Former Kamala Harris Staffer Julie Chavez Rodriguez Floated as Joe Biden’s 2024 Campaign Manager
Senior adviser to President Joe Biden, Julie Chavez Rodriguez, a former campaign staffer for then-presidential candidate Kamala Harris, was floated on Sunday as a potential campaign manager for Biden’s 2024 likely reelection bid.
Rodriguez, who is of hispanic heritage, could become Biden’s 2024 campaign manager, three people familiar with the ongoing deliberations told CBS News.
Rodriguez’s rise in Democrat politics could place her at the center of the 2024 presidential campaign cycle. According to media reports, Biden might announce a 2024 presidential bid on Tuesday at Camp David with Hunter Biden near his side.
Rodriguez worked for the Obama administration and later become integral to then-Sen. Kamala Harris’ California operation as state director in 2016. From 2017 to 2019, she served on Harris’ 2020 presidential campaign as a senior adviser for hispanic outreach. Upon Harris’ earlier exit from the 2020 race, Rodriguez joined the Biden administration as the White House Office of Intergovernmental Affairs. In 2022, she was promoted to senior advisor to the president.
Biden has struggled with hispanic support throughout his presidency, throwing in doubt whether the increasingly conservative voting bloc will support his candidacy. Selecting Rodriguez would signal an acknowledgment of Biden’s plight with the demographic.
If appointed, Rodriguez will run the day-to-day operations from the campaign, which will either be located at Biden’s Wilmington home or Philadelphia, people familiar with the coordination told CBS News.
Rodriguez would also coordinate with Biden’s senior team, including Mike Donilon, Anita Dunn, Bruce Reed, Steve Ricchetti, Chief of Staff Jeffrey Zients, and Deputy Chief of Staff Jennifer O’Malley Dillon, who managed Biden’s 2020 campaign, along with former chief of staff Ron Klain and former White House communications director Kate Bedingfield.

The population inflow also reduces the political clout of native-born Americans, because the population replacement allows elites to divorce themselves from the needs and interests of ordinary Americans.
In many speeches, Mayorkas says he is building a mass migration system to deliver workers to wealthy employers and investors and “equity” to poor foreigners. The nation’s border laws are subordinate to elite opinion about “the values of our country,” Mayorkas claims.
Mayorkas : We Can Solve the Border Crisis by Opening the Border
The border crisis can be solved by letting 10 million migrants take American jobs, says President Joe Biden’s pro-migrant border chief.
Alejandro Mayorkas was asked on April 21 if there was room for a compromise on border security before a deal on migration policy. Mayorkas, a lawyer, responded with an answer that mimicked the style used in law books:
I am an unrelenting optimist, but I will share with you the following:
What was articulated this week [by congresssional legislators at hearings] is that … “We have 10 to 11 million vacant jobs, we have an incredible supply of [migrant] labor, and … we will not fix something like that until you secure the border.”
And my view of that is, it is a remarkable formula that [Congress] is holding the solution hostage until [Congress] fixes the problem. (Emphasis added)
Converted into English, Mayorkas is arguing Congress can solve the border crisis and the claimed shortage of workers by allowing the migrants across the border to take the jobs.
Mayorkas did not address the economic impact of letting millions of desperate migrants into the U.S. job market.
As usual, none of the questions to Mayorkas asked him to describe the economic impact.

— Breitbart News (@BreitbartNews) March 8, 2023
The question is not asked because the damage would be — and is — huge, especially to less-educated Americans, and recent immigrants, legal and illegal.
Since the 1990s, the migrant inflow has successfully forced down Americans’ wages and also boosted rents and housing prices. The inflow has also pushed many native-born Americans out of careers in a wide variety of business sectors and contributed to the rising death rate of poor Americans.
Mayorkas knows that hisopen-borders answer is shared by many GOP politicians. For example, GOP Tony Gonzales (R-TX) and presidential candidate Nikky Haley are both arguing that illegal immigration be stopped and that CEOs be allowed to hire foreign migrants instead of Americans.
The legal inflow “needs to be where anybody who wants to come and work can do so,” Gonzales told Semafor.com for an April 9 post.
Mayorkas justified his policy of opening the borders by claiming the U.S. global superpower – which is now at war with another global superpower in Ukraine — does not have the power to migrantsgrnats from crossing the border:
Desperation is the greatest catalyst for the migration that we are seeing.
…
So the level of desperation would suggest that whatever deterrence we could impose, whether it’s a facility or otherwise, will not work alone. So our model is as follows: Build lawful pathways, cut out the smugglers who exploit these vulnerable individuals. Build lawful pathways, give individuals an opportunity to reach the United States safely in an orderly way to avail themselves of the humanitarian relief our laws provide, and then deliver a consequence for those who do not avail themselves of those lawful pathways. It has worked extraordinarily well.
But many migrants are not desperate. They rationally travel from despotic governments to the U.S. border for Mayorkas’ dangled offer of economic opportunity — not because of fear or hunger. In fact, Mayorkas’ incentivized exodus often helps dispositive governments by converting likely rebels into U.S. -based workers who send taxable remittances back to the dictatorial governments of Venezuela, Cuba, and Nicaragua.
Also, Mayorkas’ catch-and-release policy allows even the poorest people to fund their travel by offering to pay high-interest loans to smugglers. Without catch-and-release policies viaMayorkas’ various asylum, parole, and family unification excuses, smugglers would quit because the migrants would be unable to repay their loans, no matter their level of desperation.
Mayorkas is a pro-migration zealot. who argues that laws curbing migration as subordinate to the “Nation of Immigrants” narrative that was established by lobby groups during the Cold War, when immigrants were just 7 percent of the population
He has said his border management is “all about achieving equity, which is really the core founding principle of our country.”

Congress’ immigration law “needs to be changed if it does not either meet our highest ideals or actually proves to be functional in the service of those ideals,” said Mayorkas said in February 2023.
“We cannot have the rights and the needs of individuals who are seeing humanitarian relief in the United States be exploited for political purposes,” he told ABC News on January 2023.
But this ideological perspective is aligned with investors’ demands for an ever-growing inflow of desperate and compliant workers, apartment-sharing renters, and tax-payer consumers.
Extraction Migration
The federal government has long operated an unpopular economic policy of Extraction Migration. This colonialism-like policy extracts vast amounts of human resources from needy countries, reduces beneficial trade, and uses the imported workers, renters, and consumers to grow Wall Street and the economy.
The migrant inflow has successfully forced down Americans’ wages and also boosted rents and housing prices. The inflow has also pushed many native-born Americans out of careers in a wide variety of business sectors and contributed to the rising death rate of poor Americans.
The lethal policy also sucks jobs and wealth from heartland states by subsidizing coastal investors with a flood of low-wage workers, high-occupancy renters, and government-aided consumers.
Migration — and especially, labor migration — is unpopular among swing voters. A 54 percent majority of Americans say Biden is allowing a southern border invasion, according to an August 2022 poll commissioned by the left-of-center National Public Radio (NPR). The 54 percent “Invasion” majority included 76 percent of Republicans, 46 percent of independents, and even 40 percent of Democrats
More Migrants Apprehended in Canadian Border Sector in 7 Months than Last 4 Years Combined
Swanton Sector Border Patrol agents apprehended more migrants so far this fiscal year than the previous four years combined. During the first seven months of the fiscal year, agents apprehended more than 3,000 migrants.
Swanton Sector Chief Patrol Agent Robert Garcia tweeted a shocking report revealing his agents apprehended more migrants so far this fiscal year than the previous four years combined. Since October 1, 2022, Swanton Sector agents apprehended at least 3,060 migrants who illegally crossed the border from Canada into Vermont, New Hampshire, or parts of New York.
Between October 1 2018 and October 1, 2021 Swanton Sector agents apprehended 3,060 migrants according to official Border Patrol reports. The agents apprehended 2,670 migrants during the first six months of this fiscal year plus at least 390 more so far this month, according to Chief Garcia’s tweet.
The dramatic upward movement in the chart above began last June when agents apprehended 93 migrants. Since June 1, Swanton Sector agents apprehended more than 3,700 migrants.
Crossing the border from Canada into the Swanton Sector is highly dangerous, Chief Swanton previously tweeted. Earlier this month his agents and EMS/Fire cress from Richford, Vermont, rescued a migrant woman who became stranded after her male partner abandoned her in the “cold, swift-running water of the Missisquoi River.
The chief also tweeted photos in late March showing migrant families crossing the border in winter conditions with young children, including a five-month-old baby.
The apprehension of at least 3,060 migrants in just under seven months shatters the record for the most Swanton Sector Migrant apprehensions. The previous record of 2,701 migrant apprehensions dates back to FY04.
So far this fiscal year, Border Patrol reports more than 1,500 migrant got-aways in the Swanton Sector. This brings the total number of known border crossers in the Swanton Sector to nearly 4,700 migrants.
The Swanton Sector covers nearly 300 miles of the Canadian border with Vermont, New Hampshire, and part of New York.

The Only Businesses Given Tax Breaks in Dem’s ‘Small Business Tax Equity’ Bill are Marijuana Sellers
Rep. Earl Blumenauer (D-Oregon) introduced a bill Monday to provide tax breaks only to marijuana sellers.
Labeled the “The Small Business Tax Equity Act,” the bill actually helps only one specific type of small business: those that sell marijuana, in violation of the federal Controlled Substance Act.
As the Congressional Research Service explains, state laws legalizing marijuana are at odds with federal statue:
“It is increasingly common for states to have laws and policies allowing for medical and/or recreational use of marijuana—activities that violate the CSA.”
IRS Code Section 280E says that businesses selling controlled substances (such as marijuana) that violate federal law are not entitled to tax deductions for expenditures:
§280E. Expenditures in connection with the illegal sale of drugs
“No deduction or credit shall be allowed for any amount paid or incurred during the taxable year in carrying on any trade or business if such trade or business (or the activities which comprise such trade or business) consists of trafficking in controlled substances (within the meaning of schedule I and II of the Controlled Substances Act) which is prohibited by Federal law or the law of any State in which such trade or business is conducted.”
The IRS notes that marijuana may deduct the cost of goods sold, just not overhead expenses:
“While IRS Code Section 280E is clear that all the deductions and credits aren’t allowed for an illegal business, there’s a caveat: Marijuana business owners can deduct their cost of goods sold, which is basically the cost of their inventory. What isn’t deductible are the normal overhead expenses, such as advertising expenses, wages and salaries, and travel expenses, to name a few.”
Blumenauer’s bill removes that restriction, not for other types of controlled substances, but only for marijuana:
To amend the Internal Revenue Code of 1986 to allow deductions and credits relating to expenditures in connection with marijuana sales conducted in compliance with State law.
…
ALLOWANCE OF DEDUCTIONS AND CREDITS RELATING TO EXPENDITURES IN CONNECTION WITH MARIJUANA SALES CONDUCTED IN COMPLIANCE WITH STATE LAW.
(a) IN GENERAL—Section 280E of the Internal Revenue Code of 1986 is amended by inserting before the period at the end the following: ‘‘, unless such trade or business consists of marijuana sales conducted in compliance with State law’’.
(b) EFFECTIVE DATE—The amendment made by this section shall apply with respect to taxable years ending after the date of the enactment of this Act.
Rep. Blumenauer is co-chair of the Congressional Cannabis Caucus, which he founded in 2017.
March 20 is known as "420 Day," an unofficial annual holiday, during which enthusiasts celebrate their love of marijuana.
