomed into this county unvetted and unvaxxed.  Westchester's small, regional airport was a low-key way to disperse the illegal migrants discreetly to unknown locations in the tri-state metropolitan area.

To accomplish their objectives, the federal government and its Westchester County enablers are conducting themselves in ways denied to regular citizens.  The flights land between midnight and 6:30 A.M., when the airport is voluntarily closed during a curfew for commercial flights due to its proximity to residential areas.  The New York Post has tracking data that 2,000 migrants have arrived at the airport on 21 flights since August 8 as well as specific times for the flights.

On October 15, the Post said one bus sped down the Hutchison River Parkway, which bars buses, at more than 75 miles an hour, exceeding the 55-mile-an-hour limit, eventually winding up in Syosset, Long Island, at MercyFirst, a nonprofit sponsored by the Catholic Sisters of Mary.

In addition, Westchester County is using law enforcement to protect the migrants.  The Post reported that Westchester County Police are present when the illegal migrants deplane and are redirected to chartered buses.

Neither the federal government nor Westchester County has indicated the vaccination status of the illegal migrants being flown in.  But the Democrat governors of New York, Connecticut, and New Jersey are demanding that all their legal citizens get vaccinated.  In New York City, people must show proof of vaccination before dining, going to the theater, or working out.

Former Westchester County executive Rob Astorino, a current Republican candidate for New York's governor, commented, "New York's politicians are treating their citizens as if they don't belong here and non-citizens as if they do.  And if you dare question them, they scream racism, because they know their policies are wrong, expensive, and sometimes even dangerous."

Current county executive Latimer has supported special treatment for illegal migrants.  Within months of winning the office in late 2017, he signed the Immigrant Protection Act that limits information county law enforcement will share with federal immigration authorities and bars county employees from asking about a person's citizenship.

Over the last two years, Americans in many blue states have endured an increasing intensity of tyrannical regulations and statutes, while criminals are coddled with special treatment.  In New York, the COVID pandemic coincided with the passage of no-bail legislation, which puts criminals back on the streets to commit more crimes.  Former governor Cuomo and now his successor, Governor Kathy Hochul, put in place mask mandates that continue to this day, regardless of vaccination status or COVID disease levels.  The new governor has now directed state officials, healthcare workers, and police to be vaccinated or be fired.  As a result, hospitals, police departments, and fire departments are losing workers.  The new governor signed the Less Is More Act, which makes it easier to free prisoners and prevents the jailing of convicted criminals for technical violations of parole.

Democrat politicians are intent on abusing law-abiding citizens with mask mandates, firings, and increased crime on one hand, while giving increased leniency and privileges to lawbreakers.

The clandestine flights of illegal migrants into Westchester County Airport, the lack of vetting and vaccination, and their disbursal into points unknown in the New York metropolitan area are one example of an agenda that has violated the normal guiderails of executive and legislative policies.  It is clear that these politicians are so intent on implementing their agenda before they get voted out of office that they care not for the welfare or safety of Americans, nor for the financial burdens their policies inflict.

Afghan Brought to U.S. by Biden Accused of Raping Teenage Girl in Montana

An Afghan male, reportedly brought to the United States by President Joe Biden’s massive resettlement operation out of Afghanistan, is accused of raping a teenage girl in Missoula, Montana.

Zabihullah Mohmand, a 19-year-old Afghan male, was arrested and charged with raping an 18-year-old woman in a Residence Inn Marriot hotel in Missoula on October 17. According to the woman, she met Mohmand at the hotel bar.

The Missoulian reports:

When Missoula police met with the woman, she reported meeting Mohmand and two other men she did not know, the documents said. They left the Badlander looking for a house party. When the group learned there wasn’t a party, Mohmand asked the woman to go back to his hotel room. She agreed, but made it clear she did not want anything to happen between them. When they arrived at Mohmand’s hotel room, she went to sleep. [Emphasis added]

While telling police her story, she then began crying. She and Mohmand did have sex, she said, adding “(she) just couldn’t get him off me.” Mohmand wouldn’t let her leave, she told law enforcement. She also mentioned that another man was in the room during the assault. When she eventually left the room to get an Uber, Mohmand allegedly followed her out and tried to stop her from leaving. In cellphone correspondence with her friend, the woman reported being raped. Her neck had significant bruising and red marks, charging documents said. She told officers Mohmand had held her down on the bed by placing his hand around her neck with force. [Emphasis added]

Montana Talks reports that Mohmand arrived in the U.S. on “humanitarian parole,” the process by which the Biden administration has brought tens of thousands of Afghans to the U.S. over the last two months.

Montana Gov. Greg Gianforte (R) told Montana Talks that “this situation and others across the country raise serious concerns about whether the Biden administration is meeting its obligations to fully vet Afghans prior to resettlement.”

“I’m calling on President Biden to immediately halt resettlements to Montana until federal agencies provide me with adequate assurance that Afghans coming to Montana are fully-vetted in accordance with federal law,” Gianforte said.

Likewise, Rep. Matt Rosendale (R-MT) released a similar statement:

The charges against the Afghan male come after two Afghan men at Fort McCoy in Monroe County, Wisconsin, are being prosecuted for separate charges of domestic abuse and child sex crimes.

In those two cases, one of the Afghans is accused of strangling and suffocating his wife, whom he has allegedly abused for years. The other Afghan is accused of molesting 12-year-old and 14-year-old boys and threatening them with violence if they reported the abuse.

Mohmand is being held on a $50,000 bail, and his arraignment is set for November 1.

White House press secretary Jen Psaki on Tuesday confirmed reporting by the New York Post that the Biden administration has been quietly flying underage illegal immigrants from the border to New York in the dead of night.

During a press briefing, a reporter asked why the administration is “flying thousands of migrants from the border to Florida and New York in the middle of the night.”

“Well I’m not sure it’s in the middle of the night but let me tell you what’s happening here. It is our —” Psaki said, before the reporter interrupted with various “very early” morning times that flights have taken place.

“Here we are talking about early flights, earlier than you might like to take a flight,” Psaki said. “It is our legal responsibility to safely care for unaccompanied children until they can be swiftly unified with a parent or a vetted sponsor and that’s something we take seriously.”

She said the administration has a “moral obligation” to carry out the reunification process and noted that the Office of Refugee Resettlement has been facilitating travel for children in its custody to their families or sponsors across the country in recent weeks.

While Psaki emphasized that the administration is legally obligated to care for children, the Post report indicates that some of the migrants appeared to be men in their 20’s.

Psaki confirmed the New York Posts reporting that unaccompanied children were flown into Westchester County Airport and said they were “en route to their final destination to be reunified with their parents or vetted sponsor.”

She added that the unaccompanied minors can be seen traveling through several states as part of the reunification process, not just New York.

Psaki’s acknowledgement comes one day after the report detailed how the administration had been flying underage illegal immigrants to New York late a night for more than two months in an effort to resettle the tens of thousands of migrants taken into custody at the border in recent weeks.

Border Patrol agents encountered 37,805 unaccompanied minors at the border in July and August alone.

The paper’s analysis of online flight-tracking data suggests that some 2,000 migrants have arrived at the Westchester airport in suburban New York on 21 flights since August 8. Many of the planes landed between midnight and 6:30 a.m., when a voluntary curfew is in effect.

The report describes late-night flights arriving under the cover of dark, filled with children and teens. New York Post reporters watched two planes land at the airport, where most of the passengers who deplaned seemed to be children and teens, with a small number appearing to be men in their 20s.

Many of the migrants were then seen meeting with relatives or sponsors in New Jersey or being dropped off at the Syosset, Long Island campus of MercyFirst, a nonprofit sponsored by the Catholic Sisters of Mercy. MercyFirst provides housing and services for “children and adolescents who are the victims of societal problems,” according to its website, which adds that it has a contract to supply the federal government with residential services for “immigrant youth.”

Someone familiar with the situation reportedly told the outlet that underage migrants usually arrive carrying backpacks and are bused to locations in the Bronx, Brooklyn, Queens, upstate Newburgh, and Bridgeport and Danbury in Connecticut.

The report adds that many of the flights from Texas first touch down in Jacksonville, Fla., before continuing to Westchester. On Saturday, reporters saw a Boeing 737-700 land shortly after 10 p.m. at Jacksonville International Airport. A group of ten to 15 people got onto a charter bus near a quiet cargo terminal and traveled two hours to Twin Oaks Academy, a juvenile detention center in the Apalachicola National Forest near Tallahassee.

Former Westchester County Executive Rob Astorino, a Republican candidate for governor, told the paper that smaller planes first began arriving in April. Early on, the flights were not “as frequent,” he said.

He detailed a news conference he held at the airport in August during which he saw a flight arrive with at least 50 to 70 migrants, most of whom appeared to be men older than 20. The migrants boarded a bus that pulled up next to the airstairs, obscuring the view of people boarding it.

However, the White House told the New York Post that the flights only carry children and teens.
