Democrats’ China Bill to ‘Lobotomize’ U.S. College Graduates
The House’s pending anti-China bill offers Chinese, Indian, and other foreign graduates easy access to mainstream white collar jobs needed by striving U.S. college graduates.
“This is a lobotomy for the American middle class, for the professional classes in America, because they’re going to be muscled out in the workplace by [foreign] people who are the preferred hires of corporations and university research universities,” Kevin Lynn, founder of U.S. Tech Workers, told Breitbart News.
The draft “America COMPETES Act of 2022” would allow foreigners to win an uncapped number of green cards by studying to become ordinary chemists, doctors, engineers, and statisticians — or accountants, tax experts, computer security experts, statisticians, ecologists, and many other types of professionals.
“It’s insanity — the idea that you would create a bill that supposedly improves America’s competitiveness [against China] by outsourcing all of the [skilled] labor is just nuts,” said Rosemary Jenks, government relations director for NumbersUSA. “It’s dystopian.”
The bill emerged from the House shortly after the Senate blocked the Build Back Better bill, which tried to create new pipelines for foreign graduates to get U.S white-collar jobs.

The bill’s immigration sections are touted by advocates as a way to deliver skilled workers into supposedly empty “science, technology, engineering and math” (STEM) jobs throughout the U.S. tech sector. So Section 80303 of the bill is titled “Doctoral STEM Graduates,” and it offers extra green cards to foreigners who get PhDs at U.S. and foreign universities.
But the fine print allows a far greater variety of mid-skilled foreign migrants into the white-collar jobs needed by Americans.
The section says on page 1,708 that the green cards will be offered to people who “have earned a doctoral degree in a program of study involving [emphasis added] science, technology, engineering, or mathematics.”
The term ‘program of study involving science, technology, engineering, or mathematics’ means a field included in the Department of Education’s Classification of Instructional Programs taxonomy within the summary groups of agricultural sciences, natural resources and conservation, computer and information sciences and support services, engineering, biological and biomedical sciences, mathematics and statistics, military technologies, physical sciences, or medical residency and fellowship programs, or the summary group subsets of accounting and related services and taxation.
But the Classification of Instructional Programs (CIP) is a long list of skills and credentials — and it was expanded January 21 by President Joe Biden’s zealously pro-migration deputy, Alejandro Mayorkas.
The bill allows green cards to be given to graduates who get Ph.D. degrees — in exchange for full tuition — in categories 1,3, 11, 15, 29, 14, 26, 27, and 40.
The degrees can be awarded from a wide variety of universities, including Chinese and Indian universities, as well as lower-tiered domestic universities, dubbed R2 universities.
These 60-plus R2 universities include Azusa Pacific University, East Carolina University, Hampton University, University of Maryland Eastern Shore, Oakland University, Southern Methodist University, and Teachers College at Columbia University.
So the Lofgren bill is opening a university-manage pipeline of mid-skill — but highly credentialled — foreign workers to the Fortune 500 firms in her Silicon Valley district and throughout the nation, said Lynn. He continued:
It’s about creating incentives [for foreign graduates] to go to an American university because they are dangling the promise of citizenship … If you’re in a country like China or India, you’re going to invest a lot in that [hope that] universities will be acting as a de-facto immigration service.
The legislation would provide federally-funded U.S. universities with a vast, captured workforce of foreign Ph.D. graduates to replace American professionals. Many foreign graduates would work long hours to help develop technology — and then go home to create their own companies that would produce and sell the technology developed with federal funds.
In reality, there are few or no limits on the inflow of very clever people, either via U.S. colleges, O-1 “genius visas,” L-1 work permits, and other visa routes known by hired legal guides. For example, Twitter’s CEO arrived as a college graduate.
Moreover, the focus on universities is counter-productive, said Lynn:
When you ship all your manufacturing overseas [to China], you ship the brains and you ship the engineering jobs overseas. The idea that “They can make it overseas but we will design it here” is rubbish because eventually the research and development follow the manufacturing. We now have the research and development following manufacturing [to China], and America is being hollowed out and eventually, we will be making napkins.
What Silicon Valley and the Fortune 500 really want out of the China bill is more mid-skilled workers to fill many more professional jobs, said Lynn.
Fortune 500 and technology investors have long been lobbying for more foreign workers under the claim that they need “top tier” immigrants. “The ability to attract and retain top-tier talent from around the world is the backbone of a trifecta where the best talent comes to the U.S., to work at the best institutions on the most cutting-edge intellectual property,” ex-Google chief Eric Schmidt wrote in a June 2020 op-ed for Barron’s magazine.
Currently, these workers mostly arrive from India or China via the H-1B visa program, the Optional Practical Training program, the B-1/B-2 six-month visa, or as visa overstays.
Some of the visa workers are very clever and productive. But the vast majority are mid-skilled, recent graduates who are wanted by U.S. executives because they are willing to work long hours for many years to get the massive prize of green cards from the U.S. government, said Lynn.
Roughly 1.5 million foreign graduates are now working in jobs to get green cards.
Before the visa workers were imported by Congress, those jobs were the starter jobs for young American graduates, and were used to grow a domestic workforce of experienced and innovative American professionals, he said.

But today’s foreign contract workers cannot change companies without approval from their employers. They cannot quit to create their own companies. They cannot complain about frequent posting to different cities, about having to work on weekends for abusive managers, because they face the permanent risk of being sent home by angry home-country managers who are empowered by hands-off U.S. executives.
The visa workers cannot testify in court or object to reckless, unethical, or illegal decisions by their company executives unless they are willing to give up their hope of getting green cards for themselves and their children.
So the workers rationally prioritize their ruthless pursuit of green cards above product quality, corporate health, and professional obligations, according to Breitbart’s interviews with many U.S. and Indian visa workers.
The process of sponsoring foreign workers for green cards is “highly susceptible to fraud,” says a 2020 report by the Department of Labor’s Inspector General. The process “relentlessly has employers not complying with the qualifying criteria,” the report said, echoing decades of systemic fraud described by cops, federal agencies, embassy officials, and advocates for Americans.
Similarly, U.S. companies have lost the lead in 5G communications gear to China, in part because the U.S. executives use their compliant visa workers to goose short-term profit at the cost of long-term research.
But lobbyists for U.S. investors are eager to import many more foreign graduates for U.S. white-collar jobs.
“I think our North Star that we want is a fundamental overhaul of the immigration system,” said Todd Schulte, the president of FWD.us, an advocacy group for West Coast investors, including Mark Zuckerberg, the founder of Facebook. On January 24, he told the business-funded Bipartisan Policy Center that:
We need … an approach that actually builds legal immigration avenues to the United States so that everything is not so reliant on [workers] showing up to the border and seeking asylum … We should be building and working on boring and mundane [bureaucratic] systems so that moms and dads can come to the United States on a bus or on a plane, people can come to work, they can come for seasonal work, they can come to get a green card, they can come to reunite with family here.
“We have to be successful in this legislative moment … [legislators] should be leaning in as hard as they possibly can take advantage of this moment,” Schulte added.
The China outsourcing bill “basically ensures that if America is competing, it’s relying on foreign workers,” said Jenks, adding:
It is a huge opportunity [for Republicans] to show Americans

Exclusive — Texas A.G. Paxton: CCP May Be ‘The Biggest Threat to America’s Freedom’
Texas Attorney General Ken Paxton told Breitbart News that the Chinese Communist Party may be “the biggest threat to America’s freedom, even — it’s hard to say this — even more than the Biden administration.”
In an interview on Breitbart News Saturday, Paxton touched on his office’s efforts to combat the Biden administration’s radical immigration agenda and what could be done about the CCP’s influence on American politics.

Breitbart News Saturday host Matthew Boyle opened the interview talking about former President Donald Trump’s Saturday night rally in Conroe, Texas, where Paxton is scheduled to speak.
“I think what you look for is a surprise. You never know exactly what he’s gonna say. But I certainly know he’s gonna highlight the last year of the Biden administration,” Paxton said when asked what could be expected at tonight’s rally. “And the disaster, whether it’s Afghanistan, whether it’s the border, whether it’s inflation, whether it’s supply chain, whether it’s crime, you name it. Everything has gone the wrong way for the American people in the Biden Administration.”
Paxton then said he often asks his Democrat friends to name at least one thing that has been good for Americans during Biden’s first year in office, but they have zero examples.
Boyle next touched on the lawsuits that Paxton and other Republican attorneys general have filed to combat the Biden administration’s radical left agenda.
“Yeah, it’s shocking that I would say this, but we have 27 lawsuits right now with the Biden administration. We’ve been successful in over 90% of those,” Paxton said. He then talked about a summit he held with 12 Republican attorneys general this week at the nation’s southern border.
“Everybody that comes cross border obviously pays the cartels and so I got to show firsthand to these Republican attorney generals, just how bad it is and how really, there are no border states. Every state is a border state.”
Paxton mentioned how the night before his border summit, federal officials canceled the scheduled briefings they were supposed to give the Republican AGs.
“What was interesting is we had set up all these briefings from our state police, who did give us a briefing from local officials. And then also from border patrol, who we love working with, great men and women, and then also ICE,” he said. “And unfortunately, the Biden Administration, somebody in Washington the night before these Republicans were going to be there. cancelled all the briefings.”
Boyle then asked Paxton to discuss the criteria he looks for when determining which Biden policy to challenge in federal court.
“So what we often look at is, is the Biden administration doing something in direct violation of the federal law, in direct violation of their constitutional role?” Paxton said. He went on to talk about the most recent lawsuit filed by himself and other Republican AGs challenging the Central American Minors Refugee and Parole Program, which allows asylum seekers in America to import certain family members into the country from their home country.
“And so we’ve sued the Biden Administration some just yesterday. And the reason we did was because there is nothing in federal law, there’s nothing that Congress has authorized that allows the Biden administration to use taxpayer dollars to invite family members of these people claiming asylum to come into the country.”
Boyle, who noted that statewide AG races are some of the most important elections to vote in, asked Paxton to put in context the importance of voters electing the proper attorney general.
Paxton recently decided to run for his third term as Texas AG because he “felt like we were in a crisis in our country.”
“We have a president who’s rogue, who isn’t following the Constitution. And I have these people running against me who have no experience doing this job,” Paxton said. “And even the roles they had before, they didn’t demonstrate that ability to stand up and fight the fight.”
Paxton said the AG position “may be the difference between preserving our freedoms, protecting our Constitution, giving the American people the opportunity to continue to make their own decisions, instead of having a federal government say, ‘you have a vaccine or we’re gonna fire you, we’re gonna ruin the border and ruin the country.’”
Boyle wrapped up the interview talking about Breitbart News senior contributor Peter Schweizer’s new Book, Red-Handed, which exposes the Biden family’s financial ties to the Chinese Communist Party. He asked Paxton if the AG’s office could do anything to prevent Chinese influence on American politics.
“You know, I have the same concern you do. I think the Chinese Communists are maybe the biggest threat to America’s freedom, even — it’s hard to say this — even more than the Biden administration,” Paxton said. “And the fact that there may be collusion and the fact that some of Biden’s family and other members of his administration may have these connections with the Chinese is extremely concerning.”
Paxton said Republican AGs are looking at ways to combat China’s influence, but noted that it is novel because the federal government typically protects us from foreign threats.
“So yes, we are looking at ways to try to have an impact on the Chinese communists in our state, but it’s difficult because normally that’s associated with the federal government, protecting us from international threats, not in individual states,” he explained. “And so we’re all looking at that, all of the Republican attorney generals, but it’s a new area for us. And it may be one that we have to sort of feel our way around in as we move forward because we all do have concerns about what’s going on with China.”

Friendly Reminder: Democrats Care About Their Own Power, Not 'Democracy' or Norms
I posted a short Twitter thread over the weekend that went somewhat viral, so I figured I'd amplify and expand upon it here, for good measure. There are plenty of causes for alarm regarding Republicans' commitment to the rule of law and the country's constitutional order these days -- not the least of which is how Donald Trump's big lie about the 2020 election has apparently become a litmus test for a majority of GOP voters. Then there's the former president's full and deepening embrace of the crackpot theory that his Vice President could have unilaterally "overturned" the election during the formal count. If Republican voters decide that they'd like to endlessly re-litigate their side's last electoral loss as a central issue in 2024, turning what could be a relatively clean referendum on the Biden administration's atrocious stewardship of the country into a brawl over 2020 "fraud" and January 6th, that's their business. It would seem as though the smarter move would be to put away the past and move forward with someone new who can advance the conservative-populist blend of Trumpism without being saddled with the array of risky baggage and wide unpopularity of Trump himself. Perhaps more and more right-leaning voters are, in fact, coming around to this same conclusion. But that's a conversation for another day.
On the other side of the aisle, we have the Democrats, who have spent the last five years positioning themselves as good-government, selfless guardians of truth, justice and the American way. They've fancied themselves the defenders of norms and institutions. They've lectured us about fealty to democracy and rejection of election lies. They've demanded that "patriotic" Republicans place the interests of the country above the interests of the party. Alas, it's all a self-righteous charade. The Democrats are the party of Stacey Abrams' big lie, which is morphing into an even bigger and more insidious lie about the legitimacy of upcoming US elections. This isn't mere fringe kookery either; it's been served up in various forms by President Biden, Vice President Harris, and senior members of Congressional Democratic leadership:
As we've written before, the Left has made a show of wrapping itself in the flag of institutions and norms as an anti-Trump posture, yet progressives inevitably assail every norm and institution that they perceive as an obstacle to their power and agenda. They've attacked the Supreme Court, the electoral college, and the US Senate, among others. They've shamelessly reversed or quietly discarded any number of ostensible "principles" out of pure, unadulterated political expediency. They've railed against what they see as GOP advantages as bad for democracy...up until the nanosecond that they perceive a shift in the advantage, at which point bad for democracy abuses become, well, acceptable. Possibly Good. Vital, even. Two glaring examples of this:
Red money in politics is billionaires buying and polluting our elections. Blue money in politics is civic engagement, advocacy, and accountability. Gerrymandering is a terrible scheme used by Republicans to harm Democrats and people of color -- except when it can be wielded by the forces of good and light to help Democrats maintain power, that is:
Newly proposed congressional maps drawn by Democrats could cut New York’s current Republican delegation by half — eliminating at least one upstate seat and jeopardizing three others. The Democrat-controlled state Legislature unveiled plans Sunday to shrink the GOP’s eight seats to just four, according to a proposed redistricting map...New York’s new 1st District held by GOP Rep. Lee Zeldin of Suffolk) — who is vacating his seat to run for governor against Gov. Kathy Hochul — would trend further blue, thus “creating an exceptional Dem pickup opportunity,” tweeted Dave Wasserman of the Cook Political Report, the national nonpartisan group that analyzes elections. The district would change from Trump plus 4 to Biden plus 11. “Unlike Dems’ Illinois gerrymander, which was thrown together pretty sloppily at the last minute, I can only find a few isolated places where this NY gerrymander ‘strands’ Dem votes in GOP districts – and even then, we’re talking fractions of points. It’s a brutal map for Rs,” he added.
...State Republican Party Chairman Nick Langworthy slammed the plans as a “brazen and outrageous attempt at rigging the election to keep Nancy Pelosi as speaker.” “Democrats are circumventing the will of the people,” he said in a statement. “For all of their phony protestations about transparency and fairness in elections, what they’re doing is textbook filthy, partisan gerrymandering that is clearly in violation of the New York State Constitution. We are reviewing all of our legal options to protect the voices of millions of New Yorkers.” ... The maps could be voted on by lawmakers as early as Wednesday. Democrats in the Legislature gained control of the map-drawing process following a breakdown in bipartisan negotiations earlier this month within an independent redistricting commission that was mandated by a 2014 voter referendum to redraw the lines.
So the independent redistricting commission created by the will of New York's voters got bogged down in negotiations, so majority Democrats took over the process and are trying to eliminate half of the GOP-held seats in the state. This is very on-brand for these frauds:
So much democracy. Again, I can't really object to a political party using the redistricting system to its own advantage. It's the phony posturing and empty sanctimony of the Democrats -- angrily opposing gerrymandering, ostensibly supporting less political processes, etc -- that is both laughable and intolerable. Over in New Jersey, the "independent" process has been strikingly opaque corrupt (as it was in Illinois), which is just fine by Democrats because it benefits them and their ambitions:
Democrats and Republicans who participated in in four days of meetings at a Cherry Hill hotel last month confirmed that the Princeton Gerrymandering Project would not show their work, claiming that the formulas they were using were proprietary to them. “We asked them to show us the algorithm they used to make their calculations,” the individual told the New Jersey Globe. “They told us no, that it was propriety.” Instead, neither party was able to fully understand the metrics that ultimately helped Wallace make his decision...Some Democrats admitted that they received some extra help from two Princeton Gerrymandering Project staffers who were working forWallace, Hannah Wheelan and Helen Brewer. “I got the sense that they really wanted us to win,” said a Democrat who was part of the Cherry Hill meetings. “The only reason I’m not mad is because we won.” Staffers from the Princeton Gerrymandering Project quietly gave Democrats some valuable feedback that would ultimately play into their final map submission...
By doing that, the Princeton staffer appears to have broken a promise confidentiality that Wallace had offered both parties. Republicans said they received no similar intelligence, although both sides received feedback from Wallace and his team during individual sessions in Cherry Hill...A report by the Brennan Center for Justice at New York University Law School flagged the Wallace map as a partisan gerrymander, and FiveThirtyEight’s Nathaniel Rakich labeled the new congressional map as having a “strong pro-Democratic bias.” “The process was acrimonious and did not produce a fair map,” said Rakich of New Jersey’s redistricting commission, which has six Democrats, six Republicans, and a tiebreaker that was recommended to the Supreme Court by the Democrats.
Republicans do similarly sketchy things when they control the decisions, of course. And they're loudly decried as threats to the republic across the public square. Just spare me Democrats' holier-than-thou act. My thread concluded with these points (content warning for a little spicy language):
