Two of Gov. Andrew Cuomo’s (D., N.Y.) top lieutenants recruited the president of the Human Rights Campaign to obtain a confidential personnel file of one of the governor’s accusers, which they leaked to multiple media outlets.

According to a bombshell report released by New York attorney general Letitia James on Tuesday, Richard Azzopardi and Melissa DeRosa directed the release of information about Cuomo accuser Lindsey Boylan, after she publicly accused the governor of sexual harassment in December 2020.

Cuomo sexually harassed at least 11 female state employees and members of the public, including a state trooper, according to the attorney general’s report. It said that Cuomo engaged in non-consensual touching and made inappropriate sexual remarks to employees. The report also accuses Cuomo’s advisers of overseeing a "culture of fear and intimidation."

The report is likely to lead to calls for Cuomo to resign from office, or to face impeachment. President Joe Biden said in March that Cuomo should resign if the sexual harassment allegations were substantiated.

According to the attorney general’s report, DeRosa requested Boylan’s file from Alphonso David, a former Cuomo legal adviser who is now president of the Human Rights Campaign, a pro-LGBT organization. DeRosa sought the information after Boylan tweeted on Dec. 9, 2020, that Cuomo was "one of the biggest abusers of all time." Her allegation led to a tidal wave of accusers coming forward to describe sexual harassment they faced while working for the Democratic governor.

David, who took over the Human Rights Campaign in August 2019, sent Boylan’s file to Azzopardi on Dec. 11, 2020. David testified he kept Boylan’s records even after leaving government service because it "may have been the only instance where [he] was actually involved in a counseling of an employee when [he] was in the Executive Chamber." David counseled Boylan in September 2018 following a workplace conflict with another employee in the governor’s office.

Azzopardi sent the information about Boylan to reporters from numerous news outlets, including the Associated Press, New York TimesNew York PostNew York Daily News, the Hill, and CBS, according to the attorney general’s report.

The files in question included discussions of complaints made against Boylan in 2018. David had labeled the files "confidential" and "privileged."

The Cuomo aides and David also wrote and circulated a draft of an op-ed intended to discredit Boylan. The attorney general’s office said that while the op-ed was never published, the draft "constitutes retaliation" when considered alongside the release of Boylan’s personnel files.

DeRosa and David also took part in discussions about secretly recording another woman who accused Cuomo of touching her inappropriately. The report says DeRosa directed a former Cuomo staffer to surreptitiously record the accuser, identified only as Kaitlin, to find out if she was coordinating her story with Boylan. The report says David was involved in discussions about recording Kaitlin.

David and the Human Rights Campaign did not respond to requests for comment. The governor’s office also did not respond to requests for comment.

10 Disgusting Details From the Andrew Cuomo Sexual Harassment Report

Gov. Andrew Cuomo (D., N.Y.) violated federal and state laws by sexually harassing multiple women during his time in office, the New York attorney general's office announced on Tuesday.

The findings, detailed in a 165-page report, were the result of a five-month investigation in response to numerous allegations of inappropriate conduct against the governor. It's worth noting that Cuomo, aka the "Luv Guv," was praised by journalists and other liberals as an ethical sex icon in the early days of the COVID-19 pandemic.

Cuomo responded by once again denouncing his female accusers as liars. "The facts are much different than have been portrayed" in the attorney general's report, he said. "I never touched anybody inappropriately or made inappropriate sexual advances."

The governor went on to suggest that the accusations contained in the report were based on "generational or cultural perspectives that I didn't know about" and suggested his accusers were either seeking attention or had "heard things that I quite simply just didn't say."

As you might expect, the report contains a number of alarming revelations about Cuomo's behavior. Here are ten of the most disgusting details, in no particular order.

1) Stop and frisky

The report includes corroborated allegations from a woman identified as "Trooper #1" who was transferred to the governor's Protective Service Unit at Cuomo's request. She testified that the governor made a series of unwanted advances, including "running his hand across her stomach, from her belly button to her right hip, while she held a door open for him at an event," as well as "running his finger down her back, from the top of her neck down her spine to the middle of her back, saying ‘hey, you,' while she was standing in front of him in an elevator." Gross.

2) Call me daddy

Trooper #1 described a conversation with Cuomo in which the governor said his ideal girlfriend would be someone who "can handle pain."

3) Bodily advice

According to the report, Cuomo told his aide Charlotte Bennett, who was considering getting a tattoo for her birthday, that she should "get it on her butt, where it could not be seen." The governor, who is widely suspected to have pierced nipples, also asked Bennett whether she had piercings on any other body parts besides her ears. Not surprisingly, she described this conversation as "painfully awkward."

4) The good listener

Bennett, a victim of sexual assault, described another awkward conversation she had with Cuomo about her plans to give a speech about sexual violence at her alma mater. She recalled being traumatized when Cuomo told her, "‘You were raped. You were raped and abused. You were raped and abused and assaulted' maybe 17 times in a row and wouldn't stop." The conversation eventually moved on to other topics, such as which celebrities Cuomo wanted to sleep with and his dream of driving a woman into the mountains on his motorcycle.

5) The premonition

Cuomo, who declared "I am very funny" in his memoir about successful leadership during the COVID-19 pandemic, reportedly joked that Bennett looked like an alien from the movie Predator when she wore a mask. The comedy routine continued. "If I were investigated for sexual harassment, I would have to say I told her she looked liked a monster," he said, laughing.

6) The spider trick

A woman named Virginia Limmiatis recalled meeting the governor at an event hosted by the energy company where she worked. The report details the interaction, in which Cuomo assaulted the woman after attempting an insect-themed come on:

Governor then leaned in, with his face close to Ms. Limmiatis's cheek, and said, "I'm going to say I see a spider on your shoulder," before brushing his hand in the area between her shoulder and breasts (and below her collarbone). Ms. Limmiatis was shocked, and immediately informed a number of other attendees of what had happened.

7) The suave swab

Cuomo attempted to flirt with the female state employee tasked with testing him for COVID-19, requesting that she not administer the nasal swab "so deep that you hit my brain." The employee said she would be "gentle but accurate," to which the governor responded with a "joke of an implied sexual nature," according to the employee's testimony. "Gentle but accurate, I've heard that before," the hilarious governor quipped.

8) The woke poke

When questioned as to why he requested Trooper #1 be transferred to his security detail, despite lacking the necessary qualifications, Cuomo said the decision was based on his desire to increase diversity. He testified that he "was on constant alert to recruit more women, blacks, and Asians to the state police detail." When a local newspaper began asking questions about the arrangement, the governor's top aide, Melissa DeRosa, angrily accused the paper's editor of launching a "sexist" inquiry.

9) Brotherly Luv Guv

The report confirms previous reports that CNN anchor Chris Cuomo was among the "team of advisors" who frequently counseled the governor after allegations of sexual misconduct were made public. The report expresses concern that Chris Cuomo and others were not "officially retained" yet were "regularly provided with confidential and often privileged information about state operations and helped make decisions that impacted state business and employees."

10) Eliot Spitzer's ex-lover

Also listed as an unofficial damage control adviser to the governor is Lis Smith, the ex-lover of disgraced former governor Eliot Spitzer (D., N.Y.), who was married at the time of their relationship. She most recently served as senior communications director for Pete Buttigieg's failed presidential campaign.

Time’s Up Founder Helped Cuomo Team Smear Governor’s Accuser

The founder of a group committed to fighting sexual harassment in the workplace advised Gov. Andrew Cuomo's (D., N.Y.) team on an op-ed intended to smear one of his accusers.

report released by the New York attorney general’s office said Roberta Kaplan, the cofounder of Time’s Up, advised the Cuomo team about an op-ed the governor wrote to discredit Lindsey Boylan, a former Cuomo adviser who accused the governor of sexual misconduct in December 2020. A top Cuomo aide said Kaplan and Time’s Up CEO Tina Tchen largely approved of the op-ed. The piece, which was never published, "denied the legitimacy of Ms. Boylan’s allegations, impugned her credibility, and attacked her claims as politically motivated," according to the attorney general’s report.

The finding could undercut Kaplan and her organization’s claims to be champions of the #MeToo movement. Kaplan and Tchen, a former Obama White House official, cofounded Time’s Up in 2018, in the wake of allegations of sexual assault against Hollywood producer Harvey Weinstein. The allegations against Cuomo are arguably the biggest #MeToo case in the past couple years.

New York attorney general Letitia James (D.) found Cuomo sexually harassed at least 11 state employees and other women. The Democrat made inappropriate sexual comments and touched some of the women without their consent, according to the report. James also accused Cuomo’s advisers of retaliating against Cuomo’s accusers.

Cuomo penned the op-ed after Boylan publicly accused the governor of being "one of the biggest abusers of all time." Cuomo asked Melissa DeRosa, his top lieutenant, to reach out to Kaplan for advice about the letter he had written about Boylan. According to DeRosa, Kaplan said she shared the document with Tchen.

"[Kaplan and Tchen] allegedly suggested that, without the statements about Ms. Boylan’s interactions with male colleagues, the letter was fine," the report says.

Kaplan, who also serves as legal counsel for DeRosa, has longstanding ties to Cuomo. The governor was quoted in a glowing Washington Post profile of Kaplan this year, saying she "has been indispensable in the fight against the cancer of hate and division that Trump spent four years exacerbating." Kaplan represents E. Jean Carroll, the journalist who accused Trump of sexual assault, as well as Trump’s niece, Mary Trump.

Kaplan is not the only progressive activist who advised Cuomo's team on how to respond to Boylan. Alphonso David, the former general counsel for Cuomo and current president of the Human Rights Campaign, also helped the Cuomo team go after Boylan. The attorney general’s report says David provided Cuomo’s advisers with Boylan’s personnel file, which was then leaked to news outlets.

David offered advice about the op-ed and helped the team round up signatures for a letter of support for Cuomo. He was also part of discussions about having a former Cuomo staffer secretly record another Cuomo accuser named Kaitlin.

David on Tuesday called on Cuomo to resign but did not acknowledge his involvement in the smear campaign. David and HRC did not respond to requests for comment from the Washington Free Beacon.

Time’s Up issued a statement calling on Cuomo to resign from office but did not address Kaplan and Tchen’s alleged involvement in advising Cuomo’s team. Time’s Up did not respond to a list of questions from the Free Beacon about the report.

The Free Beacon reported in March that other executives with the group have been accused of turning a blind eye to sexual misconduct in the workplace. Esther Choo, a cofounder of Time’s Up, was accused in a lawsuit this year of counseling a victim of sexual harassment against filing a complaint against Dr. Jason Campbell, the so-called TikTok Doc. The lawsuit says Choo told Campbell’s accuser it was "never worth it" to report sexual harassment cases.

Choo remains a member of Time’s Up’s board of directors.

The judge found these releases, together with the publication of Clinton’s secret speeches to Wall Street banks, in which she pledged to be their representative, were “matters of the highest public concern.” They “allowed the American electorate to look behind the curtain of one of the two major political parties in the United States during a presidential election.”

“Clinton also failed to mention how he and Hillary cashed in after his presidential tenure to make themselves multimillionaires, in part by taking tens of millions in speaking fees from Wall Street bankers.”
