The U.S. Department of Health and Human Services (HHS) announced the opening of yet another Emergency Intake Sites (EIS) to move the ever-increasing numbers of unaccompanied migrant children out of Border Patrol custody. The move mirrors recent announcements by HHS to address the surge in unaccompanied children migrants flooding across the southern border in record numbers.

HHS opened the newest EIS facility at Joint Base San Antonio (JBSA) in central Texas. The site, located on Lackland Air Force Base, will provide shelter for up to 372 boys aged 13-17 years old. It is the second EIS opened in San Antonio since March.

According to HHS, the EIS shelters provide the required standards of care for children. These include providing clean and comfortable sleeping quarters, meals, toiletries, laundry, and access to medical services. A COVID-19 health screening protocol for all detained children will be implemented to follow CDC guidelines for preventing and controlling communicable diseases. Services are provided by a combination of contractors, and federal staff – including teams from the HHS Office of the Assistant Secretary for Preparedness and Response and the U.S. Public Health Service Commissioned Corps.

The number of unaccompanied minors in United States custody rose over the last several months and shows no signs of waning. There are more than 22,000 unaccompanied children being held by HHS and CBP at Border Patrol Stations and HHS facilities across the country.

According to a law enforcement source within CBP, Border Patrol agents apprehended nearly 19,000 unaccompanied children in March — an all-time monthly record. HHS is scrambling to keep up with the record numbers by adding facilities and increasing capacity to detain the unaccompanied children at a pace not seen before.

In March alone, HHS opened nine facilities to deal with the influx. Although current laws dictate the children may only be in Customs and Border Protection (CBP) custody for 72 hours, many have been detained for over ten days according to law enforcement sources. A number of Border Patrol facilities are facing issues with overcrowding.

According to HHS, 394 unaccompanied children were discharged from custody to sponsors within the United States on Friday. The Border Patrol arrested 450 on the same day.  The daily 30-day average for UAC’s apprehended by the Border Patrol stands at 494 per day according to the data released Friday.

The potential detention capacity for unaccompanied children added by the Biden administration since March 1 alone is over 18,000 beds. HHS estimates the cost to house each unaccompanied child in an EIS is approximately $775 per day. The Biden administration thus far has not communicated a clear plan to reduce the influx of unaccompanied children.

The Biden administration is planning to continue to release hundreds of migrant families a day into the United States in coming months.

The Washington Examiner obtained a document from the Immigration and Customs Enforcement (ICE) that reveals the plan:

The 400 figure is eight times greater than the 50 families that Border Patrol and Immigration and Customs Enforcement were releasing from its facilities each day early on in 2021. As of mid-March, Border Patrol agents were seeing 500 people arrive as part of a family group per day. Only the head of family is enrolled in ICE’s programs that track people after they are released or paroled into the country, so the total number of migrants released is at least two times higher than the 400 figure because each family has at least two people.

In the final months of 2020, the number of people who were intercepted at the border hovered around 75,000 per month. By February, the first full month that President Joe Biden was in office, that monthly number had grown to more than 100,000. In March, the number of families, adults, and single children showing up at the border spiked to 172,000.

Numbers rose as migrants anticipated friendlier asylum policies under the Biden administration. After taking office, Biden ordered the Border Patrol no longer to turn away single children immediately who cross the border alone. At the same time, the Mexican state of Tamaulipas blocked the U.S. from returning families as the U.S. had been doing since March 2020 in an effort to avoid detaining people during the pandemic. The majority of families and all non-Mexican children are not being removed from the country, but most single adults continue to be removed.

“The number of individuals enrolled in the ICE Alternatives to Detention program has increased from 50 per day to 200 per day in March 2021,” an ICE document states. “Within 90 days, the enrollment is projected to double to 400 per day. It is because of this unusual and compelling urgency that the Government requires the [emergency family reception sites] to meet the critical mission requirements of housing, feeding, transporting, and providing medical attention to these thousands of asylum-seeking families along the southwest border.”

“DHS is seeing an increase in irregular migrant flows to the southwest border of the United States, including greater numbers of family units and unaccompanied children,” the document states. “The projected encounters for fiscal year (FY) 2021 are expected to be the highest number observed in over 20 years.”

The report noted that U.S. Department of Health and Human Services (HHS) signed a $530 million no-bid contract for Texas-based nonprofit Family Endeavors to house Unaccompanied Alien Children (UAC) and ICE gave another non-profit $87 million to house families in hotels before they are transferred from law enforcement custody to HHS.

Pro-migration Democrats and business allies got President Joe Biden to quickly overrule a Friday announcement by his top staff that would have capped the 2021 inflow of refugees at 15,000.

“The President’s directive today has been the subject of some confusion,” White House press secretary Jen Psaki said in an afternoon statement. “We expect the President to set a final, increased refugee cap for the remainder of this fiscal year by May 15,” she added.

The Psaki announcement came a few hours after Jake Sullivan, Biden’s National Security Advisor, tweeted:

America needs to rebuild our refugee resettlement program. We will use all 15,000 slots under the new Determination and work with Congress on increasing admissions and building back to the numbers to which we’ve committed.

The scale of the reversal may not be known until May 15, when the final 2021 number is scheduled for release. But pro-migration groups are hoping that Biden will announce a 2021 goal of importing several tens-of-thousands of refugees before October, up from the 15,000 scheduled by former President Donald Trump.

The Washington Post reported late on Friday:

Late Friday, White House officials held a call with refugee advocates, during which deputy national security adviser Jon Finer said the cap would likely be lifted well before May 15, according to two people on the call. Finer also said that the administration would try to resettle refugees as soon as possible, rather than spreading out the admissions until Sept. 30, the people said. White House officials plan to hold another meeting with advocates next week, people with knowledge of the plans said.

Biden’s afternoon reversal came after a furious backlash by pro-migration advocates, including senior Democrats, far-left advocates, and business groups.

The morning statement setting the 15,000 level was slammed by Democrats, including Rep. Zoe Lofgren (D-CA),  Sen. Bob Menendez (D-NJ), and Rep. Alexandria Ocasio-Cortez (D-NY). “This is unacceptable,” said Sen. Dick Durbin, (D-IL), the second-ranking Democrat Senator.

The politicians’ protests were backed up by pro-migration advocates, including the FWD.us group of investors funded by Facebook founder Mark Zuckerberg.

“We strongly urge President Biden to reverse this decision and commit to his prior promises to rebuild America’s refugee program,” said a quick statement from the FWD.us group, which supports almost any increased inflow of workers, consumers, and renters into the American economy.

The tweeted statement by the wealthy investors suggested that Biden should overrule his top deputies, despite the polling crash caused by the pro-migration preferences of his appointee at the Department of Homeland Security:

At some of our best moments, America has been a beacon of hope and a nation that actively seeks to welcome those seeking refuge—and at some of our worst, we turned our back on those very people in their time of greatest need … today’s decision is not only morally wrong, but will make the forced migration situation from Central America worse.

We strongly urge President Biden to reverse this decision and commit to his prior promises to rebuild America’s refugee program.

The Zuckerberg group of investors is the leading funder and advocate for more migration into Americans’ communities and workplaces. Many other like-minded groups that have received funds from Zuckerberg joined in the backlash.

“Biden should revisit” the decision, said a tweet from Frank Sharry at the Zuckerberg-funded America’s Voice group. “This refugee decision [reeks] of politics. If that’s true, then it’s an unforced political error,” Sharry said in another tweet.

“This decision is bullshit,” Sharry continued in another tweet.

The National Immigration Forum — another recipient of Zuckerberg funds — joined in slamming the 15,000 announcement, saying:

On the day the Biden administration decides to maintain refugee resettlement historic lows, I think about the Afghans who helped our military and what they must be thinking.

Late on Friday, pro-migration advocates celebrated when Biden reversed the staff’s 15,000 decision.

“This is a testament to the power that people’s movements, community advocates, & progressive coalitions have built,” Ocasio-Cortez tweeted. “Thankful for that and the Biden admin’s decision to respond to organizers today. Now let’s get these families to their new homes here in the United States.”

The Biden reversal will likely worsen public worries about his immigration policies.

A White House official told the New York Times that the lower goal of 15,000 was picked because of public opposition to the border chaos:

A senior administration official, speaking on the condition of anonymity to discuss the decision-making, said the administration grew concerned that the surge of border crossings by unaccompanied minors was too much and had already overwhelmed the refugee branch of the Department of Health and Human Services.

The Washington Post reported April 16:

People close to the White House’s decision-making have said they detected political concerns about expanding the refugee program at a moment when there is increasing pressure on Biden to be tougher on immigration and border security. Biden is dealing with a surge in the number of migrants arriving on the southern border, which has caused policy and political worries about immigration inside the White House, according to people with knowledge of the situation.

Biden’s half-open, half-closed border has created chaos and has deeply damaged Biden’s poll numbers. Breitbart News reported April 15:

Biden’s policies have gotten him 64 percent disapproval among independents, and 55 percent disapproval among Latinos, according to a Quinnipiac poll of 1,237 adults, conducted April 8-12.

Just 22 percent of swing-voting independents and 27 percent of Latinos support Biden’s policy to extricate hundreds of thousands of migrants from their countries into a Hunger Games-style obstacle course, so they can be used in the U.S. economy.

GOP voters strongly oppose these policies, so the Quinnipiac numbers translate into a national disapproval rate of 55 percent, with just 29 percent approval for Biden’s immigration policy.

The refugee programs are unpopular among ordinary Americans because they shift elite attention from Americans’ concerns by pushing foreign migrants into Americans’ towns. That population shift helps to push down wages, raise rents, crowd schools, fracture stable communities, shrivel investment in labor-saving machinery, and redirect corporate investment to the coastal states.

The programs are supported by low-wage employers, university leftists, landlords, retailers, and organizations that receive taxpayer dollars to settle the refugees.

Most refugees settle in coastal states, pushing up rents and capping wages for nearby Americans, such as those living in Ocasio-Cortez’s district. That skew hides much of the program’s damaging impact. But people in heartland states also lose when refugees settle in coastal states because the arrival of foreign labor allows coastal investors to focus their job-creating investments near their coastal homes, not in the interior states, such as West Virginia, Ohio, and Kentucky.

Refugees are put on a fast-track to citizenship and can import additional family members via chain migration. The growing population of Democrat-voting Somalis in the United States is the most obvious impact of the nation’s expensive refugee program.

If each migrant brings in just five relatives, then a 2021 goal of 30,000 refugees will eventually deliver 180,000 refugees. The New York Times sketched the chain-migration process:

Asende Ecasa, 33, packed her belongings and left the Nyarugusu refugee camp in Tanzania last month expecting to arrive in the United States on March 4. After Mr. Biden delayed the admissions designation, Ms. Ecasa’s flight was canceled. The medical screening she got to ensure her travel has expired.

Her cousin Alex Majaliwa, who lives in Grand Rapids, Mich., now has no idea when Ms. Ecasa will be allowed into the country.

“If possible, the president can really hear our suffering because we want to come to the nation to find our life, to improve our lives,” Mr. Majaliwa said. It took him years to be approved for resettlement in America.

For many years, a wide variety of pollsters have shown deep and broad opposition to labor migration and the inflow of temporary contract workers into jobs sought by young U.S. graduates. This opposition is multiracialcross-sexnon-racistclass-basedintra-Democraticrational, and recognizes the solidarity that Americans owe to each other.

Mo Brooks: Joe Biden’s America Gives Illegal Aliens Stimulus Checks While Veterans Struggle to Get Benefits

Rep. Mo Brooks (R-AL), running for the United States Senate, says “Joe Biden’s America” includes stimulus checks for illegal aliens as American veterans struggle to get their benefits.

As Breitbart News has reported, Gov. Andrew Cuomo (D) and state Democrats have struck a budget deal that includes $2.1 billion in taxpayer funding to provide unemployment benefits and stimulus checks to nearly 300,000 illegal aliens.

Illegal aliens who will be eligible for the one-time payment could receive up to $15,600, the equivalent of about $300 a week for one year.

Brooks wrote in a statement online this week that the plan embodies “Joe Biden’s America,” while American Veterans are reportedly struggling to access their earned benefits due to a records backlog.

“U.S. military veterans are struggling to get the benefits they earned serving our country, but New York is sending $15K checks to illegal aliens,” Brooks wrote. “It’s shameful, but not surprising in Joe Biden’s America.”

In one case, detailed by WTVY News 4, 74 -year-old Vietnam Veteran Jack Hoaglan — who passed away after contracting coronavirus — was unable to receive a funeral with his military honors as a result of the records backlog. The backlog means there are about 500,000 American military families waiting for their benefits after putting in requests.

“We asked [our veterans] to do the ultimate and we can’t even get them their basic benefits?” Hoaglan’s wife, Melissa, told the local network.

New York’s taxpayer-funded payments to illegal aliens are one of the largest funded programs in the state’s budget. For example, the emergency rental assistance program is receiving just $300 million more than the illegal alien fund, while homeowner assistance is being funded to the tune of $600 million, about $1.5 billion less than the illegal alien fund.

A group of House Republicans is urging the House Transportation and Infrastructure Committee to include border wall construction at the United States-Mexico border in any infrastructure package.

The group of 40 House Republicans, led by Rep. Darrell Issa (R-CA), wrote to ranking members of the House Transporation and Infrastructure Committee, asking them to ensure that an infrastructure package includes the construction of a border wall.

“… we urge you to include language to prioritize the continued and completed construction of the southern border wall and complementary border security infrastructure,” the House Republicans write:

As you know, in December 2020, Congress approved $1.375 billion for border wall construction. Despite this congressional direction, the Biden administration not only abruptly and irresponsbily ended immigration policies that were successfully discouraging illegal entry and effectively managing asylum claims, it also suspended ongoing construction at the border. This left multiple gaps in the nearly completed southern border infrastructure, which are repeatedly exploited by smugglers and migrants to illegally access the United States. As a result, the Biden administration — though less than 11 weeks old — has caused a record number of migrants to cross the southern border. [Emphasis added]

As the Committee considers multiple infrastructure requests, continuation of border construction is not only a fundamental priority for our communities — but for our national security as well. It is a proven, effective, cost-efficient, shovel-ready project that will benefit all Americans from the workers who build it, to the agents that defend our borders, to the communities that are made safer from narcotics to the fight to combat human trafficking we know is happening every day. While House Republicans urge the inclusion of border wall construction in an infrastructure package, House and Senate Democrats wrote to President Joe Biden’s administration begging them to include amnesty for illegal aliens in any such plan.

“Essential workers are American heroes — and they have earned the right to become American citizens,” the group of Democrats wrote, referring to illegal aliens.

Immediately after Biden took office in late January, he halted the construction of border wall that had been underway during the Trump administration. The move has resulted in an investigation by the Government Accountability Office (GAO) to determine whether Biden violated congressional directives by halting construction.

Photos from south Texas reveal how Biden’s halting construction has meant that materials, funded by previous budgets and authorized funding, are languishing.

Biden’s decision to halt construction cost American taxpayers about $6 million a day, an exclusive Breitbart News report revealed. Former Customs and Border Protection (CBP) Director Mark Morgan said the move has killed about 5,000 construction jobs as well as other jobs in the steel, concrete, and technology industries.

As many as 20,000 illegal aliens have escaped into the United States since President Joe Biden named Vice President Kamala Harris “crisis manager” to handle the surge of illegal immigration, Rep. Paul Gosar (R-AZ) says.

A month ago, Gosar invited Biden to Yuma County, Arizona, to see first-hand the record-breaking illegal immigration occurring. Gosar said on the House floor on Thursday that he has yet to hear back from Biden and has written again to offer an invitation.

In the letter, Gosar writes that Department of Homeland Security (DHS) officials have informed lawmakers that since Harris was named “crisis manager” on March 24, some 20,000 illegal aliens have entered the U.S., undetected by federal immigration officials.

Gosar writes:

Approximately 20 days ago, you named Kamala Harris as your “crisis manager” (on March 24) for the border crisis created in January. Mrs. Harris has not acted to address this crisis. Indeed, under her watch, the problem has gotten dramatically worse. [Emphasis added]

We are informed by the DHS that as many as 20,000 illegal immigrants have escaped into the U.S. since Harris was tapped, with an estimated 1,000 illegal aliens crossing the border daily, unpursued. [Emphasis added]

Despite the sincerity of my invitation, I have not received any formal response from you to my March 18 letter. Given the ongoing public health, humanitarian, and security crisis, I am writing to once again invite you, and Mrs. Harris, to visit Yuma County to see first-hand what my district and constituents are experiencing from this unprecedented surge of illegal alien border crossings. Gosar Letter to Biden by John Binder

As Breitbart News has exclusively reported, the Biden administration has hugely revamped the Catch and Release program whereby border crossers are apprehended and quickly released into the U.S. interior, often with no quarantine or coronavirus testing requirements.

In Yuma County, alone, the Biden administration has released more than 2,300 border crossers and 560 family units into the community since January 23. Overall, the Biden administration has released nearly 42,000 border crossers into the U.S. interior.

Those released into the U.S. interior are increasingly paroled into the nation. The parole process allows border crossers to apply for one-year work permits so they can take American jobs while awaiting court hearings.

President Joe Biden’s “sanctuary country” orders have helped cut the number of convicted criminal illegal aliens in Immigration and Customs Enforcement (ICE) custody by 70 percent since 2019, the latest data reveals.

Data collected by the Transactional Research Access Clearinghouse (TRAC) at Syracuse University shows that as of March 31, just 13,914 total illegal aliens were in ICE custody. For comparison, in May 2019, nearly 50,000 illegal aliens were in ICE custody — a 72 percent drop.

Of the nearly 14,000 illegal aliens in ICE custody today, more than 5,100 are convicted criminals and 919 others have pending criminal charges against them. In May 2019, more than 17,500 convicted criminals were in ICE custody, as well as nearly 5,700 illegal aliens with pending criminal charges.

The data indicates a 70 percent reduction in the number of convicted criminal illegal aliens in ICE custody compared to less than two years ago. In addition, the number of illegal aliens with pending criminal charges against them who are in ICE custody has been cut by 84 percent.

In February, top DHS officials announced sanctuary country policies that prevent ICE agents from arresting and deporting about 9-in-10 illegal aliens who would otherwise be deported.

These policies require that ICE agents only prioritize arrest and deportation for illegal aliens who have been recently convicted of aggravated felonies or are terrorists or known gang members. As a result, convicted illegal alien felons are being released into American communities.

Now, multiple states — including Texas, Florida, Louisiana, Montana, and Arizona — are suing the Biden administration over the orders, arguing that the White House is violating federal immigration law by providing sanctuary to the vast majority of illegal aliens living in the U.S.

Likewise, Florida Gov. Ron DeSantis (R) has issued crackdowns on illegal immigration to counteract the Biden orders.

On April 1, DeSantis directed state agencies to identify criminal illegal aliens in prison and “pursue all legal means available to transfer them to ICE custody upon completion of their Florida prison terms.” State agencies must now notify local law enforcement every time a criminal illegal alien is released into their community because of the Biden orders.

DeSantis is also mandating monthly updates to his office from the Florida Department of Law Enforcement on all criminal illegal aliens who have had their ICE detainers lifted before their release dates from prison and when criminal illegal aliens are released in Florida at ICE’s direction.

An illegal alien has been convicted and sentenced for repeatedly raping a child after federal immigration officials failed to deport him in the sanctuary state of California, Breitbart News has learned.

Fredys Aguilar-Menjivar, a 31-year-old illegal alien from El Salvador, was convicted and sentenced to 45 years in prison in Monterey County, California, this month on three counts of forcible rape of a child under 14-years-old and one count of child molestation, the District Attorney’s Office announced.

According to prosecutors, Aguilar-Menjivar raped a girl in his family multiple times from August 2018 to March 2020. The girl was younger than 14-years-old when the abuse started.

Other family members found out about the child sexual abuse when a family member walked in on Aguilar-Menjivar raping the girl at a family party. The girl tried to stop Aguilar-Menjivar during the abuse but prosecutors said he threatened her and her parents if she screamed for help.

The Immigration and Customs Enforcement (ICE) agency confirmed to Breitbart News that Aguilar-Menjivar is an illegal alien from El Salvador who was ordered deported by a federal immigration judge in June 2016. The deportation, though, never occurre, and the child sexual abuse began roughly two years later.

After Aguilar-Menjivar was arrested last month, ICE agents issued a detainer, requesting that the prison turn him over to federal immigration officials for arrest and deportation following his sentence.

Once out of prison, Aguilar-Menjivar will be required to register as a sex offender for life and a restraining order will be imposed that bans him from contacting the girl for 10 years.

A group of House and Senate Democrats is urging President Joe Biden to include amnesty for millions of illegal aliens in an infrastructure package as nearly 17 million Americans remain jobless.

In a letter to Biden, the group of 22 Democrats, including Reps. Joaquin Castro (D-TX) and Ted Lieu (D-CA), as well as Sens. Elizabeth Warren (D-MA) and Alex Padilla (D-CA), ask the White House to add amnesty for at least 5.2 million illegal aliens in any economic relief and infrastructure package.

Illegal aliens holding American jobs, the Democrats write, are a “truly important part of our nation’s critical infrastructure and crucial part of the backbone of our society” and thus “have more than earned” amnesty, which would include eventually securing United States citizenship.

“Essential workers are American heroes — and they have earned the right to become American citizens,” the Democrats write:

The Citizenship for Essential Workers Act directly relates to the priority of rebuilding America’s economic infrastructure and aligns entirely with the administration’s priority on defeating COVID19. If Republicans continue to refuse to advance immigration legislation supported by the overwhelming majority of the American people, the next reconciliation package on jobs and infrastructure should include citizenship for essential workers. Speaker Pelosi has already indicated her support for including immigration legislation in legislative packages advanced through budget reconciliation given the clear “case about the budget implications of immigration,” while the Congressional Hispanic Caucus and 100 members of the Democratic Caucus have also urged the inclusion of a pathway to citizenship for essential workers in COVID-19 relief legislation. The upcoming legislative package on jobs and infrastructure is the best opportunity to recognize and reward the sacrifices and labor of essential workers. [Emphasis added]

Castro’s amnesty plan would allow illegal aliens taking American jobs in at least 20 different occupations to adjust status to become legal permanent residents, thus securing a green card to remain in the U.S.

From there, those eligible illegal aliens would be able to apply for American citizenship after five years of living in the U.S. on a green card.

Biden, himself, has proposed an amnesty plan that Sen. Dick Durbin (D-IL) quickly admitted “doesn’t have support” in an interview last month. Biden’s amnesty would bring a foreign population to the U.S. close to the size of California by 2031 — permanently resettling more than 37.3 million foreign nationals in the nation.

Corporate interests and donors have led lobbying initiatives to pressure Washington, D.C., lawmakers to back an amnesty this year. Last week, U.S. Chamber of Commerce Vice President Neil Bradley called amnesty for illegal aliens “critically important.”

A flooded U.S. labor market has been well documented for its wage-crushing side effects, so much so that economist George Borjas has called mass immigration the “largest anti-poverty program” at the expense of America’s working and lower-middle class. The biggest winners are corporations and investors who can keep the cost of labor low and have a steady stream of consumers to buy their products and services.

Other research finds current legal immigration to the U.S. results in more than $530 billion worth of lost wages for Americans.

The Congressional Budget Office (CBO), likewise, has repeatedly noted mass immigration cuts Americans’ wages.

In 2013, CBO analysis stated that the “Gang of Eight” amnesty plan would “slightly” push down wages for the American workers. A 2020 CBO analysis stated “immigration has exerted downward pressure on the wages of relatively low-skilled workers who are already in the country, regardless of their birthplace.”

Every year, about 1.2 million legal immigrants receive green cards to permanently resettle in the U.S. In addition, 1.4 million foreign nationals get temporary visas to fill U.S. jobs that would otherwise go to Americans.

What’s clear is that the producers are leaving the state and the takers are coming in. Many of the takers are illegal aliens, now estimated to number over 2.6 million (BLOG: THE NUMBER IS CLOSER TO 15 MILLION ILLEAGLS). The Federation for American Immigration Reform estimates that California spends $22 billion (DATED: NOW ABOUT $35 BILLION YEARLY AND THAT IS ON THE STATE LEVEL ONLY. COUNTIES PAY OUT MORE) on government services for illegal aliens, including welfare, education, Medicaid, and criminal justice system costs. 

Liberals claim they more than make that up with taxes paid, but that’s simply not true. It’s not even close. FAIR estimates illegal aliens in California contribute only $1.21 billion in tax revenue, which means they cost California $20.6 billion, or at least $1,800 per household.
Nonetheless, open border advocates, such as Facebook Chairman Mark Zuckerberg, claim illegal aliens are a net benefit to California with little evidence to support such an assertion. As the Center for Immigration Studies has documented, the vast majority of illegals are poor, uneducated, and with few skills. How does accepting millions of illegal aliens and then granting them access to dozens of welfare programs benefit California’s economy? If illegal aliens were contributing to the economy in any meaningful way, California, with its 2.6 million illegal aliens, would be booming.
Furthermore, the complexion of illegal aliens has changed with far more on welfare and committing crimes than those who entered the country in the 1980s. Heather Mac Donald of the Manhattan Institute has testified before a Congressional committee that in 2004, 95% of all outstanding warrants for murder in Los Angeles were for illegal aliens; in 2000, 23% of all Los Angeles County jail inmates were illegal aliens and that in 1995, 60% of Los Angeles’s largest street gang, the 18th Street gang, were illegal aliens. Granted, those statistics are old, but if you talk to any California law enforcement officer, they will tell you it’s much worse today. The problem is that the Brown administration will not release any statewide data on illegal alien crimes. That would be insensitive. And now that California has declared itself a “sanctuary state,” there is little doubt this sends a message south of the border that will further escalate illegal immigration into the state.

"If the racist "Sensenbrenner Legislation" passes the US Senate, there is no doubt that a massive civil disobedience movement will emerge. Eventually labor union power can merge with the immigrant civil rights and "Immigrant Sanctuary" movements to enable us to either form a new political party or to do heavy duty reforming of the existing Democratic Party. The next and final steps would follow and that is to elect our own governors of all the states within Aztlan." 
Indeed, California goes out of its way to attract illegal aliens. The state has even created government programs that cater exclusively to illegal aliens. For example, the State Department of Motor Vehicles has offices that only process driver licenses for illegal aliens. With over a million illegal aliens now driving in California, the state felt compelled to help them avoid the long lines the rest of us must endure at the DMV. And just recently, the state-funded University of California system announced it will spend $27 million on financial aid for illegal aliens. They’ve even taken out radio spots on stations all along the border, just to make sure other potential illegal border crossers hear about this program. I can’t afford college education for all my four sons, but my taxes will pay for illegals to get a college education.

City Council Resolution Formally Declares Los Angeles a ‘Sanctuary City’

The Los Angeles City Council formally approved a resolution Friday declaring the City of Angels a “sanctuary city” for illegal aliens.

The council unanimously passed the resolution in a 12-0 vote, formally declaring Los Angeles “a city of sanctuary” for those residing in the U.S. illegally “who have been under attack in this Trump era,” CBS Los Angeles reported.

“We declare, for all those who have been under attack in this Trump era, that this city, in this day, in this time, will be a city of sanctuary,” City Councilman Gil Cedillo said. “It will be a place where people will know that they will be judged by the content of their character and not by the color of their skin, and not by who they choose to love, and not by when they got here. They will be judged by their contributions to our city.”

The council’s non-binding resolution was more of a symbolic gesture, as it does not change the city’s laws.

But the resolution did allow the city to create a commission tasked with investigating civil rights violations and imposing a $125,000 to $250,000 fine on those who commit acts of violence or harassment.

Friday’s resolution made Los Angeles’s sanctuary city status official, but the Los Angeles Police Department has had longstanding sanctuary policies on the books.

Officers have been told not to arrest individuals just because they entered the U.S. illegally and bar federal immigration authorities from access to county jails without a federal warrant.

In 2017, Los Angeles Mayor Eric Garcetti also promoted the city’s sanctuary policies prohibiting federal immigration officials from enforcing federal laws on illegal immigration at the local level.

When President Trump announced that year that the federal government would withhold federal funding from cities that did not enforce federal laws on illegal immigration, Garcetti defended Los Angeles’s position as a sanctuary city.

Feds: Sanctuary Los Angeles Releases 100 Criminal Illegal Aliens Every Day

The sanctuary city of Los Angeles, California releases up to 100 criminal illegal aliens back into neighborhoods and communities every day, according to federal immigration officials.

Los Angeles officials release up to 100 criminal illegal aliens who are in police custody every day, according to Immigration and Customs Enforcement (ICE) official Timothy Robbins.

In testimony to Congress, Robbins said that before California’s sanctuary state law — which protects criminal illegal aliens in the state from deportation — Los Angeles police would turn over to ICE between 75 to 100 criminal illegal aliens every day.

Since the sanctuary state law was implemented, Robbins said that the number has dwindled to almost zero being turned over daily to ICE agents.

Robbins said:

Today, because of the sanctuary policies that are in place, we recieve less than five which means — with all things being equal — there are 70 to 100 criminal aliens hitting the streets of Los Angeles, alone, that is one city within the United States. This is a significant problem that has been overlooked for too long.

California has one of the most expansive sanctuary state laws in the nation. As Breitbart News has reported, California law enforcement officials have refused to turn at least 5,600 criminal illegal aliens over to ICE agents for arrest and deportation. Instead, these illegal aliens were released back into communities.

In one case last year, a 47-year-old illegal alien from El Salvador sought sanctuary in California after being deported from the U.S. six times. In September 2018, the illegal alien was charged with murdering three men — including 39-year-old Steven Cruze Jr. — by beating them to death with a baseball bat.

California Governor Newsom Issues 22 Pardons

10 allow the recipients to avoid deportation due to their crimes

California Governor Gavin Newsom (D) last week issued 22 pardons, 13 commutations of sentences, and four medical reprieves. Some were garden-variety acts of clemency, but 10 were issued to allow the recipients to avoid the immigration consequences of their criminal activity. Three of the latter variety really stand out.

Saengsavan Choum was convicted in 1999 in California for voluntary manslaughter. He was 21 and the driver of a getaway car when his partner shot and killed a rival gang member. Choum received a sentence of four years for that offense.

Duc Nguyen was 16 when he and associates got into a fight. One of those associates stabbed and killed one of the others in that affray. Nguyen was sentenced to 14 years for voluntary manslaughter in 2003.

Somdeng Thongsy was convicted of second degree murder and attempted second degree murder in 1997. He received a sentence of 27 years, four months to life for those convictions. At the age of 17, he and associates got into a fight with rival gang members. He shot and killed one of those rivals, and injured two others.

The pardons for the three notes that each is facing "impending deportation", although their immigration statuses are not listed. It is safe to assume, however, that each is in a lawful status, facing removal on criminal grounds relating to their convictions.

Pursuant to section 237(a)(2)(A)(vi) of the Immigration and Nationality Act (INA), the criminal grounds of removal in sections 237(a)(2)(A)(i) (for a crime involving moral turpitude (CIMT)), (ii) (for two CIMTs not arising out of the same course of conduct), (iii) (for an aggravated felony or felonies), and (iv) (for high-speed flight from an immigration checkpoint) do not apply to a conviction if the alien "has been granted a full and unconditional" gubernatorial pardon.

Each of the individuals described above received a full and unconditional pardon from Governor Newsom.

Murder is defined in section 187(a) of the California Penal Code as "the unlawful killing of a human being, or a fetus, with malice aforethought". Under section 188(a)(1) of the California Penal Code: "Malice is express when there is manifested a deliberate intention to unlawfully take away the life of a fellow creature."

Second degree murder is defined by section 189(b) of the California Penal Code, and is a catchall for any kind of murder that does not fall within the limited definition of first degree murder in subsection (a) therein.

Murder is an aggravated felony as defined in section 101(a)(43)(A) of the INA, and would also be a crime of violence under section 101(a)(43)(F) of the INA (if the term of imprisonment is a year of more, as in the case of Thongsy), as well as a CIMT.

Manslaughter is defined in section 192 of the California Penal Code as "the unlawful killing of a human being without malice". Pursuant to subsection (a) therein, manslaughter is "voluntary" when it is committed "upon a sudden quarrel or heat of passion".

Voluntary manslaughter is (at least arguably) an aggravated felony crime of violence where the sentence is a year or more, and a CIMT.

Given these facts, and assuming that they do not have any other criminal convictions that would render them removable from the United States (and assuming that they are otherwise in a lawful immigration status), Newsom has, effectively, rendered Choum, Nguyen, and Thongsy not removable.

That is his right as governor, and Congress can always eliminate the implications for immigration purposes of such acts of clemency as it sees fit. I will note that the pardon power has been recognized (for CIMTs, at least, before the advent of aggravated felonies) in the INA since it was passed in 1952, and in fact was a bar to deportations for CIMTs as far back as the Immigration Act of 1917.

Immigration is an issue for the national government, but ours is a federal republic, and most crimes are punished at the state level. It is logical — if not always reasonable — for the federal government to respect the actions of the executive of the several states in pardoning criminals for the crimes committed there.

Should Newson have issued those pardons?

That is an issue for the people of California, but with due respect to them, these are serious crimes, and (I hope) Newsom thought twice before issuing those pardons. In each case, someone died, needlessly. Deportation is the ultimate punishment for immigrant criminals (except in death penalty cases, of course), and not only a strong deterrent, but also a way to ensure that such criminals do not act in that jurisdiction again.

Of course, DHS would appear to bear some responsibility in these cases. They could have acted to remove Thongsy since 1997, Choum since 1999, and Nguyen since 2003. Perhaps ICE identified each years ago, and the imminent removal of each has been pending for 23 years, 21 years, and 17 years, respectively. If not, however, it becomes easier for a governor to issue a pardon with each passing day, contending that the convictions are old and that the actors have subsequently been rehabilitated.

All of that considered, however, California has been a sanctuary state since January 2014, when the so-called TRUST Act went into effect. Such laws serve to prevent ICE from identifying and detaining criminal aliens. You really cannot blame ICE for not removing aliens for crimes that they know nothing about.

In any event, three aliens convicted of serious crimes in which someone died will likely be able to remain in the United States indefinitely. I say "the United States" because nothing prevents any of them from moving out of the Golden State, as six million others did between 2007 and 2016. If they reoffend in California, voters there can vote the governor out. If they reoffend elsewhere, however, the victims (and the community as a whole) will only have Gavin Newsom to blame.

The Los Angeles Times reported Monday:

Killings are up 25% over last year and shootings are up more than 32%, mirroring increases in violence that are driving concerns in big cities across the nation. Last week, a pregnant woman was gunned down. Children and elderly residents have been killed. Of all the year’s victims, nearly 20% have been homeless. Gangs are suspected in many cases.

The roughly $3-billion police budget was cut this year by $150 million in the wake of widespread protests against police brutality and misconduct, and Moore said he is scrambling to put more officers on the street — particularly in South L.A., where much of the recent violence has been — as he is slashing specialized units and reducing overtime by half.

“These cuts couldn’t come at a worse time,” Moore said. “My ability to put added resources [in the community] right now is hampered.”

As Breitbart News reported in June, Garcetti announced the cuts to the police department in the midst of ongoing Black Lives Matter riots. The funds were ostensibly meant to be redistributed to “communities of color” in the city.

Moreover, as Breitbart News reported earlier this month, the homicide division has been targeted by cuts. The department’s sexual assault unit was shut down entirely due to the cuts, along with other specialized divisions, such as animal cruelty.
