The Biden Administration Insisted It Wouldn’t Fund Crack Pipes. A New Report Shows Otherwise.
Patrick Hauf • July 8, 2022 4:45 pmThe Biden administration is funding the distribution of crack pipes, according to a report from the Daily Caller, which indicates that so-called harm reduction facilities that received administration grants are in fact distributing the pipes.
The news comes after administration officials insisted taxpayer dollars would not be used for this purpose and described a Washington Free Beacon report on their harm reduction grant program as "misinformation." The Caller reported Friday, however, that it received two smoking kits that contain crack pipes, condoms, and lubricant from the New York Harm Reduction Educators, which received $398,960 in May from the Department of Health and Human Services through its harm reduction grant program.
The Caller received its crack pipes "after spending about 10 minutes on paperwork with basic information," according to the report. Not only were they given drug paraphernalia: The reporters were invited to smoke on the premises. One employee asked a reporter to use the crack pipe in a supervised room at the harm reduction center, saying the drug paraphernalia could not be used outside the facility because it was too close to a school.
When HHS announced the recipients of its $30 million harm reduction program in May, it included a note at the top of its grant webpage stating that "no federal funding is used directly or through subsequent reimbursement of grantees to purchase pipes in safer smoking kits." The announcement came after the Free Beacon first reported in February that the HHS harm reduction program was set to fund the distribution of crack pipes. The White House denounced the story as "disinformation" and said smoking kits funded by its program would not include a crack pipe. The Free Beacon subsequently obtained smoking kits in five East Coast cities that all contained crack pipes.
HHS, in a statement to the Caller, claimed the New York Harm Reduction Educators has yet to use the federal funds it received and that its purchases will have to be approved by the government.
The report comes as Congress moves to stop the Biden administration from funding crack pipe distribution. The House Appropriations Committee this month voted unanimously to include a provision in the HHS budget that prevents the agency from funding the drug paraphernalia.
"None of the funds made available by this Act should be used to purchase, procure, or distribute pipes or similar cylinder objects for smoking or inhaling any controlled substance in schedule 1 of the Controlled Substances Act," the amendment states.
The amendment vote comes one week after the House passed a separate Democrat-sponsored bill that similarly banned the department from funding crack pipes through mental health and substance abuse programs.
The votes signal that President Joe Biden's congressional allies no longer believe White House claims that the administration never planned to fund crack pipes. Rep. John Moolenaar (R., Mich.), who sponsored the amendment in the HHS funding package, said he was pleased that Democrats have now joined Republicans to hold Biden accountable for his radical policies.
"While most of the media stopped following the crack pipes story and some outlets tried to suppress it, the Free Beacon deserves a lot of credit for continuing to shine a light on this issue," Moolenaar told the Free Beacon. "Now even Democrats are recognizing this was an abuse of tax dollars."

Feds Seize 5,000 Pounds of Meth Setting Record for California Border County
Federal and local law enforcement officials seized a record-setting load of cartel-connected methamphetamine in San Diego County, California. The drugs, loaded 20-foot box truck, weighed in excess of 5,000 pounds and are reported to be the largest seizure in San Diego County.
During the afternoon of July 7, federal officials observed a box truck enter the U.S. through the Otay Mesa Commercial Port of Entry, according to a statement from the U.S. Attorney’s Office for the Southern District of California. Law enforcement agencies surveilled the truck to its destination in National City, California. The agents watched as the alleged drug smugglers unloaded the truck into a Dodge van.
At that point, law enforcement officers moved in and arrested Rafael Alzua, 37; Mario Contreras, 41; Ethgar Velazquez, 44; and Galdrino Contreras, 41, prosecutors stated. Officials listed all four suspects as residents of Tijuana, Mexico.
An inspection of the boxes revealed more than 5,000 pounds of drugs that later tested positive for methamphetamine.
“This is a significant accomplishment by our law enforcement partners,” U.S. Attorney Randy Grossman said in a written statement. “Due to stellar work by law enforcement agents, the government stopped more than 5,000 pounds of methamphetamine from being distributed on our streets.”
The case is being investigated by the Drug Enforcement Administration, San Diego County Sheriff’s Department, Border Crime Suppression Team, Homeland Security Investigations, and the United States Border Patrol.
DEA Special Agent in Charge Shelly S. Howe stated, “This monumental seizure represents another win against drug cartels that fuel addiction in the United States. Because of our great partnerships with other law enforcement agencies, we will continue to disrupt the cartels’ flow of drugs into our cities.”
San Diego County Sheriff Anthony C. Ray added, “I am grateful for the hard work, vigilance, and steadfast dedication of our Sheriff’s Detectives, as well as our local, state, and federal partners. Our partnership and collaboration allow us to share information that is absolutely critical in keeping drugs from entering our streets and holding drug traffickers accountable.”
The four men from Mexico now face charges of Conspiracy to Distribute Methamphetamine. If convicted, each could face a prison term of ten years to life and a fine of up to $10 million.

‘Leave Priests Alone,’ Mexican Drug Cartel Tells Rivals
One of Mexico’s most violent drug cartels posted a social media video where they asked other cartels in the country to keep the violence amongst themselves and to avoid hurting innocents, especially priests and pastors. The video comes just two weeks after a cell of the Sinaloa Cartel murdered two Catholic priests inside a church sparking international outrage.
In a video released this week on social media, gunmen from Cartel Jalisco New Generation (CJNG) delivered a message on behalf of their leader Nemesio “El Mencho” Oseguera Cervantes. In the video, they claim that they do not bother any religion and leave pastors and priests alone.
The video shows a group of gunmen in tactical gear with the men in the back carrying .50 caliber rifles while a group in the front carry what appear to be belt-fed light machine guns. In the message, an unknown man speaking on behalf of the cartel calls on other criminal organizations to avoid targeting church figures.
“They deserve a special respect. They are persons who only dedicate themselves to deliver the word of God and help those in need,” the unknown man in the video claimed.
When other cartels encounter priests or pastors, the man in the video asks them to treat them with respect and not assault them. He also asked that gunmen avoid bothering doctors, nurses, and teachers who visit small towns and rural villages.
The video comes as Mexico’s government has become embroiled in a new controversy as high-ranking church officials called on the country’s president, Andres Manuel Lopez Obrador (AMLO), to protect the public after members of the Gente Nueva cell of the Sinaloa Cartel murdered two priests inside a church in the state of Chihuahua and subsequently stole their bodies. Mexico’s president fired back at Catholic Church leaders claiming that impunity has ended under his administration.
As Breitbart Texas reported, Reverends Javier Campos, 79, and JoaquÃn Mora, 80, died inside their church trying to protect a tour guide that a group of cartel gunmen was allegedly trying to kidnap and murder.
Two days after the murder, authorities in Mexico announced the recovery of the bodies of the two priests and the tour guide. In the aftermath of the case, Mexico’s federal government announced a campaign to capture Jose Noriel “El Chueco” Portillo Gil a regional leader of the Sinaloa Cartel.
