Axios: China, Russia Use H-1B Workers for Cheap Propaganda
Malevolent groups are using the huge H-1B visa-worker program to do bad things in the United States, says a shocked report in Axios.com.
“Foreign propaganda organs — including those from Russia and China — have used a visa program designed to lure high-skilled workers to the U.S. to place reporters, editors and producers at their American outposts, records show,” according to the Axios report.
The report headlined “Propagandists plumb ‘high-skilled’ visa program,” continued:
Why it matters: The H-1B program is designed to bolster U.S. competitiveness by seeding American firms with educated workers from abroad. Government data shows it’s also being used to boost foreign state media operations on U.S. soil.

By the numbers: China leads the way by a large margin, with H-1B visa approvals for state-run outlets such as CCTV, People’s Daily, China Daily and Xinhua.
Without the visa programs, the foreign media outlets would have been pressured to hire American journalists, likely allowing a more accurate coverage of America around the world.
But Axios’ disfavor towards the use of visa-worker journalists is in sharp contrast to its gentle coverage of the Fortune 500’s use of the H-1B to sideline myriad American non-journalist graduates.
The H-1B program is just one of many programs — such as the J-1, L-1, OPT, TN, and EB-3 — that are used by companies to cut payroll costs and spike share values.
Most of the imported workers are merely mid-skill, no-rights, compliant workers. They are used by investors and executives to bump outspoken, ambitious American professionals out of Fortune 500 careers, sometimes with disastrous results. But the visa programs were also used to import more than one million wage-cutting foreigners for nursing and technician jobs sought by American women.
Axios also claimed “Competition for H-1B visas is intense due to a strict cap on the number awarded annually.” Actually, there is no cap on the award of new H-1Bs to universities and non-profits. Also, there is no limit on renewals of the three-year H-1B visa, and there are many alternative visa-worker programs.
About 3 million H-1Bs have been imported since 1990.
Many of those visa workers have gone home — usually with an outsourced U.S. job — back to low-wage India after learning from skilled Americans how to do the job.
Many of the contract workers have stayed to become citizens — perhaps 1.2 million of the workers, plus their families. The permanent inflow ensures continued wage-cutting competition for a vast array of Fortune 500 technical and management jobs.
Many H-1Bs — at least 350,000 — remain working in U.S. jobs long after their first three-year visa has ended.
This massive displacement of the U.S. professional sector has pushed many Americans into non-technical jobs. The shift floods the labor market for other careers, such as journalism. The result is that many U.S. graduates earn less — and also must pay higher prices for apartments and homes.
In March 2020, Breitbart News covered the use of H-1B visa workers in U.S.-based Chinese media:
Chinese media outlets import numerous journalists into the United States via the H-1B program, usually at very low salaries.
The imported visa-workers’ wages are as low as $33,000 per year – despite the large number of Americans seeking journalist careers – according to federal data collected by MyVisaJobs.com.
MyVisaJobs.com uses federal data to track job opportunities for foreign graduates in the United States. The data shows that employers nationwide nominated 11,153 Chinese-born migrants for green cards in 2019; 12,612 in 2018; 8,603 in 2017; and 7,217 in 2016. Overall, 59,870 Chinese has been nominated for green cards since 2010 by U.S. employers. Nearly all of those requests are approved by the government, after a short delay.

The MyVisaJobs data shows the many requests for H-1B workers in 2019, 2018, and 2017 by China-run outlets, as well as by U.S. media companies that hire Chinese workers:
Xinhuanet North America Corporation asked for five H-1Bs in 2019, at an average wage of $82,400.
Xinhua Book Store USA Corp. sought four H-1Bs and a green card for one employee who is being paid just $43,000.
Sinovision Inc., asked for 68 H-1Bs, at a wage between $34,800 and $50,700.
Chinese Information Radio sought one H-1B for an employee to be paid $42,000.
Backchina sought 10 workers at an average of roughly $33,000.
Sino Television Inc., sought seven H-1Bs, at an average wage of $33,000.
Pacific Culture Enterprise Inc., asked for 34 H-1Bs, at an average wage of roughly $40,000. The company reportedly includes the China Press.
World Journal Llc. sought 54 H-1Bs between $35,00 and $62,000. The company produces Chinese-language newspapers.
Zhong Want TV Inc. sought seven H-1Bs.
This month, the Department of Homeland Security is expected to provide investors with another 85,000 H-1B work permits. Employers will use many of those permits to hire foreign graduates eager to work long hours, at low pay, in the hope of getting green cards.
So far, Axios Media has only sought to hire one H-1B engineer and one reporter, who might be Australian.
But many other U.S. media outlets — Bloomberg, Buzzfeed, Gannett, Dow Jones, Univision — import reporters and editors under the “arts” category of the H-1B program. This inflow reduces the hiring of American journalists, especially at foreign-language media outlets in the United States.

WaPo Admits Hunter Profited $4.8M from Chinese Energy Deal
Hunter Biden profited $4.8 million in retainer and consulting fees from a Chinese energy company though 2017 and 2018, the Washington Post admitted on Tuesday.
After ignoring the story for 532 days after it broke in 2020, the Post finally acknowledged Joe Biden’s son performed business transactions with CEFC China Energy for millions of dollars. Hunter’s windfall follows years of rubbing shoulders with powerful international companies and individuals while Joe Biden was chair of the Foreign Relations Committee and vice president.
In the process of reporting Hunter’s corrupt business dealings, the paper also confirmed Hunter’s previously reported “fake” laptop was indeed Hunter’s “laptop from hell” — the same laptop the establishment media falsely reported as “Russian disinformation” over and over again. In fact, 15 establishment media personalities claimed Hunter’s laptop emails were likely Russian propaganda. Perhaps most famously, CBS News reporter Lesley Stahl falsely told President Trump in 2020 that Hunter’s “laptop from hell” could not be verified.
According to the Post’s belated authentication, Hunter secured millions of dollars in just 14 months:
But the new documents — which include a signed copy of a $1 million legal retainer, emails related to the wire transfers, and $3.8 million in consulting fees that are confirmed in new bank records and agreements signed by Hunter Biden — illustrate the ways in which his family profited from relationships built over Joe Biden’s decades in public service.

Over the course of 14 months, the Chinese energy conglomerate and its executives paid $4.8 million to entities controlled by Hunter Biden and his uncle, according to government records, court documents and newly disclosed bank statements, as well as emails contained on a copy of a laptop hard drive that purportedly once belonged to Hunter Biden.
The Post did not find evidence that Joe Biden personally benefited from or knew details about the transactions with CEFC, which took place after he had left the vice presidency and before he announced his intentions to run for the White House in 2020.
The Post’s authentication follows the New York Times authentication two weeks ago.
In contrast, the laptop was authenticated in October of 2020 by the New York Post’s Emma-Jo Morris, who now is Breitbart News’s political editor. Morris authenticated the laptop before the presidential election, when businessman Tony Bobulinski corroborated his participation in a meeting with Hunter and then-Vice President Biden in Washington, DC, to discuss “the Bidens’ family business plans with the Chinese.”
Bobulinski has since confirmed the famous line, “ten held by H for the big guy,” was in reference to a discussed plan for Hunter to hold equity on behalf of his father.
Joe Biden claimed before the election he never spoke with Hunter about Hunter’s business dealings. “I have never spoken to my son about his overseas business dealings,” Joe Biden told the media.
But the Post reported Tuesday that Hunter had office keys made for Joe Biden, “his mother, Jill; his uncle James; and the Chinese executive, Gongwen Dog.” The office was apparently rented to facilitate the nearly $5,000,000 dollar contract he won from the Chinese energy company. Whether Joe Biden knew his son had keys made for him is unknown.
Hunter is allegedly under investigation for tax fraud concerning his foreign dealings. It is unknown if the investigation may implicate the president of the United States.

Joe Biden is also on record that the Chinese Communists are “not bad folks,” and “not competition for us.” So no surprise that Biden turns a blind eye to China’s repressions and beats up on Burma, a nation that poses no threat to the United States. In effect, Joe Biden serves as governor general of Americachukuo, China’s North American economic zone.
With Biden in the White House, President Trump predicted, China would “own the United States.” There’s also something to Trump’s charge that the Bidens are an “organized crime family.”

Mitch McConnell, Chuck Schumer Negotiating Conference to Hash Out Democrat Anti-China Bills
Senate Majority Leader Chuck Schumer (D-NY) and Senate Minority Leader Mitch McConnell (R-KY) continue to negotiate the final terms of a conference to hash out the differences between two Democrat bills aimed at increasing competitiveness with China.
Punchbowl News reported that McConnell and Schumer are hashing out the formal details of a conference negotiation to work out the differences between two China bills. The Senate leaders hope to begin the formal conference negotiation by mid-April.
Since the Senate is split with 50 Democrats and 50 Republicans, McConnell and Schumer have to mutually agree to the terms of the conference.
Democrats and Republicans would have to agree to resolve the differences between the Senate-passed U.S. Innovation and Competition Act (USICA) and the House-passed America COMPETES Act.
Conservatives have panned both bills as a weak attempt to boost high-tech research and manufacturing in the United States to better compete with China.
House Republican Study Committee (RSC) Chairman Jim Banks (R-IN) has outlined the many problems with the legislation, including:
1. Invites more malign CCP actors into the country: Creates a new visa cap carveout program that would be even less secure than the existing visa programs that already riddled with fraud [sic]. Shockingly, an unlimited number of members of the Chinese Communist Party are eligible to take advantage of the new visa program to carry out their malign activity here in the States (page 1689).
2. Ties our hands behind our back: The bill urges the U.S. to abide by the dangerous and short-sighted Paris Climate Agreement which would cripple our economic output and does almost nothing to stop China’s much more rampant pollution (page 1323).
3. Provides more opportunities for China to steal our intellectual property: The bill directs the U.S. and the People’s Republic of China to work together and undertake ‘parallel initiatives’ on research, development, finance and deployment (pg. 1340).
4. Distracts our military from focusing on China: The bill would direct the U.S. Armed Forces to train to combat climate change events (pg. 1396).
5. Lets China off the hook for their role in the pandemic: The only mention of the investigation into COVID origins is a meaningless requirement that mandates Biden give a report to Congress (page 995). No independent investigation, no sanctions, no punishment.
6. Pads China’s coffers: Under this bill, China will be eligible for financial assistance from the World Banks Group and Asian Development Banks if assistance will contribute to “fighting climate change” (page 1480).
7. Wastes taxpayer dollars on issues completely unrelated to China: • $8 billion for the UN Green Climate Fund (page 1392) • $2 million a year in foreign aid to countries to combat climate change (page 1375) • $22 million to investigate a residential building collapse (page 191) • Establishes a new federal program to study plumbing (page 227) • Establishes a Coral Reef Task Force (page 1645) and gives $6 million to the NOAA to create a National Coral Reef Management Fellowship (page 1653). In fact, it’s so focused on coral reefs that “coral reefs” is mentioned more times than the word “China.” • Includes the Marine Mammal Research and Response Act that mandates financial and regulatory “support” to protect marine mammals.
8. Includes policies inspired by divisive & anti-American Critical Race Theory: Provides $5 million to create a Chief Diversity Officer at the National Science Foundation (page 328) and direct the NSF to ensure diversity, equity and inclusion in the technology sector (page 318).
9. Adds fuel to inflation fire: Costs $250 billion and there’s no design to pay for the bill, so much of it will be added to our national debt.
10. Turns a blind eye to Confucius Institutes: The bill fails to ban federal funding for colleges and universities that host Confucius Institutes, a tool of the Chinese Communist Party to steal our intellectual property and censor our campuses (page 1967).
11. Allows China a global platform for their propaganda: The bill does not call for moving the International Olympic Games outside of China instead opting for a weak slap on the wrist aka a “diplomatic boycott” (page 1249).
Conservatives have also criticized the $250 billion Senate-passed USICA, contending that it would not stop Chinese government activity in the United States, it would waste money on issues unrelated to countering China, and there are few provisions to punish China.
The RSC released its own plan last week that they believe would allow the United States to better counter a rising China, as detailed by Breitbart News’s Washington Bureau Chief Matthew Boyle.
Sen. Marco Rubio (R-FL) noted in a long-form interview with Boyle that the bill fails to have adequate safeguards against Chinese spying:
“But imagine if you’re trying to say, ‘ok, so America is now going to spend $150 billion on research through universities that we already have our claws in. That’s great. We’ll just steal it. Go ahead and spend your money, and we’ll steal your research. We get it for free,’” Rubio said then. “It’s crazy. It’s nuts. So that’s the problem we’re having, these things of that nature. And the reason it’s happening is because universities have ins with the administration, and they’re saying, ‘hey, don’t put in a lot of restrictions or safeguards because it’s going to slow down our research.’ Well, that’s crazy. It would be faster for me to get on an airplane if I didn’t have to go through TSA too, but we have to do it.
He added, “We have to have safeguards. So what’s that they sense.”
